         Committed to environmental protection, the City Council of Isla Mujeres, headed by the municipal president, Juan Carrillo Soberanis, continues to carry out work that promotes the protection and preservation of natural resources among the island's citizens through coordinated work with municipal agencies and the community.
      As part of the activities that were scheduled to commemorate World Tourism Day and the second anniversary of Isla Mujeres as Pueblo Magico, the Director of the municipal Tourism Department, José Castillo Magaña, organized an intense day of cleaning mangroves and green areas in coordination with the Federal Maritime Zone Department (Zofemat) and the Departments of Ecology and Environment in Sac Bajo.
       Carlos Barranco García, director of Ecology and Environment, spoke about the concern of Mayor Carrillo Soberanis in continuing to implement actions that promote the conservation of a clean municipality for the benefit of the visitors and the islanders.
          He spoke about the importance of conserving and restoring the protective green belt of mangroves, as this helps to reduce the risk of future disasters due to their multiple functions. He explained that the main objective of this activity is "to conserve the natural resources that are our main resource to have a beautiful island".  
           He pointed out that one of the main indications of the municipal president has been to pay close attention to the conservation of natural resources, as well as to preserve a clean municipality and present this image to national and international tourists.
             Participants included personnel from Public Services and General Services, as well as private businesses and individuals from Hostel Poc Na, Madera Food & Art restaurant, Dolphin Discovery, Garrafón park, Aroma Isla restaurant, Mayan Beach restaurant, restaurant and hotel Marias Kan Kin, the dive shops "Mexico Diver's" and "Scuba Caribe"; the Moto Club "Mala Noche", the group "Action for Isla", friends of Isla Contoy, A.C. and staff of the Isla Mujeres Red Cross.

Even though health authorities say that the number of cases of contagious conjunctivitis is declining, there is still a shortage of drugs in the main pharmaciesLINK    
  The generic medications for the treatment of conjunctivitis which normally cost 30 pesos have become unavailable at island pharmacies, except at the Maritime Terminal where they are being sold for 90 to 100 pesos. The more expensive brand name medications are being sold for over 400 pesos and have been offered on social networks for up to 700 pesos. Scarcity in pharmacies has reached such a level that even the drops of chamomile tea are depleted.

Hospital rating may be downgraded

           Two years after the inauguration of the hospital building in Isla Mujeres, when it was promised to operate as a "Second Level General Hospital", with 13 beds, but in fact it has not, due to conditions such as the lack of staff and equipment, and now the hospital's administration is preparing  to formalize its downgrading as a "Community" Hospital, after a supervisory visit by the Commission on Human Rights.
       Although the head of the Ministry of Health of Quintana Roo (SESA), Alejandra Aguirre Crespo,said that the hospital was being equipped and staffed during the previous administration when it was inaugurated, there has been a lack of money and this is why pressure was placed on the director Miguel Ángel García Albarrán to formalize the downgrading, according to data collected.
     Being a "Community" Hospital would mean they are not required to have specialized staff to attend children, women and older adults, nor to have surgeons, which are requirements of a "Second Level General Hospital". This is occurring despite the fact that there were protests outside the hospital a few weeks after this administration took office, demanding that campaign promises be fulfilled, which have not been kept. 
        , Dr. Jorge García Góngora led the delegation of the state Human Rights Commission visiting the hospital. He found deficiencies in the client service and surveyed the agency to learn the' feelings of the patients. This diagnosis on the analysis of the situation of the hosptial will be sent to the Director of the SESA, Alejandra Aguirre, during the next month.     
         This type of monitoring will be done once a year and was agreed with the signing of the agreement between both agencies, and that a Human Rights module will be installed inside the hospital to respond immediately to complaints.
          Alejandra Aguirre Crespo visited the hospital last August 18, offered to "strengthen and expand health coverage to provide people with more and better opportunities for access to timely and quality care", but the beneficiaries say this hasn't changed.
     Data on services were announced from January to July 2017 and 13,286 services were provided which were: 10,255 general and emergency medicine consultations, 341 dental consultations, 54 pediatric consultations, 777 gynecological consultations, 152 people per injuries and accidents, 72 births, 55 surgeries and 180 hospital discharges.

   Mayor Juan Carrillo Soberanis presented the Marlins of Isla Mujeres basketball team. The Marlins will play their inaugural match on Saturday, September 30, as visitors, in José María Morelos and next Saturday, October 7 they will play here on the island. Names of other officials who participated are given.

City gives property to CAPA

      The municipal government will cede a property to the Water and Sewerage Commission (CAPA) to build a cárcamo de rebombeo / waste water recovery facility for hotels in the beach area of ​​downtown, which will cost the agency several million pesos.
       The new facility will be located in the vicinity of the Convention Center, at Carlos Lazo and Adolfo López Mateos streets. The work would start almost immediately to try to have it operational by the winter season. CAPA, through this agreement, undertakes to address the pending demand of businessmen in the area to stop compromising the environment with sewage leaks in the subsoil which cause a risk of contaminating nearby beaches.
       It is also noted that the wastewater treatment plant at the southern part of the island is in the process of doubling its capacity from 30 to 60 liters per second when it comes into operation, which is planned for next year. 
       Also, sanitary drainage will be built along two roads in the area of ​​Punta Sur, which will ensure that 100% of the island has this service.

  Two City Council members, Roberto Martínez and Diego González, spoke at the recent Council meeting in favor of revocation of the permits for the restaurant "Muelle Azul", which has been built on the wooden pier known as the former Magana Ferry pier. The Integral Port Administration of Quintana Roo (APIQRoo) is initiating  legal procedures before the Secretary of Communications and Transportation (SCT), with the General Director of Ports, to cancel their concession, as well legal papers for the recovery of the concrete pier.
      It has been proposed that the wooden pier be used for the benefit of the community, such as with a museum, which is supported by the town historian, Fidel Villanueva Madrid.

The Navy is seeking donations of  non-perishable foods such as oil, sardines, tuna, easy open cans fo cans of beans, rice, lentils, milk powder, salt, pasta soup, biscuits, jam, mayonnaise, bouillon, chocolate powder or tablets.As well as: toilet paper, bar soap, feminine towels, toothbrushes, toothpaste, coffee, sugar, razors, shampoo; as well as tools and materials for debris removal and first aid. - The number of cases of conjunctivitis in the island has decreased considerably in the last two days, according to the director of the Community Hospital, Miguel Angel García Albarrán .He said that when the first cases began to be registered here last week, a health promotion was made in schools with the intention of identifying the number of registered cases and, most importantly, preventing the spread of the disease.
    During health promotion, preventive measures such as hand washing, non-sharing of personal belongings, non-kissing, among others, were introduced to preschool and primary school studentsHe said that so far the number of cases that have been registered at the Community Hospital has been reduced to such a degree that in the last two days only about 50 patients of conjunctivitis have been seen per day, while at first, there were more than 132 consults per day. 
     It is recommended that as soon as students feel the first symptoms of this disease, they do not attend classes, since a large number of people are concentrated in the schools, so contagion can spread rapidly.
      So far the Community Hospital has not registered any shortage of the medications used for treatment, and that there are drops necessary to attend cases that will arise.
        He added that conjunctivitis is self-limiting in an incubation period of four days and disease period specifically three days more, which makes a total of seven days. The number of cases on the island has not reached the magnitude experienced in the Continental Zone of Isla Mujeres and in the Southern Zone of the state.

In Isla Mujeres we modernize the wastewater treatment service to reduce pollution.https://goo.gl/AEhz53
The City of Isla Mujeres and CAPA guarantee wastewater service to 100% of the island.
  An agreement was signed between the Isla Mujeres City Council and CAPA ( Water and Sewerage Commission of Quintana Roo) to ensure that 100 percent of the island has wastewater drainage service. The City will lend a property to the agency for the construcion of a new cárcamo de rebombeo (sump pump) and with this to modernize the wastewater treatment service in the northen part of the island and to attend to the infrastructure growth for commercial and hotel properties. The new cárcamo pump will be located near the Convention Center (Carlos Lazo Street and Adolfo López Mateos Street).
   In addition, through this agreement, the CAPA will construct sanitary drainage along two roads in the area of ​​Punta Sur, which ensures that 100 percent of the island will have this service.

The committee of organizers for the Caribe-Isla Mujeres poetry contest will be publishing results on Oct. 4 and they thank the 107 poets who participated for their patience.

Number of patients with conjunctivitis is decreasing in Isla Mujeres LINK   
The director of the Community Hospital of Isla Mujeres, Miguel Ángel García Albarrán said that although they are still alert for outbreaks of conjunctivitis, cases have dropped compared to last week.He explained that fortunately, the community is now paying attention to the basic preventive measures to contain this disease, which has surpassed the number of cases seen last year.
       He said that where there are groups of people, it is important to avoid handshakes, kissing and not go to these places if you suspect you are infected. He said that at the Community Hospital, there is no shortage of medicine.He explained that this disease has an incubation period of 4 days and a period of contagion of three days more, for a total of 7 days.

Chetumal .- The State Secretary of Health, Alejandra Aguirre Crespo, asked that people only pay attention to the official recommendations and information issued by their agency regarding prevention measures and the situation in regards to conjunctivitis in the state of Quintana Roo, because of false messages which seek to alarm the population and circulate through some social networks.  She explained that conjunctivitis is an endemic disease in our region, that is to say it is here continuously, with more cases recorded during certain periods such as the hot, rainy season, so that this increase in the number of people with this disease is inside of the expected margins.
     To reduce the risks of transmission of this disease, it is recommended that people with the infection avoid self-medication and consult a doctor for treatment, and they are advised not to go to areas with a high concentrations of people such as schools, offices or public events until the symptoms are gone, in order to avoid infecting more people.     It is also recommended to exercise personal hygiene measures such as  frequent handwashing with liquid soap, not sharing personal items such as handkerchiefs, glasses, cutlery, towels, eyeglasses, combs, brushes, cosmetics, pillow cases, eyedrops, toys, among others. others, avoid touching your eyes with unclean hands, avoid handshakes, hugging and face-to-face contact.
   After going to the doctor it is important to follow the treatment recommendations and stay at home and if it is necessary go out in public during the day, is advised to use dark glasses to protect the eyes from the sensitivity to sunlight that produces the disease and apply personal hygiene measures to avoid infecting more people.

Deadline for finishing calibration of scales LINK 
 To avoid potential sanctions, merchants should meet the deadline on Friday to have their scales calibrated. This process has been carried out from July 1st to Sept. 30th by PROFECO, and registration can by done by phone or online, to make the corresponding payments which are 221 pesos for small scales, 339 pesos for medium ones, and 1978 pesos for large scales. In downtown Isla Mujeres alone, there are a little over 300 establishments that have scales which must meet this calibration requirement and are subject to fines for non compliance if they lack the document-stamp.

  The CROC labor union has been offering courses in "Customer Service and Training", for workers at hotels and restaurants in Isla Mujeres. The classes were five days a week, Sept. 25-29, for 4 hours daily, to 2 groups of about 25 people each to prepare them for high season, during low season.  
    This course was taught by the Secretariat of Tourism (Sectur) through the Institute of Training of Workers (ICAT), by the instructor Edwin Onay who is certified by the state Ministry of Education.
    Participating companies included:   Rolandis, Zama, Tonichos, Palace, Posada del Mar, Aluxes, Compadres, and the hosting restaurant El Pescador.
