Agapito marks start of work to expand the La Gloria Community Center

ISLA MUJERES, 21 de noviembre.-
The mayor, Agapito Magaña Sanchez, led an event celebrating the start of the construction to expand the Community Development Center in La Gloria,  Centro de Desarrollo Comunitario, and the installation of street lighting with solar panels. This work is being done with support by the state agency for urban and rural development, SEDATU,  Quintana Roo de la Secretaría de Desarrollo Agrario, Territorial y Urbano, and the municipal government of Isla Mujeres, fulfilling the instructions of the President, Enrique Peña Nieto. The combined federal and municipal resources are 4,494,000 pesos. The agency SEDATU and the Mayor are joining forces to develop and improve the urban environment for the families who live in the colonias of la Gloria and Salina Grande.
    The expansion of the Community Development Center in la Gloria includes the construction of two multipurpose classrooms, administrative areas and bathrooms. This work will be done with an investment of 2,919,000 pesos, of which the federal funding is 60%, which is 1,751,000 pesos and the municipal investment of 40% is 1,167,000 pesos. 
   The Mayor explained this project will directly benefit more than 3530 islanders. He said it is important to transform our cities into compact cities, where the residents can have access to better services and can safely enjoy recreation within their villages.
    In Salina Grande there will be 19 street lights installed with solar panels, at a cost of 650,000 pesos, from federal and municipal funds, which will benefit 922 residents in that area.

A delegation of 11 antorchistas guadalupanos of Isla Mujeres will make a bike ride from Merida to the island, which is a distance of just over 300 km. They will leave Merida on December 7th and are scheduled to arrive in Isla Mujeres on Dec 11 to present las mañanitas in honor  of the Virgin of Guadalupe. This is an annual event, and this will be the ninth year they have carried out this commitment. Some years they have made long journeys, including from Cabo San Lucas, and from the states of  México, Tabasco, Campeche and Yucatán. The group has spent several months preparing for this journey, which will conclude on the evening of December 11, when hundreds of worshipers gather at the church in colonia Meteorológica named in her honor to sing the traditional mañanitas to the Virgin of Tepeyac.
 (Guadalupe is the patron saint of Mexico and Dec. 12 is her day. People gather the evening before it begins and sing las mañanitas in her honor at midnight. This song is sung on people's birthdays. She is called the Virgin of Tepeyac because that is where she appeared. )

Removal of mangrove
A resident complained about destruction of mangrove plants in Sac Bajo, and showed the cleared area to the reporter who observed the damage. The neighbor said he observed the work had been done about three days ago, and the cutting was done from the water toward the road, so people would not notice. He says PROFEPA should intervene and punish those who did this.

 A group of ~100 people gathered near the Monument to the Fishermen shortly before 9:30pm on Thursday, to show support for the 43 missing student teachers (normalistas) in Ayotzinapa, Guerrero. They were dressed in black as they walked down Adolfo Mateo and then down Hidalgo avenue, where nightlife is concentrated, and then they gathered in front of the town hall (palacio muncipal). They spent a half hour on the town square and then walked back the way they had come. They chanted the slogan "Justicia, justicia".
    Before the group broke up, some subgroups gathered and agreed that it is time to take concrete action toward having the government begin attending more to social needs. Some said it is time to insist the City Council and mayor attend promptly to giving more assistance to the disabled, elderly, and students, as well as to provide better policing and more training for the police to prevent violations of human rights. They want the salaries of all municipal officials to be published and all items of the budget to be made public. They want an accounting for the money allocated for the completion of projects including work on Rueda Medina, the Casa de Cultura, the new Hospital, and Sac Bajo, among others.

 
Traffic problems due to lack of planning

 Traffic is expected to become more complicated in December, because it is being routed down the eastern side of the island while repaving takes place on prolongacion Rueda Medina. Some drivers say parked vehicles need to be removed along Martinez Ross avenue in Salina Chica to reduce the traffic congestion. Traffic in the morning includes the large trucks that supply food to the island, arriving on the Punta Sam ferry, and the students being transported to school. By midday the golf carts are traveling this only path southward, in addition to the taxis, private cars, and motorcycles. Authorities agree that this is also stressful for the colonia Meteorológico, and the traffic police are talking to residents about removing their vehicles from the street. The Rueda Medina project was initially scheduled to take three weeks, but more delays are expected because Aguakan is renewing its network there. This is affecting the businesses in that area, whose sales have fallen, since it is difficult for tourists to enter the area. Also their employees must walk nearly a mile to the area where taxis or the bus passes. Now the pavement has been opened in front of the baseball stadium "El Pescador'.

 On Nov. 5, the Animal Welfare Act will be signed by the State Ministry of the Environment.
Nov. 8 is the Day of Municipal Urbanismo with compulsory cleaning of vacant lots, and the start of collecting of batteries.
Nov. 15 is World Recycling Day, when there will be a training workshop about recycling and reusing.
Nov. 20th is Municipal Clean Air Day, when an ongoing campaign will begin for the certification of smoke-free spaces.
Nov. 25 is Municipal Day of No Use of Pesticides when an interesting conference will be held on the management of solid residues concerning vegetable oils: "What to do with them"
Nov. 27 is Municipal Species Conservation Day when there will be an opening of the drinking fountains and inauguration of the space for the conservation of the Striped Iguana (Iguana Rayada). Also there will be a brigade to rescue and assist the Blue Crabs during their period of reproduction. (They move between the mangroves and the sea to spawn during the full moons in the fall, which often includes crossing a road).
On Nov. 30th, Sunday, there will be a drawing contest, and a presentation of the cookbook "Lion Fish".
