  In the continental area of Isla Mujeres on the mainland, offices of CORETT have opened, (the Commission for the Regularization of Land Tenure), and three levels of government are working together to provide deeds to land. This event took place at the Community Center on the mainland. Previously the agency had done a census of the irregular settlements and found  that there are 45 parcels with settlements, and 6184 lots that are within the framework of the commitment "Presidencial 170" of President Enrique Pena Nieto. These properties will be "regularized" and given deeds, on the day when the President visits. 
   In early January the next step of adjustment will begin, with all processes being done in strict accordance with local laws and regulations. The Mayor said "The main focus of this government is to lay the foundations for a dignified and orderly development of Rancho Viejo, and the only way to accomplish this is to give legal certainty to the 6000 lots that have been registered.

Forty students who completed workshops with the Cultural Department demonstrated their talents on Thursday at the outdoor theater in La Gloria at the Habitat plaza. They presented music,  regional dances by groups, and Polynesian dancing & music, which was enjoyed by their families and the community in general. The workshops ended Friday, with the presentation of a "Pastorale", which refers to these December holiday dates. The next workshops will begin in January, and in the continental area about 50 children will be participating as a theater group.

  Zigifrido Rivera Cano 38, is an Isla Mujeres cook who was cycling down  southward on prolongacion Rueda Medina when he struck a taxi "that was parked". He was conscious but very bloody with a "less than15 cm face/head wound" and he was taken to Cancun, after being transported to the General Hospital by the Red Cross paramedics. The accident occurred just before nine in the morning, and he is described as an athlete who was out exercising.  (I think some of you know him as "Ziggy", who has many foreign friends, who are also fans of his cooking.)

The event "Por una Isla Segura" took place in La Gloria, where there were 150 new tanks available for exchange for old propane cylinders, which are quickly affected by salt from the environment. The only fee was for the gas, and there is another exchange planned at a date to be announced.

    Por Clicerio E. Cedillo/Quequi.- There are storm drains that are missing or need repairs and maintenance, which are more dangerous during flooding when they are not visible. It is noted that better maintenance to the storm drains would decrease flooding and this article is very critical of the Mayor and the current administration for not attending to this during their first two months in office. It is noted that one of the drains missing its grate is around the corner from the Mayor's home.

Friday...The  Secretaría of Educación and Cultura (SEyC), teacher Gilberto Avalos Galue, said there are over 3200 students in Isla Mujeres who began their vacations yesterday. They will return to school on January 7th. The supervisor of school zone 009, Guadalupe Briseno said there are nine primary schools on the island and continental zone combined, with a total of 2500 grade school students.

There are ~200 families living in the colonia Guadalupania, where they settled about 10 years ago. About one sixth of the occupants of the two hectare property organized and filed with the court as part of a process of  notifying the legal owner of their "adverse possession", of this land which appeared to have been abandoned. The community consists of 180 lots, and in 2009, 80 of the 180 occupants filed legal documents with the District Judge.  According to the Public Registry, the property is owned by Julio Prieto, who has not responded to any of the notices.
  The legal proceeding of the Guadalupania petitioners (file #43109) has made progress, and many of the cases are already 90% complete. The process includes official documents like voter registration cards, and the precise location of the home, by block and lot.
    The colonia has water service and the streets are named, and a recently dated document indicates the process is nearing completion for providing legal property deeds.

        December is here, and we are collecting shoes and donations for our annual Christmas Party and shoe delivery.  Last year every child that came for shoes walked away with a new pair for Christmas!
This is the one time of year we only collect new shoes in order to make each child feel extra special.
Not only do we distribute shoes, but we join with the local community to provide a meal and a small gift. It is a special event, as for some of the children, it will be their only Christmas gift. They are already looking forward to it on December 24th.

On the internet in the past 24 hours...



        It's the Winter solstice today, or The Day the Sun Stands Still. Because of the tilt in the Earth's axis of rotation, the sun appears to rise and fall in our sky over the course of a year. It's not the sun itself moving, but the Earth moving relative to the sun.
       In the summer & winter are the solstices, and in the spring and fall are the equinoxes. These four dates have been extremely important to humanity since we first started  growing crops 10,000 years ago.
       The equinoxes occur when the sun crosses the equator traveling northward around March 21,  and when it crosses the equator going southward on Sept. 21. Equinox is from the Latin for "equal night," because day and night are roughly equivalent in length on these dates. (The exact dates vary a little bit from year to year because of leap years.)
      On Dec. 21, the sun stops moving southward, pauses, and then starts moving northward. This pause is called the "solstice," from the Latin words "sol" for "sun" and "sisto" for "stop." Similarly, on June 21 the sun stops moving northward and starts moving southward. More info HERE
