    After the cancellation of more than 160 million pesos in fines and surcharges, from the Water and Sewerage Commission (CAPA), the concessionaire of this service in Playa del Carmen, Benito Juarez and Isla Mujeres, Aguakan, clarified that this agreement does not apply to all debtors. Aguakan explained that the government agreement only applies to cases that have been turned over to the Recovery Directorate Of Proceedings and Fiscal Execution (DRAEF). 
    CAPA has forfeited 163,236,889 pesos, in fines and surcharges, for 9686 domestic service users, who were in the past due portfolio of the municipalities of Othón P. Blanco, Bacalar , Cozumel, Tulum, Lázaro Cárdenas, José María Morelos and Felipe Carrillo Puerto.

Agreement signed to teach English in the public schools
   The Quintana Roo Department of Education (SEQ) and Volunquest  have an agreement to collaborate to teach English in public preschools and primary schools during the 2017-2018 and 2018-2019 school years, contributing to the education of 1,184 island children. Krysten Tywan, director of Volunquest, explained that the agreement has existed for 4 years. Names of officials in attendance are given.


Mayor is committed to developing sports facilities 
    - Continuing with the delivery of sports facilities for the benefit of athletes, the City of Isla Mujeres, headed by the municipal president, Juan Carrillo Soberanis, through various Municipal agencies in coordinated work with the Federal government, finished the second stage of the renovation of the rapid soccer field in colonia Salina Chica. 
  The mayor said that he will continue to work in a coordinated manner with the federal and state governments to provide improved and increased quality sports facilities and recreational areas that are guaranteed against possible damages, for the benefit of the island citizenry. 
    Mayor Juan Carrillo Soberanis said this work were carried out with a total investment of 1,285,876 pesos, from the Fund for Contributing to Strengthening Municipalities (Fortamun), and the work of the Municipal Public Works Department, whose Director is César Poot Pérez.
     Improvements include the placement of 112 square meters of reinforced steel grating of 2.5 meters on the two goalposts and tiers;  12 modern LED lamps were installed, and 6 metal doors in the entrance area. Benches were installed for the players and referees, and masonry work was carried out; as well as 853 square meters of vinyl paint which was applied to walls, ceilings, bleachers, benches, court and signs. Maintenance was done to the stands and the bathrooms were repaired and painted.     The roofs over the players' benches was changed and 190 square meters of cyclonic mesh was placed on the fence. The synthetic grass was removed and replaced with 1160 square meters of 45mm fiber-reinforced polyethylene synthetic grass in white and yellow.

        Through these actions, the City of Isla Mujeres reaffirms its commitment to support the athletes of the municipality and provide families with adequate quality spaces where they can spend time together.

- The National Electoral Institute (INE) reported that 100 voter credentials have been processed and delivered this week at their module installed in the Community Plaza of Isla Mujeres. INE representative Bonifacio Kumul Tun, said they have been there from Monday to Friday offering various procedures. He said the number of applicants increased compared to previous months, but he still considers the numbers to be low. He said for those who did not manage to complete their paperwork, the module will reopen from the 20th to the 23rd of this month.

CONANP will report final decision about whale shark permits on June 15

         On Friday, the Harbor Master of Isla Mujeres and the National Commission of Protected Natural Areas (CONANP) carried out the second verification of boats that requested permission for the Whale Shark swimming and observation tours.
        José Juan Pérez Ramírez, Director of the Tiburón Ballena Biosphere Reserve explained that today's review is intended to corroborate that the vessels are suitable for observation and swimming with the Whale Shark.They are verifying that all information corresponds and is correct, including names, registration, and motor numbers, and they are inspecting that the motors and other equipment work correctly.

  This has the same information as the DQR article yesterday, noting that of the 320 whale shark permit applications received by CONANP, 207 applications were received from Isla Mujeres, 30 from Cancún, 70 from Holbox and 13, from Chiquilá.
      For the municipality of Isla Mujeres 161 permits were issued, for Cancun 26, for Holbox, 32 and for Chiquilá 9, for a total of 228.         Of the 320 applications, 162 were for natural persons (personas físicas), 145 for cooperative societies and 13 for moral persons (personas morales).

Isla Blanca coop needs its pier

    The "Isla Blanca" cooperative is waiting for approval from the state Port Authority, APIQRoo, to officially assign them the rights to their pier and the right to use an "espejo de agua" for the repair of the pier.
        On September 8, 2014, the validity of their concession title for the Federal Maritime Zone was confirmed, which SEMARNAT subsequently extended for another 15 years, which expires in 2030.  .
    The cooperative regained the Federal Zone property and concession several years after they had been evicted from the area by officials in favor of a businessman. The fishermen eventually won the legal battle, and resumed possession, but during that time, their pier deteriorated and is now in need of repair. Their lawyer said they have been visiting APIQRoo repeatedly trying to get a response so they can repair the pier.
 On March 4, 2016, the Isla Blanca cooperative requested that APIQRoo  award the contract directly for the partial transfer of rights to the pier.  On July 14, 2016, the cooperative filed an appeal to the General Directorate of Ports about the lack of response from APIQRoo to their request for the direct award of the contract for the partial assignment of rights
  The pier was built 15 years ago. On October 16, 2002, the federal delegate of the state Department of the Environment and Natural Resources (Semarnat)  authorized the cooperative to build the "Isla Blanca Pier". Their lawyer said they have been visiting APIQRoo repeatedly trying to get a response so they can repair the pier.

    It is recommended that the buoy line be relocated about 20 meters farther out, along a ~300 meter section where the beach has increased at the western area of North Beach.
           There had been talk of moving the buoy line when Playa Centro expanded and sand was filling in the navigation channel at Easter, and the buoy line ended up on the beach. It was said the decision to move the buoy line would need to be evaluated by several federal agencies including the Departments of Communications and Transportation (SCT), the Environment (Semarnat) and the Navy (Semar).
         However the winds changed and the sand moved toward North Beach and that section of buoys at Playa Centro are back in the water. Now it is the buoys along the nearby section of North Beach that are being affected by the increasing beach area.

     An exhibition at the Casa de la Cultura of artwork by private school students, in the gallery "Raciel Román" was inaugurated, and will remain for the season, for the enjoyment of locals and visitors, and to encourage cultural diversity. Municipal administrator Suemi González said all cultural expression will have exhibition space at the Casa de la Cultura as part of the wealth of the island society and of its new residents by adoption.
    CONANP and the Harbor Master's office held an inspection of the whale shark boats, and CONANP will release its report about the permits on June 15th.
