The manager of the Port Authority of Quintana Roo, (APIQRoo), Jazmín Pérez Gaytán, said the new maritime terminal will be put into operation by Sunday, August 31st. She said, "The month of August cannot end without opening the new terminal, which means that it will be opening before Monday, which is the first day of September, when the facility should be working on a regular basis."
   She said the major delay to becoming operational was a lack of electricity, which was supposed to be supplied underground, but the company responsible for that work has not completed it. Therefore, a pole was installed earlier this week, to connect to the overhead electrical lines. 
   The building has utility services of water and electricity, so the ternminal is ready to operate immediately after it is officially opened. There are some unfinished details remaining which include the installation of the lockers, putting the information stands into operation, and getting the stores and food areas functioning. These will be added over time while the terminal is operating.
   The governor, Roberto Borge Angulo is expected participate in the inauguration, so the timing of the event will be scheduled to accommodate his agenda and that of other authorities, including the officials of the SCT and of the municipal government.
    The terminal was built with an investment of about 30 million pesos, and construction began in February 2013, although the cornerstone was laid on May 2nd of last year.

  Due to intense heat and pollution, the salinas lakes have become odorous, which occurs annually. The smell is noted particularly near the library "August 17" in colonia Salina Chica. People who live nearby say it is impossible to sleep with their windows open because of the odors. Although plans have been made to eliminate the problem, the only viable proposal would be the construction of a walking path, such as was done around Salina Grande. Other people say the only alternative is to fill in the whole lagoon. Those who have studied the phenomenon say it occurs every year because the water is very polluted which causes chemical reactions from the sun.

Over 9000 baby turtles have been released, said Raciel Rivero Coba, who is in charge of the program of Protección y Conservación de la Tortuga Marina. She said most of the hatchlings so far have been loggerhead turtles, which are more delicate, and therefore those releases were not done publicly. The first public release with the students will be scheduled in September.
    The Tortugranja facility has a total of 128 loggerhead nests, 10 hawksbill nests, and just over 300 green turtle nests. There have been fewer nests this year as a result of less breeding by the turtles, and the issue of beach erosion is also a factor. The official commented, "We have seen that on occasions the turtles come up onto the beaches, but do not find a suitable place to deposit their eggs, so they decide to return to the sea." 
    She said there is sufficient staff to monitor each of the beaches and acknowledged they are assisted in this work by the police, the Navy, and many volunteers. She said there are no public releases currently scheduled.

On Tuesday, the first meeting was held among the directors and department heads of the City for the program  “Policía en tu Colonia” (Police in your neighborhood). They agreed to have weekly meetings on Tuesdays to discuss new concerns and to get feedback on solutions that were previously implemented. At the meetings they intend to coordinate actions, reach agreements, and respond to citizen demands within the framework of the program.
      On August 16th the program with launched with the assignment of nine police women to nine colonias, with the objective that they will be more directly involved with crime prevention by gaining the trust of the community. The officers will become spokespersons to communicate the complaints and needs of residents to the different municipal departments. The municipal directors will establish appropriate and immediate responses.

Over a month ago, 44 new jobs were opened up in the municipal police department, but only 18 positions have been filled. When all of the jobs are taken, there will be 140 officers covering the island and mainland areas of the municipality. The hiring of more officers is going slowly, and the process involves tests and background checks that are done in Chetumal.
       It is noted that the mainland area of the municipality is a large amount of territory, with a small number of officers, according to members of the communities of Punta Sam, Isla Blanca, and the colonias in the area of Ciudad Mujeres.

The opening of La Clínica Veterinaria de Isla Mujeres A. C was attended by volunteers, entrepreneurs, professionals, public servants, and animal advocates. This partnership between citizens and government  intends to reduce the proliferation of stray animals in the streets, which is a public health problem, and to offer education to achieve better treatment for dogs and cats. The volunteers working with the program have conducted campaigns of vaccination and sterilization, to reduce the number of animals on the island and to maintain a better standard of health for the animals.
     Among the members of the association is the recognized veterinarian Delfino Guevera, who has worked for two decades to improve awareness about proper pet care, and he has developed programs to help control the feline and canine populations. There are also many foreigners living on the island who work at this enthusiastically, who are increasingly incorporating local youth into their efforts.
      The Law for Protection of Animals in Quintana Roo,  La Ley de Protección y de una Vida Digna de los Animales en Quintana Roo. encourages the participation of members of society to achieve the goal of implementing an ongoing program of sterilization and vaccination. A member of the association said, "This first Community Veterinary Clinic will be crucial to gradually solving the public health problem of the disproportionate proliferation of strays in the streets, which is a problem that concerns all of us."
    The association plans to create their own space and are looking for property for the project. Meanwhile they will operate from the Tourist Parador at the Mundaca Hacienda.

NEED DIABETES SUPPLIES FOR OCTOBER DIABETES CLINIC: We have been doing Diabetes Clinics on Isla Mujeres for five years, with more local residents participating annually. This is a joint project of bilingual social workers, nurses, and other health care professionals originally from the USA, working with Isleno community partners. Diabetes is now the primary cause of death in Mexico.

We are in great need of donations of glucometers and strips, specifically these brands: Contour, Contour Next and OneTouch. Many doctor's offices, clinics and hospitals discard strips that are almost expired. Strips are actually still effective for at least a year after expiration dates so often those are the ones that are most often donated. If you have any contact with medical professionals or pharmaceutical reps, you can often get current supplies. We can also use lancets, lancet devices, alcohol pads, and syringes.

 On August 31, about 500 athletes, both Mexican and international, are expected to participate in an open water swimming competition, Competencia de Nado de Aguas Abiertas, at Playa Norte/North Beach. The swimmers will travel distances between 250 meters and five kilometers, with the course being defined by a rectangle of buoys off Playa Norte. Dozens of foreigners are expected to participate, especially from the United States.
