Hundreds of island families attended the first night of Carnaval and enjoyed the coronation of Daniela I and Manuel I, with costumes, enthusiastic talent, dancing and charisma. The other Kings & Queens were also presented: of CENDI (the day care facility), the Special kings & queens & the Seniors. The Mayor and his wife, Marthy, were also present, and placed the crowns on the King & Queen to initiate the start of the grand festivities that will take place in the streets, beaches, and of course at the official headquarters of Carnival 2014. The King & Queen wore stunning costumes & were accompanied by the Kings & Queens of the students, the dance schools, and social groups. Islanders & tourists were invited to join the parties.
  The first parade will take place this afternoon, led by the float of the king & queen, with participation by troupes of children, schools, youths, and women who have spent many hours preparing their costumes.

Starting this next week, all rental golf carts must have their documentation in the vehicle, which is also the case with taxis. Meetings have been held with all the rental agencies, and with the leader of the taxi drivers. The taxis must follow laws regarding not having headlights of any color besides white, and they must respect the regulations about polarized windows. The taxi drivers will also face sanctions if they are using cell phones, parking incorrectly to pick up or discharge passengers, or other infractions. As for golf carts, they will not be allowed to use one set of plates between two carts, or to rent more carts than allowed by their concession, and minors will not allowed to drive. There will be tolerance of units whose new plates have not yet been delivered, but the police will not be flexible with drivers who lack  helmets or  licenses.

The Red Cross has a second ambulance in addition to the one they have had for about six years. The second unit was purchased for about 50,000 pesos, and is used, but in good condition, and is equipped, said one of the paramedics. Routine maintenance work was performed, such as changing the oil, spark plugs, and batteries. There had been hopes to participate in a federal program to purchase a new unit at 50 percent of the cost, but the challenge of raising of 350,000 pesos is daunting.

The  Institute of Transparency and Access to Public Information of Quintana Roo ( Itaipqroo ) is inviting grade school students to participate in a drawing contest, with the aim of teaching them about applying values in their lives and environment. There will be three categories: six to nine years old, ten to twelve years old, and children with special needs or disabilities.The drawings should be submitted at their schools before the deadline for submission in Chetumal on March 7. The drawings should include concepts such as honesty, respect, justice, legality, and democracy.
   Last year there were 40 requests for information and so far this year there have been ten, said the official with the agency and the website for the City of Isla Mujeres is http://www.islamujeres.gob.mx/transparencia/,

The cargo ferry "Sergio Gracia Aguilar" has been in Ciudad del Carmen, Campeche since Feb 19 for maintenance, which should not affect service to the island. It is expected to remain for three weeks, meanwhile the ferry "Isla Blanca" is providing service between Isla Mujeres and Punta Sam. It is noted that the ferry "Sergio Gracia Aguilar" arrived on the island June 2010 and its maintenance schedule says that it should receive attention at least every three years. While it is in dry dock, they will repair some damages that occurred due to the shallowness of some parts of the navigation channel.

    Taxistas and private motorists (Automovilistas particulares) will be required to take a course in Driver's Education in order to obtain a drivers license. This requirement began this last week and several motorists have taken the hour long class. Classes for the taxistas will be held on Fridays, and private motorists can take them on any weekday. In the class, different scenarios will be presented where the driver must respond proactively to prevent accidents. Once the taxi drivers have taken the class, they can continue with the rest of the process of license renewal. On Friday, a little over 30 taxi drivers attended the class.

Increased taxi fare is pointless

The leader of the taxi drivers union explained that although it is necessary to raise fares 12 percent, due to constant increases in gasoline prices, the "patrons" are raising the cost per two shifts from 420 to 440 pesos. There are cabbies complaining about some units who are in circulation without permits (placas) or with provisional permits. One driver said there are at least 20 units that belong on the other side (I think that means in the Continental Zone), that their leader is allowing to work on the island. Other members of the tourism industry complained that there is a 'witch hunt' against scooters and private vehicles, but the police are not stopping taxis who lack plates. A anonymous complainant the same is true of golf carts, who should not be allowed to circulate without proper plates.

It has been nearly a month since Aguakan opened a trench in prologacion Rueda Medina at colonia Caridad del Cobre, and the pavement has not been properly resurfaced. This stretch of road is not very well lit, and therefore the press was asked to intervene. A neighbor said she has seen tourists bouncing in their golf carts and one nearly lost control. On taxi driver said some drivers go onto the mangroves to avoid damaging their shocks and tires, while others go into the opposite lane, which is very dangerous.

Tourism service providers for tours and golf cart agencies are concerned about the lack of maps, and there is a rumor that the printing costs were not paid, as happened with the three web domains, since the Trust for Tourism Promotion has become defunct. There is another rumor that the municipal Department of Tourism is stockpiling the maps for the benefit of themselves and their friends.

Ministerial authorities are investigating an alleged suspect in several robberies of hotels, after reviewing photos and videos, and talking to victims and witnesses, who agree about this person, who apparently does not reside on the island. He is described as robust, with a mustache and beard, who comes regularly to the island to study his victims, especially the hotels, where he has stolen from lockers and taken money of guests. Among those affected is Poc na, where global celebrities have performed, with the latest being Julieta Venegas. Despite having a security camera system, there was entry at least two times.  The Office of Tourism reports there have been nine theft complaints by tourists since November. The assistance of the community is requested in identifying this suspect.

Four bars were closed on Thursday evening for irregularities in their papers, during a general police raid searching for drugs. The officials said they are acting impartially to enforce regulations, while some managers claim this is an abuse of power.

 Carnaval schedule...

 There are parades in the afternoon (see dates below), down Rueda Medina from its north end (by the monument to the fishermen & Jax) to the whale shark monument at the Bay malecon. There are performances, competitions & events nightly on the Town Square, which are usually scheduled to begin around 8pm. The troupes also perform at parties, hotels, restaurants, & in the streets. This info is from the newspaper articles about Carnaval, most of which lacked specific times. Last year the events on the square were scheduled to begin at 8p, but often started later. The parades were scheduled to start at 3p, but started earlier and later. You can generally see and hear the participants & spectators moving toward the event before it begins.

Friday, February 28th scheduled to begin at 9pm on the town square. will be the crowning of the kings and queens, including the king and queen of the fiesta, the kings and queens of the academies, of the senior citizens, and the disabled.


March 1 Sat. 1pm Dance Troupe performance in street in Bachilleres (East coastal road, Aeropuerto, just before Salina Chica/first colonia, near Casa Ixchel & Da Luisa)  

Saturday night, March 1, will be Cuban night.
   
  Sunday, March 2, Parade scheduled to begin at 3pm on Rueda Medina and  they will hold the traditional Carnaval Playero at the Posada del Mar Beach,
with the children's costume contest on the beach at 4pm. There will be competitions & presentations at the town square, usually scheduled to begin around 8pm.
 
  Monday March 3 will be the second parade through the main streets of Isla Mujeres. There will be the traditional regional evening on the town square with Yucatecan outfits, and the dance of the pig's head & the bull petate  (el baile de la cabeza de cochino y el toro petate), among other activities There will be a costume contest in the Open category and a competition between the dance troupes in the Regional category.


      In addition, with the regional night on Monday, there will be a celebration of the discovery of Isla Mujeres, which occurred on the 3rd of March.

Tuesday March 4th 
is the last day of Carnaval, the "Mardi Gras", which begins at mid day with the Negrada, when the troupes will pass through the streets downtown, in the presence of the traditional "Toro petate". That night the festival will continue on the town square with the contest between the troupes, followed by the reading of the will of "Juan Carnaval" and the burning of his effi
gy.
