Blaming private boats for incidents of injuries to whale sharks

 The licensees who take tourists to the whale shark area say mishaps which damage whale sharks always involve private boats that are allegedly transporting family and friends. They say to avoid such problems, authorities should implement more efficient security measures to maintain control of vessels that do not have the appropriate permits to perform this activity. They say often these vessels are conducting this activity on a commercial basis, but without permits or the corresponding courses, and in fact the persons on board are not family or friends, they are tourists. 
   The Director of the Whales Shark Biosphere, Maria del Carmen Garcia Rivas said in 2014 there was only one reported case of a whale shark injured by boat propellers.

The Municipal Department of Ecology of Isla Mujeres, along with members of the Citizens' Council for Care and Animal Welfare (CCDA), are going throughout the municipality in order to raise awareness among pet owners about the Law for Animal Protection and Welfare in Quintana Roo.
   The goal is to establish direct contact with pet owners and discuss the responsibilities to be assumed from the moment you get a pet. They are going door to door to inform residents about the new Law for the Protection and Welfare of Animals which applies to all the municipalities of the state, and its implications. They are using flyers, leaflets and brochures, and putting up plastic posters in strategic points like parks, schools, tortillerias, and other crowded places.
  During the visits to the homes, they explain that a responsible pet owner should take time to walk their pet, and these responsibilities include using a leash and picking up the feces. A fundamental issue is participation in campaigns for vaccination against rabies and sterilization since a healthy pet is a better companion and part of a healthy family. 
   This work is being carried out in all the colonias, said the director of Ecology, Carlos Barranco. Some points of the Act are...
Animal welfare means the state in which the animal has their health, behavioral and physiological needs met in the face of changes in their environment, generally imposed by humans.
Cruelty: Acts of brutality, sadistic or bestiality with any animal, either by direct action, omission or negligence.
Abuse: Any event, act or omission by a human being that can cause pain, physical damage, or suffering, affecting the welfare, endangering the life of the animal, or seriously affecting their health or physical integrity, as well as exposure to conditions of overexploitation of their physical ability for any purpose.
Dignity and respect:  The measures of this Act and its regulations as well as international treaties, environmental regulations and the Mexican official standards, established to avoid pain, physical impairment or suffering during their possession or ownership, breeding, capture, transfer, display , quarantine, marketing, development, training or slaughter of animals




At the Middle School, teachers and students offered homage to the beloved and respected teacher Raciel Roman Valerio.

Promoting solar drip irrigation

The technique of solar drip irrigation will be used along the street Paseo de los Peces in La Gloria, with planting of ornamental plants this weekend, in a novel use of sea water and evaporation, which removes the salt."The solar drip is a very efficient, simple and inexpensive irrigation system that can help millions of farmers in the world to achieve an increase in its production using up to 10 times less water," according to a specialist. 
    There will be a presentation at the site on Wednesday, said a representative for the CCDA, citizens committee, Jose Guadalupe Gonzalez. This irrigation technique is known as Kondenskompressor. The road Paseo de los Peces is about 400 linear meters, and will be an example to extend the plan to other roads, with the agreement of the neighbors, but to start, it would need the support of a school, and it has not been specified if this will be the high school, Colegio Bachilleres. Volunteer, teens, and children who are interested in joining the campaign for rational use of water are being recruited.

While there currently a public awareness campaign going on about prevention of mistreatment of animals, Oscar Argüelles Nájera went to the Ministerio Publico (MP-Prosecutor's Office) to file a complaint against those who authorized the castration of his pet. He acknowledged that his brown and white, 8 month old Pitbull often sneaks out into the street and defecates in the streets, but it disappeared and when he investigated, he went to the office of the volunteers at the Mundaca Hacienda, and found they had rescued the dog, and he was unaware of the castration.
    Hours later he realized because of the way the dog was walking. He returned to the office and was told the persons responsible for the authorization were the members of the Citizen Committee (CCDA), who are putting up signs in recent days in the streets to promote the care of pets. He said he wanted to breed his pet and now his plan is thwarted, but he wanted to explain, that in the end, he is not against the measures being taken in the animal care campaign. He is in contact with the CCDA to listen to reason and recognize responsibilities, but the complaint was already in progress, after he went to the MP who are looking to collect the necessary facts to deal with it.
   Meanwhile the Department of Ecology is supporting the work of the CCDA, who are conducting tours around the island to raise awareness among pet owners about the Law for the Protection and Welfare of Animals in Quintana Roo.

Deteriorating building

Around 10:30pm chunks of concrete fell from this deteriorating building on Nicolas Bravo Street, near the basketball court. A similar event occurred previously and the area was cordoned off for several days. Neighbors want Civil Protection to persuade the owner to intervene, noting the building is over 40 years old, and has been neglected.  Walking through the area are people going to the Catholic Church, hotel guests of the Rocamar, and hundreds of people using the road. It is noted that the two story house has cracks on all sides. There are also concerns about the effects a hurricane could have.

"Pirates" go to the whale sharks

Amid the tension over the delays in the delivery of permits for whale shark tours, there are persistent reports indicating that the whale shark area is being used, because of a lack of vigilance. It is a vast area of 300,000 hectares of open see where the species feed, and the Harbor Master offered to investigate these boats. The Harbor Master, Ismael Gonzalez, learned of this via a text to the newspaper indicating that on Saturday there were several "Pirates" with fishing rods, referring to the tournament being used as camouflage. The Harbor Master said SEMARNAT did not issue any documents before the close of business on Friday afternoon and they are not open on Saturday, so there were no authorizations to go out this weekend.
   As you may recall, the Harbor Master confirmed that last week the boat "Ceviche" was prevented from departing, allegedly for the whale shark area, with tourists on board, after a complaint was made against the boat.
  In the text message about boats with tourists in the whale shark area, which the Harbor Master offered to investigate, it alleged that there were about nine boats in the whale shark area on Saturday, including “Altair”, “Pajarito”, and Lizardo”. Some claim that boats have been taking tourists out to the area since April, due to the lack of inspectors from PROFEPA (Federal Attorney for Environmental Protection.).
    The permits are expected to arrive on Monday, and then the paperwork will be done with the Harbor Master so they can go out on Tuesday. One of the sellers of these services, Daniel Torres, said they should know this by noon on Monday, and will start selling tours then, for departure on Tuesday and after.
