Leaders of the fishing cooperatives and of the tourism service providers are asking for intervention from the Navy to improved monitoring of Mexican territorial waters. They are complaining about irregularities being committed by boats from Isla Mujeres in the area of whale shark sighting, and they are complaining about fishing boats that fly Cuban flags operating within Mexican national waters. In addition to their general complaints, the fishermen had two specific cases they were concerned about.  They say there are fishing boats of the 'altura' "Lamba", flying Cuban flags, that are harvesting fish within Mexican waters of the species known as "bonito" of the tuna family. They say the Cubans are  approaching about 12 nautical miles east of Isla Mujeres, near Isla Contoy, in the area known as the "correntada". The foreign fishing ships are intruding into this area, and fishing for bonito, and it is noted that the whale shark come to the area of whale shark sighting, because they are eating the larvae of the bonito.
With the inclusion of Naval patrols, it is expected that the Cuban boats will avoid the area, and the Navy can assure that the proper permissions have been obtained by both fishing boats and tour boats. The head of the boating cooperative "Adolfo Lopez Mateos", Jose Ancona Galue, said that there is a great deal of disorder among the seamen in general, and he urges that this situation be corrected,  by the Navy, who they expect will intervene.

This morning at the busy and popular Posada beach, the Mayor was surrounded by  students from Andres Quintana Roo primary school, to mark the start of the work of the deep cleaning of various beaches of Isla Mujeres. The City hired a mechanical sweeper with a screening system to clean the various beaches of the island and the mainland. The clean ups take place in the wee hours of the early mornings to avoid interfering with any commercial or recreational activities
Two points are being emphasized in relation to this activity: the contributions of this work and the paperwork for the certification procedures of the Blue Flag designation. On March 24th, under orders from the Mayor, work was begun toward the goal of obtaining Blue Flag certification for Playa Norte/North Beach, which includes achieving excellence in management and environmental protection, with quality of facilities and safety standards, as well as environmental educational activities and maintaining high quality of water.
Other special guests and officials were in attendance, in addition to the grade school students.

There was discontent among some City employees, who are traditionally given a fiesta for Day of the Bureaucrats, as well as salary adjustments and recognition of productivity, and other benefits. The animal care program that was developed by the Municipal Ecology Agency has now completed its period of education, and is beginning the phase of imposing sanctions against those who mistreat pets. The municipal Ecology Agency receives an average of two cases per month of animal abuse, which is expected to reach zero during the period of governance. There have been 35 reports of dogs killed with poison, and a particular report of 27 cats presumably fed poisoned meat, who were strays that were being fed regularly. It is believed these measures will reduce these incidents and bring people together to work collectively to identify the houses where this is observed, through citizen complaints. This program was developed to ensure that animals are provided proper care and and are protected by law, so that pet owners will be responsible.
