The investigation into the case of "Lucky" concludes next week

 The staff of the City Comptroller's office is conducting an investigation into the killing of the dog "Lucky". The animal was electrocuted by workers with the Ecology Department, whose director could be removed from office. The investigation is 75% complete and is expected to be finished next week. 
      The Mayor said such acts will not be tolerated under his government, and those responsible must answer for their actions. The Director of Ecology, Cristina Medina Figueroa, the Director of Ecology, was sworn in as part of the Comité Municipal de Protección y Bienestar de los Animales, (Citizen's Council for Animal Welfare & Care) on Wednesday.

Ongoing training for City employees in "Quality Service"

ISLA MUJERES, 6 de noviembre.-
City employees are receiving ongoing training in "Quality Service" and this time it was the police officers who were being trained. The courses are being offered by Dr Gloria Alarcon, a specialist in Human Development, and are intended to ensure that the workers have the tools they need to provide efficient, caring quality service to the residents. The workers received the course with interest.

Al referirse al actuar de los empleados que le dieron muerte al perro “Lucky”, el funcionario dijo que los empleados deberían recibir atención psicológica, pues según él, quien aplica métodos tan crueles en contra de los animales, es susceptible a cometer la misma violencia hacia los seres humanos.
“Refleja que el acto violento pudiera también reflejarse en los seres humanos, es una actitud social patológica y que requeriría más allá de una sanción económica o cárcel, atención psicológica para poder superar este problema” comentó.

 That statement is by  Carlos Rafael Muñoz Berzunza with SEMA..State Department of Ecology & Environment Secretaría de Ecología y Medio Ambiente de Quintana Roo. 
 
      It is the City Comptroller Contraloría Municipal who has been assigned to the case by the Mayor, to investigate & apply sanctions / punishments. 
 
 Representatives of the  Comité de Cuidado y Defensa Animal, (Committee for Animal Defense and Care), filed criminal charges with the MP. (Ministerio Público) I believe the CCDA is an NGO.
 
    The new Council that was formed to deal with strays, sanctions, & registration is the Municipal Citizen's Council for Animal Welfare and Care, (Consejo Ciudadano Municipal para la Atención y el Bienestar Animal)
      They function under the Animal Welfare Law (Ley General del Bienestar Animal) that Sr Munoz (in photo) was in town to sign in an official ceremony/press conference.  

Carlos Rafael Muñoz Berzunza  of the Ministry of Ecology and Environment (SEMA), lamented the abuse by city employees who put dog to death by electric shock. He was in Isla Mujeres attending the swearing in of the  Municipal Citizens' Council for Animal Care and Welfare. Sr. Muñoz Berzunza expressed concern about the complaint filed against city employees, while holding the complaint in his hand (see TVIM photoshttp://www.tvislamujeres.com.mx/noticias-del-dia/implicados-en-la-muerte-de-lucky-deben-ser-sometidos-a-un-estudio-psicologico-sema/)
     "It is clear that there was an abuse of a defenseless animal, but we are waiting for actions to be undertaken by the municipal government to punish these people, in addition to  psychological care for these people," he said.  He said that we should not demonize or anticipate, since authorities investigating the case are already doing their job and there is nothing to do now except wait and see what comes. 
      The official rejected the idea that this unfortunate event tarnishes the purpose of the Municipal Citizen's Council for Animal Welfare swearing in held that day. Regarding  this, the official said that this demonstrates a willingness on the part of the municipal authority and of the state to monitor animal welfare.       
      Referring to the act of the employees who killed the dog "Lucky" the official said employees should receive counseling. According to him, someone who applies cruel methods against animals is likely to commit similar violence towards humans. '"It reflects upon the fact that an act of violence could also be inflicted on human beings. This is a socially pathological attitude, which requires psychological attention to be able to overcome this problem, rather than just an economic sanction or time in jail, '  he said  
  He said it is not enough to apply economic sanctions that are established by the law; it is also necessary for them to submit to analysis, because they may have some psychological problems. He said the problem goes beyond the death of an animal, that it noted that this attitude can also be a pathological problem and similar violence could occur to children or people of their family.

    Por Redacción> Quequi.- Rafael Medina accused the former tourism director of slander, harassment, and abuse of authority. He has filed a lawsuit against the former Director and two policemen over incidents that began July 29th with a verbal disagreement concerning two tourists from the US and Italy, respectively.  .

According to Article 179 of the newly modified Criminal Code of Quintana Roo, the four co-defendants who put the dog "Lucky" to death by electrocution, if found guilty, could be subject to up to three years in prison and a fine of ~20,000 pesos.
       The municipal Director of Ecology, Cristina Medina Figueroa is named in a compliant filed with the MP (Public Ministry/ Ministerio Público ), and is also being investigated by the municipal Comptroller's office. A group of residents are calling for her resignation, who came to her office Wednesday, and on the social networks there is intense pressure for Agapito Magana to respond to that request.
  The Law for Animal Protection and Welfare of Quintana Roo (part 179) says,: Whoever intentionally commits wrongful acts of abuse or cruelty to any animal species, causing death, may be subject to serving one to two years in prison and a fine the equivalent of 100 to 200 days of minimum wage (~$5usd/day) and the impounding of all the animals they have under their care or that they are sheltering, in accordance with the provisions of this law "
In paragraph two it says: "If using methods are used that cause severe suffering  prior to death of the animal, penalties shall be increased by half". Therefore the prison sentence could increase from 2 years to 3 and the fine could increase to 200 to 300 minimum salaries (about 20 thousand pesos), for the brutality that witnesses claim the animal suffered.
     The law says "Methods that cause severe suffering include those that  do not cause immediate death and that prolong the agony of the animal, whether provoked by injury or detriment of the health of the animal. Acts of abuse or cruelty shall be governed by the provisions of the Law on Animal Protection and Welfare of Quintana Roo."( Ley de Protección y Bienestar Animal de Quintana Roo)”.
   This law which came into effect on June 14, 2013 could be applied to Sra. Medina Figueroa and her three subordinates  Pedro Canché Cardeña, Josué Israel Hau Cen and Adrián Magaña Cahuich.
  The MP continues to investigate the data provided by community members and by the  Comité de Cuidado y Defensa Animal (CCDA/
Committee on Animal Care and Defense) in complaint 292/2014.

Activities for Municipal Month of Ecology:


 On Nov. 5, the Animal Welfare Act will be signed by the State Ministry of the Environment.
Nov. 8 is the Day of Municipal Urbanismo with compulsory cleaning of vacant lots, and the start of collecting of batteries.
Nov. 15 is World Recycling Day, when there will be a training workshop about recycling and reusing.
Nov. 20th is Municipal Clean Air Day, when an ongoing campaign will begin for the certification of smoke-free spaces.
Nov. 25 is Municipal Day of No Use of Pesticides when an interesting conference will be held on the management of solid residues concerning vegetable oils: "What to do with them"
Nov. 27 is Municipal Species Conservation Day when there will be an opening of the drinking fountains and inauguration of the space for the conservation of the Striped Iguana (Iguana Rayada). Also there will be a brigade to rescue and assist the Blue Crabs during their period of reproduction. (They move between the mangroves and the sea to spawn during the full moons in the fall, which often includes crossing a road).
On Nov. 30th, Sunday, there will be a drawing contest, and a presentation of the cookbook "Lion Fish".

 Blue crabs are migrating to the sea for spawning during full moons, from the mangroves. Try to avoid running them over. Look out for them in areas where there are mangroves...in Sac Bajo & near areas of Makax Lagoon.
