The Director of Public Safety (the Chief of Police) said that beginning on November 4th, officers will raise the flag on Mondays in a formal ceremony, with members of the Navy in attendance. The reporter spoke with the Director during a practice who said this is a civic activity that is good for the children to observe. The reporter noted that this ceremony had not been performed for several years.

Friday afternoon on the Town Square, a mournful tribute was given to  Romeo Magaña Carrillo, who was a renown Islander and the founder of the business "Romeo S.A. de C.V." , which marketed lobster, shrimp, and other seafood caught by the local fishermen for over 30 years, making the fishing industry in Isla Mujeres one of the most successful in Mexico. He demonstrated his entrepreneurial vision in sports when he acquired the franchise for the LMB: Leones de Yucatan, with his brothers, in 1975. He was the main promotor for the LMB: Langosteros de Quintana Roo in 1996. He sponsored local sports and festivals, and was generous to the island community.  The ceremony was coordinated by the City and the families Magaña Carrillo and Magaña Galué.

Once again the state program "Recycling Trash For Food" held a successful event where families traded plastic, cardboard, paper and other items for food. This event was held at the Habitat Plaza in La Gloria. It benefits family budgets while raising awareness about the importance of preserving our environment. This program by the Governor has been very popular.

On Friday the Mayor, Agapito Magana Sanchez, announced that the Hyperbaric Chamber will be operational this weekend and thereafter because a specialist has been assigned to operate it. It was renovated with an investment of thousands of pesos several months ago, therefore it should be in good condition. It is used to treat decompression illness, which is a risk for the fishermen in this season when they are diving for lobsters.

DIF promotes the rescue of the traditional Day of the Dead
Preparations were being made for the Day of the Dead contest which was scheduled for 8pm on Thursday. Marthy Vargas de Magana, DIF President, said they intend to get people involved and to keep this tradition alive. There are Hanal Pixan altars installed at the Seniors Club and the CENDI daycare. She said it is important to keep the traditions of our parents and grandparents alive for the children.

    Por Carlos Gasca-Quequi.- :Doña Rosalva Ruiz said a trip to Cancun is required for the items needed, and then you may not find what you want to create the altar, decorations, and special dishes. She said other expenses include propane and eggs to make the bread (pan de muertos) and the tamales.
       The most important dates are November 1 and 2, but many people have already assembled their altars. Currently the best selling flowers are  el crisantemo (chrysanthemum), gladiola (gladiolus), nardo (turberose), azucena (lily), nube (babies breath) and terciopelo (velvet rose?). Prices vary, but the average family can spend over 300 pesos. A large bunch of marigolds (cempazúchitl or flor de los muertos) costs between 20 and 25 pesos.

Tax Approval: Spiral to disaster

Juan Carrillo Figueroa, head of the Chamber of Commerce (CANACO), is again expressing his disapproval of increasing the VAT  to 16% in border areas. He said this will cause an increase in ferry prices which will decrease number of people who visit for the day from Cancun, who enjoy visiting on  the weekends and peak periods. He said this 5% increase will raise operating costs for small and medium businesses who are already having hard times.
       He called the senator from Quintana Roo a "political parasite" ( “parásito de la política”) and said the senator had the "indecency" to say that since the other states pay 16%, he did not see why the border states could not pay the same amount.
  The CANACO president said this increase, with other aspects of the Tax Reform law, will create a spiral of inflation which will cause the prices of goods and services to skyrocket up 15 or 20 percent. He says the increase in the VAT will have repercussions in the costs for middlemen, transport, and other, plus merchants will pay more for electricity, water, gas, telephone, internet, and other services.

It is noted that this program serves the dual purpose of helping family budgets and keeping the environment clean. The useless appliances that once marred the image of this destination have been removed and the streets of Isla Mujeres look much cleaner.

This cycle of fogging began on the island on Thursday at 7pm with a gathering at the Town Square, where it was announced that they would spray for 24 hours with a squad of 15 people divided into teams. The head of Sanitary District #2 said this is part of a program to combat Dengue in its reactive phase between July and December, when there is more rain. There have been no dengue patients hospitalized, and there has only been 19 cases this year in the municipality. Isla Mujeres has a reduced incidence of the disease, which is spread by one type of mosquito. (Recent articles said Isla Mujeres had the lowest number of cases in the state, and most of the cases in the municipality occur on the mainland, historically.)

On the eve of the celebrations for the Day of the Dead, the cemetery is looking more groomed as family members spruce up the tombs of their loved ones. The cemetery will be open for 24 hours, but very few residents spend time with their dead relatives at night, because this is not  a local tradition. It is noted that fewer businesses have decorations because the economy is in tatters and small businesses cannot afford extra expenses for Halloween or Day of the Dead.

This is not a custom I had heard of (LINK), but I have known Islanders who returned to their pueblo to rebury a relative's bones a number of years after they'd died.
