Isla Mujeres: Green & environmentally friendly
The municipal department of Ecology and the Environment organized a Mangrove Cleanup Day in Sac Bajo, collecting 139.5 kilograms of trash. Other participating agencies included ZOFEMAT (Federal Zone), CONANP (Commission of Protected Natural Areas), and the civil organization "Parley” and “Centinelas del Agua”, as well as volunteers from the general public.  The Director of Ecology said another event is planned on the island in November, and two in the Continental Zone.

The City paid homage to the memory of a musician and composer Virgilio "el Chino" Fernández on the anniversary of his death. "He is sill alive as long as his songs are sung."  VIDEO
He passed away 56 years ago, at age 45, and was born on January 24, 1917. At an early age he demonstrated his talent and preference for music. He is considered one of the most valuable composers of the island, because, thanks to his creativity and talent, he managed to transmit, through his compositions, the Caribbean essence that characterizes Isla Mujeres. The event included performances by the Senior Citizen Choir and the dance troupe "Añoranzas de Isla Mujeres".

The head of the PROFECO  (Federal Consumer Protection Agency) module in Isla Mujeres, Héctor Gerardo Vladimir Vallejo Molina, was sworn in.

Medical evacuation by Navy from ship that was 11 nautical miles out to sea LINK
The Navy carried out a medical evacuation of a 53 year old male, of Polish origin, from the container ship "UASC BUBIYAN" flag of the Marshall Islands, approximately 11 nautical miles (20 kilometers) east of Cancun, Quintana Roo.
The Naval command received a phone call from the ship's captain requesting transport for the crew member who presented with symptoms of  paroxysmal postural vertigo (sudden sensation that everything is spinning or that everything is spinning inside your head ) and an elevated body temperature resulting in a loss of balance. Naval boats were dispatched and the patient was taken to Puerto Juarez and placed aboard an ambulance to receive specialized medical care

There are comments about her begging, about her formerly being a repeat visitor who paid her hotel bills and was congenial, but now appears to be mentally ill or having effects from drugs. Commenters are concerned that she apparently lacks family to care for her & discussed which officials should take responsibility to help her return to her home country.

Need for another Hyperbaric Chamber

Urge otra Cámara Hiperbárica

The president of the Regional Federation of Cooperatives of the Fishing Industry in Quintana Roo, Baltazar Gómez Catzín, said that although the Hyperbaric Chamber is providing service, it has passed its years of useful life, and another is needed. During last year's lobster season, there were 45 fishermen treated for decompression illness. The chamber has been very busy this season, with 47 treated already, and three (sic four) months left to the season. (It began July 1st and ends on Feb. 28th.) It has also been used to treat 20 other patients, mostly for 'diabetic foot'. There are concerns that it could fail at any time and not be able to be restarted.
Another concern for the fishermen, is the distance between the Hyperbaric chamber and the distance to the Community Hospital. Mr. Gomez explained that the fishermen need to be stabilized and first taken from the pier to the hospital, and then to the chamber, and the lost time could mean the difference between life and death.
In other news, Mr. Gomez reported in the last 15 days, the five cooperatives of the island have caught about 10 tons of lobster, as well as some fish, mostly snapper and abadejo. They were unable to go out on Sunday and Monday due to restrictions from the Harbor Master on small boats.

Port was open for all types of navigation

Puerto abierto a todo tipo de navegación

Boats under 40 feet in length were restricted on Sunday and Monday, and were allowed to resume normal activity on Tuesday. However, the fishermen stayed in port because the swells were large out at sea, and they were waiting for better conditions.

Development of Isla Mujeres in coordination with COPLADEMUN 2018-2021
Isla Mujeres is the first municipality in Quintana Roo to join, and the three levels of government will work together for its development.
In order to promote the participation of different sectors of society in the formulation, implementation, monitoring, evaluation and control of municipal development plans, the City of Isla Mujeres carried out the installation of the Planning Committee for Municipal Development (Coplademun) 2018-2021. Citizen forums will be held Nov. 14-22 focusing on the five issues which will be the basis for development.

Successful efforts to save blue crabs

Director of the municipal Department of Ecology and the Environment, Carlos Barranco García, said the campaign to protect the blue crabs was a success (during their spawning sessions in September and October, during the full moon, moving from the Makax lagoon areas of Sac Bajo to the sea, with the street posing a risk to them), assisting more than 200 crabs, males and females. He also asked residents, particularly drivers, to allow them to cross the streets safely on their way to the coast. Participants included personnel from various municipal agencies including the DIF, police, ZOFEMAT (Federal Zone), as well as from Dolphin Discovery and the general public.

Port closed for small boats on Monday

Navegación cerrada el lunes

The winds from Cold Front #7 increased, with gusts to 40 km/hr causing restrictions for small boats, including from providing recreational services within the National Marine Park in the Bay. The winds were expected to decrease on Tuesday.  Despite this, large numbers of tourists could be seen arriving on the ferries and enjoying the beaches, and many businesses reported good sales. Hotel occupancy is at about 50%, on the eve of Day of the Dead and a long weekend ("puente") coming up when many Mexican families will have time off.

"Ultracarga II" had difficulty docking

“Ultracarga II”, mal maniobrado

The car ferry from Punta Sam, Ultracarga II, had difficulty docking at the island due to the winds of Cold Front #7, and delayed its arrival, anchoring offshore in the vicinity of El Farito, outside the navigational channel of the Bay. This caused some concern about the corals from the force of the propellors, but the Harbor Master said there was no risk. After five attempts to dock, the task was accomplished at a side dock, with assistance from the "Ultrajet II", which provides passenger ferry service to Puerto Juarez. The vehicles were able to unload at 10:19am (According to other reports, the scheduled unloading time was 7:50).
The other vehicle ferry of the same company, Ultracarga III, continue to provide service at 9am, without difficulties. The "Isla Blanca" ferry of the other company (Maritima) maintained its normal schedule with no interruption in service.

Catrina: Mexico's Grand Dame of Death Who Inspired Rebellion & Revolution
(On Thursday, Nov. 1st, following the candlelight procession from the cemetery, there will be a Catrina costume competition at the Casa de la Cultura.)
Who's Catrina? She's Mexico's Grand Dame of Death, popularized by Diego Rivera after he placed her in the center of this 50-foot mural, dubbing her that from the Spanish slang "Catrin" for a well-dressed rich person. She has come to represent the comfortable and intimate relationship that Mexicans have with death, as well as being an iconic figure associated with Dia de los Muertos. But she spent her early days inspiring a revolution.
Below is the first drawing of "La Calavera Catrina" by her creator, Jose Guadalupe Posada, whose original name for her was "La Calavera Garbancera". She first appeared in a 1910 leaflet about native Mexicans who scorned their traditional culture, dressing in European clothing and wearing makeup to whiten their skin. It's said that Posada took his inspiration from the Aztec goddess of death, Mictecachihuatl, who reigned over the month of rituals and celebrations that eventually evolved into today's Dia de los Muertos.
Posada's illustrations brought the stories of the day to the illiterate majority of impoverished Mexicans, encouraging the prevailing disdain for the regime of Porfirio Diaz, whose accomplishments in bringing financial stability and modernization to Mexico pale against his government's repression, corruption, extravagance, and obsession with all things European. Concentration of incredible wealth in the hands of a privileged few brewed discontent in the hearts of the suffering many, which led to the 1910 rebellion that toppled Diaz in 1911, and became the Mexican Revolution.
Posada's caricature of a high-society lady as a skeleton wearing only a fancy French-style hat became a sort of satirical obituary for the privileged class, and a reminder that everyone is equal in the end.

The headline says: Those Garbanceras (Mexicans who mimic Europeans) who today are coated with makeup will end up as deformed calaveras/skulls.
The mural "Sunday Afternoon Dream in Alameda Park" represents 400 years of Mexican history and depicts the end of an era destroyed by the Revolutionary War, creating a modern, more equitable nation. Catrina is holding the hand of a 10 year-old Diego, and Frida stands behind them in traditional Mexican dress, while Catrina's creator, Posada stands on her left, offering his arm. Rivera painted the huge mural in 1947 at the Hotel del Prado, which stood at the end of Alameda Park. When the Mexico City earthquake in 1985 destroyed the hotel, the painting survived and was moved to a museum built across the street to house it.
