Everything is ready for the Handball Tournament

ISLA MUJERES, 11 de diciembre.-
Approximately 600 athletes from various state of Mexico are expected to participate in the third Beach Handball Open 2014, Abierto de Handball Beach 2014, being held in Isla Mujeres, which will be completed on Sunday, Dec. 14th. The games will begin Friday at 8am. and are taking place on the Posada beach.
      On Thursday the delegation from Quintana Roo were recognized and welcomed by the City Treasurer,  Alvaro Magaña Galué, as a representative of the Mayor, as well as the city Director of Sports, Enrique Barros. This took place at the City Council room  The president of the Federación Mexicana de Handball encouraged the young athletes to continue their studies, and thanked the Governor, Roberto Borge Angulo for his support, noting that Quintana Roo has the ability to make history in this sport.

From Friday, December 12th to Wednesday January 7th 2015, all the agencies involved with Public Security, Traffic, and Civil Protection will work in a coordinated manner as part of Operation Lupe-Reyes toward the goal of having an uneventful holiday season. At the City Council room there was a meeting between directors of the following agencies: Civil Protection,( Protección Civil), Fiscalización (Enforcement of business licenses, hours, etc), Seguridad Pública y Tránsito (Police), Salud (Health), Servicios Públicos(Public Services), Turismo (Tourism dept),  la Quinta Región Naval (Navy),  Capitanía de Puerto (Harbor Master), Cruz Roja Mexicana (Red Cross), Aguakan, among others, and the head of the operation, el secretario general del Ayuntamiento, César Poot Perez, (City Council Secretary General).
     The intention of the operation is to provide security for tourists and the island community, as well as on the mainland area of Isla Mujeres. To meet these objectives, strategies being put into action include checkpoints to monitor vehicles at the entrances to town, with one near the car ferry and the other near the Aguakan pump station. There may be other temporary checkpoints as determined by the police.
     Juan Manuel Ayala Guarro, supervisor operativo de la Policía Federal Preventiva en el Estado, (operations supervisor of the Federal Preventative Police in the state) said the island is a very quiet place, where prevention is used, and they will send a unit with three officers to do inspection patrols. recorridos de inspección.

This luxury yacht passed within the area of buoys that are meant to protect swimmers at the busy Posada del Mar beach. An observer called the reporter to take a photo, noting the boat was at the beach near the Monument to the Fishermen. A worker on the beach said there are also dive boats who use the beach for tourists to access their boats in order to avoid paying fees at a pier. It is noted that this is a very busy beach along Rueda Medina avenue, and these practices endanger the lives of the swimmers.

Concerns about construction near cliffs

    The condominium project Isla 33 is located along the perimeter road, less than 10 meters from the cliffs, where there is a risk of the road being "eaten" or eroded if a powerful hurricane occurred, as has happened in the past along the cliffs. It is noted that the space acquired for this project was part of the former municipal open air dump, two decades ago. Now built almost totally upon the landfill, this construction includes underground parking, which is allegedly further weakening the property.
   There is currently no project to contain the advanced erosion of these cliffs, which are literally at the edge of the sidewalk. There are concerns that another hurricane could bring down this part of the road, then there would be no where to run the street, since in this hypothetical case the erosion could be up to the wall of the property.  An 'insider on the subject' said the work now under construction with underground parking was not what was accepted before, and it presents more danger to the coastal road. S/he said the proximity of the cliff, which has advanced erosion, to the construction of the magnitude of Isla 33, is dangerous.
       Originally they were authorized to build 20 apartments, but allegedly  not the 33 apartments whose higher density will have more urban impact regarding services and parking, for so small a property, said an anonymous source. In the first weeks of the current administration, work continued for two more levels and to complete four in total, doubling the project of apartments, but according to data collected, allegedly that the Environmental Impact Study did not include this increased density. An unnamed former official commented that approval from the City Council is required for a density change

 At the meeting of the various agencies coordinating for the Lupe-Reyes operation 2014, businesses were urged not to sell explosives, rockets, or other fireworks, or there will be fines and forfeitures, and it is noted that this is meant to avoid possible tragedies.

The water concession for Isla Mujeres and Benito Juarez, and Solidaridad was renewed for another 30 years, extending it to 2053. It was originally granted in 1993 to  Desarrollos Hidráulicos de Cancún (DHC), with the business Aguakan. The Council members and the concession holders agreed to work together to avoid breaking into the roads after they have been repaved.  The article recounts instances of this occurring in the past. This was approved in a City Council Special Session on Monday.

          A meeting was held with whale shark tour licensees of Isla Mujeres on the eve of presentation of the proposed Management Plan for 2015 for the whale shark tour area known as “Aguas Azules”,with specialists providing information. They are aiming to standardize the information provided for the care and protection of the whale sharks.  Last month the  Dirección General de Vida Silvestre (DGVS) (Wildlife agency) and la Comisión Nacional de Áreas Naturales Protegidas (Conanp) (Federal Commission of Natural Protected Areas) met and were asked to meet again in December.
         They began this training initiative with a partnership with the licensees, and the first discussion was held Tuesday and the second on Wednesday. These are not associated with the Management Plan, but are intended to standardize the information given about the whale sharks. There may be another training workshop in January.
       The meetings aim to provide information from the results of studies about the species, its care and handling, which may affect the 2015 season and what is implemented for that season. They will discuss problems affecting the species like touching them, annoying them with several boats at one time, and  the number of tourists who arrive to the area may be reduced by one half.
     Las Aguas Azules consist of over 130,000 hectares, near the coast of Isla Mujeres, that is supervised by CONANP, nad inspected by DGVS, with no legal conflict, according to specialists, because there are "various types of waters" in the zone under consideration. The large whale sharks arrive to this area annually during their 'feeding season' in recent years, and the watching season begins in mid-May and ends on September 17th.

  Regarding the schedule of celebrations for the patron saint of the island, they are as follows:
On Friday, Nov. 28, the activities honoring the Virgin of Immaculate Conception, the patroness of Isla Mujeres, will begin with the removal of the icon from her niche, and the blessings of the banners of the guilds & blessings for the faithful who have kept a promise during the year. Following the blessings by Father Raul Sanchez, there will be a procession through the town center.  That will be followed by fireworks, and the ribbon cutting to inaugurate the festivals, by the City officials. 
    On Friday, there will be family oriented celebration to carry on traditions that will include a vaquería, bailables,and a kermesse.

At 10:30pm the gremio of the mobile vendors will celebrat with a grand kermesse, and the mass of the  mañanitas will be held for  a la patrona of the island.
 To close the celebrations, on Monday, December 8 at 10am there will be a mass of First Communion, and of the gremio of las Choncitas, and at 3pm there will be a boat procession in the Bay, a mass, and the Virgin will be returned to her niche until next year.
