     City officials and directors met with the director of the Federal Maritime Zone, Carmen Nahuat, and listened to a presentation by Heidi Meza Monroy regarding requirements for certification of Playa Norte, under the Norma Oficial Mexicana NMX AA 120 SCFI regulations. Agapito Magana Sanchez attended the meeting in his capacity as mayor, as well as chairman of the Clean Beaches Committee of Cancun & Rivera Maya.
     The presentation included graphic and visual materials, and the attendees were told the procedures, requirements and tasks that must be promptly and fully completed to obtain certification. There was a review of progress, schedules were organized, and responsibilities were defined.
   It is noted that on March 24th officials held the first meeting to begin the certification process, and on April 25th a meeting was held presenting the project to concession holders to engage their support and participation in the process.

The Harbor Master and the Port Authority have announced an Operation for Verification of Documents is about to begin, which includes the ~600 boats and about 2000 crew members, to assure their papers are in order as the work of the summer tourism season begins. The Harbor Master, Ismael Gonzalez Gils, said there are 320 boats in Isla Mujeres of the Tourism Services licensees who must comply with the Norma Oficial Mexicana (NOM) 034 regulations, to assure that the vacationers who use them for recreation will have a safe and happy vacation. He said they are also monitoring the 200-300 boats that arrive to the island daily with tourists from Cancun and other locations. He is personally leading this operation, which began Thursday, and there have been no problems.

    Under the new system issued by the Ministry of Finance and Public Credit (SHCP) the fishermen must pay a 7% tax on the lobster they catch. The accountant for the cooperative Caribe explained that of the 30 members, less than half have completed the registration process with SAT, (federal tax authority)  which requires they submit a copy of their IFE (voter ID), CURP, and SAT taxpayer registration. 
       This amount is deducted from the amount of product (lobster) they contribute, and has caused some concern among the fisherman who are also paying for loans, for the fee for the hyperbaric chamber, and for gas and equipment. They can deduct their expenses such as fuel and fishing gear, but the fishermen have the obligation to register as a taxpayer and do the processing. 
       The president of the Caribe, Andrés Coral Hernández, said it would be helpful if the government would conduct a meeting to clarify the doubts that still exist, and he acknowledged that many fishermen are unhappy and not fully informed about this new system.

Many tourists visiting via boat tours
Although overnight tourism is down, the number of tourists visiting on boat tours for the day has increased and is helping the local economy.  A greater number of visitors are arriving from the other municipalities, especially from Cancun and Playa del Carmen, via catamarans, boats and yachts to enjoy the island and its cuisine, which have won international fame. They usually visit the isle for for to six hours and chose from various activities including diving, fishing, shopping, enjoying the beaches and restaurants, and touring in golf carts.
 
Children congratulated for academic efforts 
Children of the primary school  Enrique Estrella Oxte in continental Isla Mujeres were recognized for their success in the 2014 Edition of the Children's Olympics of Knowledge  Olimpiada del Conocimiento Infantil. They were given passes to Dolphin Discovery and will advance to the next stage. The winners are  Yesenia Grisel Pérez Poot, Jeisler Alexander Cab Alcocer, Sandy Julianna Aban Jiménez, Martin Enrique Jiménez Gerónimo, María Susana Hernández Pérez and Francisco Gabriel Foster Aguilar.
 
Increasing popularity of boat tours 
There is increased business among the boat tour operators of Puerto Juarez who bring tourists to Isla Mujeres. 
 
Seniors participate in DIF competition  
 
Photographs were taken of the contestants in the   “Abuelita y Abuelito 2014” competition (literally:Grandmother & Grandfather, affectionately,...commonly used to refer to seniors) which will take place today on July 5th at 7pm,  at the outdoor theater in colonia La Gloria. The winners will represent the island in the state pageant, which will be hosted by Isla Mujeres.The contest has a family atmosphere and the grandchildren, children, and other family members are will be attending this event organized by the DIF, social service agency. Judging will include their stage presence, speaking, and mastery of their subject, among other things.

Sign-up campaign for fishermen

 About 85 fishermen have signed up for the Hyperbaric chamber, which gives treatment in the event of decompression illness, which is a risk for them while diving for lobster.  That number is expected to exceed 100 fishermen. They each pay 300 pesos monthly, and the fund is used to operate the chamber and for preventative maintenance.
     The chamber is in service 365 days a year, but during this 8 months of lobster catching season, there is an increased demand. Therefore the City government assisted with replacement of some parts and preventative maintenance.
     The chamber has been in operation for two decades with support from the state and municipal governments, as well as contributions from beneficiaries. It has helped dozens of seamen from other municipalities and from the state of Yucatan.
      In addition to providing decompression for the fisherman, it can provide oxygen therapy for people with diabetic foot ailments, and other problems.

Representatives from Alcoholics Anonymous (AA) of the Civil Association in Central Mexico spoke to middle school students of the private school Jean Peaget (sic) about the plan for recovery from alcoholism that is offered by their organization. This is the second talk by this organization, and it included questions and answers, with the intention of raising awareness about health and social problems associated drugs and alcohol. They plan to have another meeting, including parents, at the start of the next school year.
   Recently the school held a Science Fair at the Convention Center, and also had an Olympiad in mathematics.

NEED DIABETES SUPPLIES FOR OCTOBER DIABETES CLINIC: We have been doing Diabetes Clinics on Isla Mujeres for five years, with more local residents participating annually. This is a joint project of bilingual social workers, nurses, and other health care professionals originally from the USA, working with Isleno community partners. Diabetes is now the primary cause of death in Mexico.

We are in great need of donations of glucometers and strips, specifically these brands: Contour, Contour Next and OneTouch. Many doctor's offices, clinics and hospitals discard strips that are almost expired. Strips are actually still effective for at least a year after expiration dates so often those are the ones that are most often donated. If you have any contact with medical professionals or pharmaceutical reps, you can often get current supplies. We can also use lancets, lancet devices, alcohol pads, and syringes.

Follow up...The Go Fund Me campaign by Sally Margolis to assist with the HIV testing events by Brazos Abiertos was successful, & BA have also coordinated with the City to provide education about sexually transmitted diseases and teen pregnancy in the schools, monthly.

 July 26:  There will be 600 Mexican athletes competing on the island for the “Copa Isla Mujeres de Tae Kwon Do”, including about 40 athletes from Isla Mujeres.

 On August 31, about 500 athletes, both Mexican and international, are expected to participated in an open water swimming competition, Competencia de Nado de Aguas Abiertas, at Playa Norte/North Beach. The swimmers will travel distances between 250 meters and five kilometers, with the course being defined by a rectangle of buoys off Playa Norte. Dozens of foreigners are expected to participate, especially from the United States.
