Electoral Agency Encourages Voting

The Director of the Electoral Institiute of Quintana Roo, Jorge Mariquez, held a press conference, announcing that three weeks before the elections they are making good progress at promoting voting in businesses and among young people. The laboring group represents 688,840 votes and 48.8 percent of the population are young people. They Institute is reaching out via business organization such as CANACO, CANACINTRA, COMPARMEX, amont others, and alos at the universities where they are holding forums. They are hoping to meet or exceed the number who voted in Isla Mujeres in the 2010 election which had a participation of 69.5 percent.
    The campaign in businesses, called Democratically Responsible Businesses / Empresas Demo­cráti­camente Responsables aims to promote the participation of workers, considering that in  northern Quintana Roo, 80 percent work in the tertiary sector, the branch of tourism, principally.  According to a study of economic activity in 2013, of a total of 19,710 companies in Quintana Roo, 18,635 are in the tertiary sector, 1065 are secondary  (which includes construction and manufacturing, among others) and there are 10 agricultural companies. Carlos Gasca/Quequi reports the director assured the media, at the breakfast meeting, that they have been training personnel who will be working with the Electoral Institute, to result in an electoral process throughout the state that is clean, transparent, and peaceful. He said they are working to combat absenteeism and to increase the participation of young people since 48.8 percent of the population of Quintana Roo are young. This includes activities such as Roqueando porla Democracia”. (Rockin for Democracy..similar to the US "Rock The Vote" slogan), aimed at those between 18 and 35.
   The director said, "We have had discussions with  students in order to encourage their participation in this next election, the next week we will have a reflective event with the participation of universities of the Northern zone, dedicating  15 minutes to looking at the proposals for the candidates." These proposals will be passed along to representatives of the political parties so they will become familiar with the vision of the students about policies for our state."

Diario Respuesta/Jesus Molina reports the Electoral Institute of QRoo held a workshop for the media on electoral processes, at a local restaurant. He gave advice on how to better handle electoral information.

Monitoring For "Pirates" Offering Tours
The Harbor Master, Miguel Gonzalez Gil, said that during the whale shark season, May 15-September 15, authorities are monitoring for "pirates" who offer services but do not have permits to provide tours for swimming with the whale sharks. The zone being monitored includes this island and Contoy island, and this is a joint operation between the Mexican Navy and other authorities such at the National Park Service, PROFEPA, and the Port Authority & Harbor Master, among others. They review documentation and safety equipment. The Harbor Master said if "pirate" vessels are detected, sanctions of more that 10 minimum wages will be imposed, and if they are found to be residents, their permission will be cancelled. Por Esto notes that the required safety equipment includes radio communication equipment, first aid, heliograph,   (A signaling device by which sunlight is reflected in flashes from a mirror. ), flashlight, anchor, cape (cabo), fire extinguishers, flares & "aro", and the crew has to show they are keeping a sea journal, and have life jackets for all passengers and crew. The Harbor Master responded to a question noting there are ~260 boats in Cancun, Holbox, and Isla Mujeres, of which about 130 belong to licensees of Isla Mujeres. He said this season there will be a greater presence by the Mexican Navy, to keep an eye on activites and assure they conform to the regulations and that boats are not sighted who do not have the appropriate permissions. He acknowledged that every year private vessels flock to the area, and yet to date no "pirate" boats lacking permissions had been detected, which could involve a sanction of 10,000 minimum daily wages.

Improved Occupancy Expected For Whale Shark Fest & Restauranteurs Hopeful For Father's Day
Hotel occupancy has remained at 40 percent and may increase a few points on the weekend, while the restaurant businesses are expecting more customers for Father's Day on Sunday.  There has been good touristic activity in the streets, shops, and restaurants, both at lunch and at dinner. Some members of the industry wish business was better. On Friday morning when the reporter toured the beaches there was a decent number of people, which surpassed the number the previous day.  Both Mexican and foreign tourists were settling in to enjoy the sun or the shade. It is hoped that occupancy will reach 80% during the Whale Shark Festival July 15-17. (The whale shark festival is scheduled for June 21-23)





33 Queen Conchs Released Alive After Seizure
Thirty-three Queen conchs, which were still alive, were seized by inspectors with CONAPESCA from two fishermen in a 23 foot shark fishing type boat named "Ocotups" in the area of Cuevones. After determining that the conchs, strombus gigas, were alive, the inspectors returned them to the sea. There has been a ban on them for five years, and the violation was detected during an inspection at the Parque Marino Nacional Costa Occidental de Isla Mujere (National Marine Park of the West Coast of Isla Mujeres). The boat was seized and taken to the dock of Social Justicia cooperative, pending appropriate action. The conchs could not be held for evidence as is required when charges are filed with the federal agency, PGR, because the conchs would have died, so there will be administrative charges filed. The names of the fishermen are not known, and apparently the boat sailed from Puerto Juarez very early with the motive of poaching conch because there were no other sea creatures in the boat. Fitness Program For Firefighters & Lifeguards
Staff of the Civil Protection agency will participate in a Supplemental Fitness Program for 51 days, beginning on June 24th, to assist the lifeguards, fire fighters, operational personnel, and shelter and auxiliary staff in improving their physical condition. The program will be free and is not limited to Civil Protection personnel. It is being administrated by the Sports and Recreation department, and will be taught by Mario Parra. The deadline to sign up is June 21st, and those who attend at least 80 percent of the sessions will receive a certificate upon completion of the program. The main objective is to prepare the personnel psychologically and emotionally and physically, which will benefit the community. Source Por Esto
