Virtually everything is ready for the start of Carnaval 2014, and all that remains for approval is the proposed program of activities and the budget. The Director of Culture announced that the first activity of the Carnaval  festivities this year will be the presentation of the program of events, which is scheduled to be announced next week.
    On February 15, there will be a dance presentation of the candidates for King and Queen, at the Town Square. There are two couples competing, representing the troupes "Aplausos" and "Escándalo Latino”. This is decided by the traditional method of selling votes. On Friday February 28th will be the Coronation Dance, at the Town Square.
  According to the tentative schedule, Saturday night, March 1, will be Cuban night, with the traditional Negrada. On Sunday, March 2,  they will hold the traditional Carnaval Playero at the Posada del Mar Beach. (Along Main Street/Rueda Medina. Playero means of the beach.). On Monday March 3 will be the traditional regional evening with Yucatecan outfits, and the dance of the pig's head & the bull petate  (el baile de la cabeza de cochino y el toro petate), among other activities. In addition, with the regional night on Monday, will be held a celebration of the discovery of Isla Mujeres, which occurred on the 3rd of March. On Tuesday March 4th the competitions between the troupes will take place, as well as the traditional reading of the will of Juan Carnaval, and then the burning event. The final details will be announced next week.

    During 2013 there were 38,613 consultations, and during 2012 there were a little over 33,000, for an increase of 4613 consultations. In 2013, there were 102 surgeries, which is 26 more than the previous year.  There were 70 Caesareans and 45 natural births, for a total of 105 births in 2013, which is 25 more than the previous year's total of 80 births. There were no deaths at the hospital in 2013.

In response to the proliferation of mosquitoes that can occur after recent heavy rains, the Vectors Department has been fogging the various neighborhoods of the island, using a truck and a fogging machine. They are also asking residents to remove any potential mosquito breeding sites such as tires, containers, and other items where rainwater could collect.

The first Kite festival was held (in the big parking lot at the malecon near Media Luna beach) Sunday, after the kids attended a workshop Saturday where they made their kites. The director of tourism welcomed the enthusiastic participation by children and their families, and gave appreciation to the sponsors who included:   Dolphin Discovery, papelería El Navío, Cris boutique, and the rental agency El Sol. Names are given of the winners and officials. (There were some nice looking kites, and they were impressively durable. There was an unusual lack of wind, and parents were running up and down with their kids, helping them and calling out encouragement, but the kites all ended up dragging behind, crashing against the cement. There were plenty of disappointed faces, but no tears or tantrums. It was a lovely day, just breezeless.)

Some of the changes that are planned, and which will be announced mid-year and take effect then, will include subzoning of the Marine parks, limiting the number of concessionaires, reducing the number of passengers per vessel, and better control of the guides, among other changes. They do not intend to increase the registry of boats that are allowed to enter, and will not reduce the number that already exist. They do not intend to withdraw any concessions or permits.

The protected areas of the Marine Parks will not be included in the tournament, said the director of Parque Marino Nacional Isla Mujeres-Punta Cancún-Punta Nizuc, Jaime González Cano, because in those ares they perform periodic monitoring for the detection and eradication of species of this type, as well as monitoring those that are not harmful. He said that although it might be beneficial to the parks, they decided against it to avoid suspicions that could damage the image of the protected zones.
     In addition to prizes for those who capture the most in total weight of Lion Fish, there will be prizes for the largest and smallest. He said it is important to eliminate the smaller ones who would continue to populate the area, representing a threat to the other species that are not predatory. Fishermen at large are encouraged to join the tournament, and everyone will benefit, even if they do not receive an award.

  • General Hospital exceeds expectations

    The General Secretary of the City, Cesar Poot Pérez, said it is not known what tortilleria company the rumors are about, but they have not given any authorizations for new tortillerias. There have been rumors in the media about the possibility of four new tortillerias opening up on the island, saying the first would open in colonia Salina Chica. The official said the demand is being met 100% and there is no need seen to open more businesses of this kind.

More than 70 families attended a church event where they gave testimony for over two hours, and made apologies, and promised they were committed to change. There were tears, hugs, and flowers, at the event which took place in Sac Bajo at the Cristalmar on Sunday at six o'clock, and then they went to Mass.  The priest urged those present to honor their commitments, to pray to Jesus daily, and maintain a connection with the Church.

The municipal director of the Ecology department, Christina Medina, confirmed that the establishment "Terraza" is being monitored, whose permit allows music until midnight, and up to 60 decibels are allowed. With the  hotel Marcianito 30 meters away, the noise represents a problem for their guests. The Director said solving the problem of noise pollution involves the intervention of other municipal agencies, as well as the awareness of private investors, to achieve the goal of urban noise being less than 10 decibels within the tourist rooms.
      La Terraza is located at the intersection of Hidalgo and Abasolo, and has been found to be breaking the 60 decibel limit, but is being monitored, and has adjusted the volume to comply. She said the City has two monitoring devices, which are used at night, without notice, of course. They have asked the managers and employees of hotels and of businesses that generate noise pollution to download applications on their cell phones to monitor decibel levels, and assist the authorities.
     There has been no official information about noise pollution from activities organized by some residents in the colonia Caribeña, which have generated some complaints from neighbors.

Business owners are complaining about the lack of promotion, and lack of means to control the image and quality of services, which they say has resulted in a low number of visitors in this winter season, according to the leaders of the Chamber of Commerce and the Restaurant Association. (CANACO and CANIRAC). They said the promotional video made three years ago has not been released. They say efforts to update the Regulations for Atención al Turista have been ineffective.
     Baltazar Maldonado says there are not as many people at night at there were a few years ago, and the reporter notes empty tables and chairs on Hidalgo, the pedestrian street, during the day. There are also complaints about the numbers of mobile vendors and informal sellers.

An anonymous woman described problems about obtaining medications that are supposed to be free, but when the hospital does not have it, they must pay for it at the pharmacy, which she says affects many people. She gave an example of a diabetes medication which costs 500 pesos, and claims the pharmacy manager delivers it only to certain people, which she thinks is arbitrariness. She also complained that patients must go to the Naval hospital or to Cancun for xrays, saying authorities prefer to wait for the new hospital in La Gloria to open rather than spend money on the broken x ray machine.
    Susana Tenorio said a couple weeks ago when one of her children was prescribed Paracetamol syrup for a bad toothache, there was none available at the hospital and they had to spend their own money purchasing it at a pharmacy. Seguro Popular was created to serve those who have less, and the shortage of so many drugs, from the most expensive to the most common, affects many people and ruins family budgets, because we also have to pay for gas, light, water, and food, plus the increased VAT, and now costs are ridiculous, said Susana Tenorio.

There was a restriction on boats under forty feet, which ended after 24 hours, and at 9am the seamen were providing tours. But the good business may only last a couple days, because members of the Port Authority said the Cold Front #31 was expected to arrive Monday morning. (The winds have been mild with calm seas today (Tuesday) and yesterday.) The temperature dropped to 14 degrees at its coldest and rose to 24 during the day, resulting in a good number of sunbathers at the beach.

Although the rate for residents between the colonias and downtown is expected to increase from 13 pesos to 14 pesos in March, there are complaints that some drivers have begun charging 15 pesos. There are complaints from residents that they are not being given their two pesos in change, which included Carlos Andrade Pérez. Rodrigo Vivas said he gave a 20 peso bill, and only received 5 pesos in change. Both complained to the driver and were told the increase took place already. The former passenger said this occurred in taxi #52, and the latter said he forgot to look at the number, in order to report it.  The rise from 13 to 14 pesos in an increase of about 6 %, which is rounded up to an even peso increase, explained the taxi union leader.

The General hospital has given immunization coverage against influenza to the adult and juvenile population, applying 580 vaccines this season against H1N1. Currently the vaccines are only available for children under five, pregnant women, and senior citizens. There has been successful prevention, and there has not been the expected increase in respiratory diseases. The usual advice is given.
