ISLA MUJERES, 12 de agosto.-The Department of Education reported that 137 children and teens will conclude the summer remedial classes on Friday. The classes began in July for grade school and middle school students to help them with  their weak subjects, which included math, geography, Spanish, and others. These classes were sponsored by the City. There has been a need for students to strengthen their skills before entering high school/Colegio Bachilleres, especially in the field of mathematics.

DIF will follow the young offenders
 

DIF dará seguimiento a jóvenes infractores

ISLA MUJERES, 12 de agosto.-With the goal of assisting the parents, the municipal DIF, social service agency, will continue to be involved with the cases of the 12 minors arrested in a public altercation this weekend. Through the office for the Protection of Children & Families, they will offer the minors a rehabilitation program, which includes meetings with the family. The Island attorney,  Aarón Vergara Fuentes, said their records have been forwarded to the DIF, who will initiate a program for each of them to reintegrate them into life in society ( para reintegrarlos a la convivencia social)
  The goal of this rehabilitation is to avoid re-offending by minors, as it is vitally important to follow up on early antisocial behaviors presented by children. He said the children are currently home with their families, because the judge ruled they could be returned to their parents, who will be summoned to the DIF offices in upcoming days as they continue to follow these cases.
  He explained that the DIF is responsible for dealing with young offenders. They examine each case and study the situation of each young person, and in this way they can work with the psychologists for their rehabilitation. When there are misdemeanor crimes, they apply this program of screening and rehabilitation, to help them have a better lifestyle, with the goal that they will not return to causing any more public disorder.

The Mayor cancelled a meeting with the Mayor elect, and had previously cancelled one of their meetings last month. Monday the Mayor was seen in a private meeting after the Council session and "no official information was discussed".

!5oo tonnes of trash were removed during the 'emergency' that occurred two weeks ago, and of the total volume of trash, only about 30 percent remains. The state trucks have left, and the goal of removing 50 percent was exceeded. There have been mechanical failures in the City equipment, that have been repaired. Burgos Baeza, city official, said they intend to have the Trash Transfer station totally cleaned for the governmental change over so the new administration can operate without a 'hitch'.

    Por Carlos Gasca/Quequi  The Mayor said there is an urgent need to implement programs where young people are kept busy with healthy activities, and kept away from problems that lead to drug abuse and other vices. He said he will launch programs to stimulate youth works, but this job is not easy and parents will need to be involved. He said he will seek the support of investors to promote the construction of a theater and cultural activities.
       We are seeking to keep the youths occupied to create discipline, and with this work we are seeking to form associations with the parents who must be involved. Together with the partnerships they will seek to implement programs for the benefit of young people. He said, "We can put the programs in place, but this is not just a task for the authorities. At the end of the day, those responsible for these minors are their parents, who must take care of their children, together with the DIF." (social service agency). He said the " los focos rojos ya están encendidos" (literally the red lights are burning/lit) and have work to do until September 30. (when the administrations change).

    Por Carlos Gasca .The Port Authority (ApiQRoo) closed the main access to the ferry terminal, with a new route of entry and departure (acenso y descenso). This will affect passengers using the concrete municipal pier, (aka"the Ultramar dock") while passengers for the Magana ferries are (still) using the wooden pier for now. This was done for the convenience and safety of the passengers, and does not hinder the progress of the work. A new ferry terminal is being built with an investment of over 30 million pesos. The Ultramar bathrooms are closed, so passengers are using the banos at the Taxi stand, which cost 5 pesos.

    Por Carlos Gasca  The Ministry of Infrastructure and Transport (SINTRA) should be finished with construction on this street in front of .he convention center by Tuesday, because there was only about three days worth of work left. The supervisor said the work will finally end tomorrow, Wednesday, and acknowledged that it had been delayed by a lack of financial resources. Carlos Lazo Avenue was given a new image, and this last part was in poor condition and that is finally been taken care of successfully. It is expected that SINTRA can now start with the work pending on main street, Rueda Medina Avenue. (Carlos Lazo was head of the federal agency for Public Works in the early 1950's & a friend of Sr Lima, who was instrumental in developing tourism in this area. He lengthened the Isla runway, and got the road built from the coast to Valladolid, which ended Isla's isolation by land.)

AFECTA A VECINOS OBRA INCONCLUSAThere are residents and business owners in Sac Bajo who are unhappy and a complaint was made by phone to the reporter about the unfinished work on the sidewalks, saying ~60% are not completed. The caller also complained about the areas where sand and gravel have become scattered on the road. The reporter visited the scene, but did not find any workers to interview.

 Neighbors complain about stagnant water odors

A  There is a location in colonia Lol-Beh near a beer seller where putrid water is giving the area a foul odor. They also allege that people are drinking near the store, and they play music that is too loud. They want authorities to intervene, said the resident who complained to the reporter, noting the odor causes her to close her doors and windows.The reporter visited the scene and noted there is stagnant water with a foul odor.

This forecast is outa date and I already translated it. Late Monday afternoon there was a lightning storm that was pretty intense. We were at Soggy Peso & heard a few very loud strikes that seemed to be very close. Then there was word via cellphone that a palapa was on fire in Aeropuerto (see photo yesterday by Freddy Medina). It was appears to be only partially burned. Tuesday we heard that two boats had been hit by lightning: one south of the Peso at marina Paraiso, and one north of the Peso.

aaThe ticket office is in the same location, but the entry and departure areas are in from the of the golf cart rentals "Caribe."  Some tourists have complained, but local users have commented that this is good because it clears the ticketing area, where commisionistas and tourism promoter used to collect and cause congestion. The work is not quite halfway done and is expected to be completed by the end of the year.

This is another article about the need for authorities to intervene about vendors who are selling whale shark tours well below the official price.  PE says they do not know whether these vendors have legal permits with the city or not.

No fault has been determined yet in the motorcycle accident that occurred in colonia Salinas early "yesterday" (I am translating this Wednesday)  morning around 3:50am on  Jesús Martínez Ross Avenue. According to residents,  Juan Bisenci (who was on an orange Honda without plates) invaded the other lane and collided with  Moisés López, 37, (who was driving a red Honda Titan with plates ZFU89). His passenger,  María del Carmen, suffered an injured ankle and was admitted to the hospital for treatment while the two men were seen and released. They were attended to by police and Red Cross paramedic, and the vehicles were impounded while the authorities take care of the formalities.

This is about the 137 students completing the summer courses they took to strengthen their skills in their weak subjects. I think one of the goals of this program is to address the large number of students who did poorly on the evaluation exams when entering high school, which indicated they were not prepared upon leaving middle school. (And then many of those students failed those subjects, especially Math.)

Critter events...
It is currently the season for swimming with the whale sharks, and turtles are  nesting on the eastern beaches.  The nesting happens in the wee hours, and there are Tortugranja personnel fmonitoring the beaches to prevent people from disrupting them, and to gather and transport the eggs for incubation.
       By far, most of the turtles nesting in Isla Mujeres are Green turtles (called Blancas in Spanish), and the second most common are the huge Loggerheads, and there are some Hawksbills.  The Green turtles take ~60 days to hatch and are held in the water tanks at the Tortugranja until the hatchlings are released by the public at events at dusk on Media Luna or Guadalupana. These events will occur periodically until early October and are usually announced a day or two in advance. They are rescheduled if the sea is rough.
    Lately there have been many rays, in addition to many whale sharks. From MVC, we have been seeing dolphins from the balcony,  and some large fish while snorkeling offshore. Lotsa mama turtles visiting our beach lately! 

 There are small red crabs that migrate to & from the sea in July-August, watch out for them at night on the coastal road at the southeastern part of the isle.
  Lobster season began July 1 and continues until the end of February.
