Se aplicarán en dos obras deportivas en la zona insular


At the regular (49th) City Council Session on Thursday morning, the Mayor released 3.5 million pesos in funds from Federal sources (the National Sports Commission/CONADE). It was proposed to spend ~546,000 on the rehabilitation of the downtown basketball court. They will not change the layout of the court, which is a landmark, and are instituting a maintenance program. The second proposal is to spend ~2.9 million pesos for the 'futbol rapido' (fast soccer) court in La Gloria, at the Plaza Habitat, whose facilities are in need of repair.  These two Public Spaces and the court known as La Jaula are the only ones that are under contract and whose documents certify the ownership of the property.  These projects may be executed under the current administration, or the resources will available to be implemented in a timely manner. 
     The president of the Finance Committee gave a report for January, and there was a discussion of general issues. There was an announcement about a Special Session to be held so the municipal Treasurer can give a report on the current financial status of the City. Regarding the layoffs, they are focusing on persons who are not productive,  aware of the legal considerations, and there are about 20 people...que el Ayuntamiento ha prestado servicios a estas entidades que no son municipales”. (?) Regarding the need to reduce the payroll, in many cases they are coordinating with other institutions such as the Hospital and Schools, to ensure services are provided for the community. "We are raising awareness and negotiating with people to avoid problems and complaints to the next administration, and most have responded positively," said the President of the Finance Committee, Fabiola Vicencio Jiménez,

Grave situación financiera en el Ayuntamiento


Members of the City Council have denied claims made by the media yesterday about them intending to use pressure or blackmail regarding the money that is owed to them by the City.  This compensation includes five months and they say there are directors of agencies who are owed compensation for as many as six months. In addition to their salaries, Council members (& directors, I think) also receive compensations, that are sometimes called bonuses, despite being regular payments. There are also reimbursable expenses and (I think) some per diem payments, many of which were suspended last year when the economic crisis began.  At the City Council meeting the Mayor announced that 20 temporary workers are being laid off in association with the Hospital and Schools, due to the City financial situation, which will be discussed on Tuesday at 10am. He noted that they will discuss the prioritization of the debts, including the  2.2 million pesos owed to the 260 fishermen, for support during closed season for lobster. The financial situation will transparent and discussed with the transition teams.
  Quintanarroense reports:  The mayor said no employees have been laid off among the 40 directors and chiefs of government. Of the 20 temporary workers who were laid off, 18 have accepted the decision, but two have not signed off and are seeking to reclaim their rights (jobs) under the law. More than one Council Member has agreed to reduce their salary by up to 50% with this financial crisis. Former municipal union representative Arturo Rios said that in less than ten years, their salaries have been increased more than five times, and the directors are earning almost twice as much as previously.

Isla Mujeres analyzes the possibility of closing the Benito Juarez (Cancun) landfill , for failure to respect the MIA .Mayor:  In addition to a debt of 400,000 pesos, the City Council of Benito Juarez has not complied with  the provisions of the MIA for the trash facility.(An MIA is an environmental impact statement)
A regional waste center was presented to us and we approved. What we have today is a new trash treatment center.

There are questions about whether the new trash facility is being operated as a Solid Waste Treatment Facility, or as a landfill, and an inspection is being prepared by municipal authorities.  The project is supposed to include separation of recyclables from trash, and a biodegrader, with an area for dry residuals. The Mayor said an MIA environmental impact statement was generated and SEMARNAT and PROFEPA need to monitor that there is proper conduct in this project. Otherwise, as a last resort, SIRESOL can be asked to make a decision. First the questions will be raised on Friday at the Planetario in Cancun, for dialogue, or a meeting will be scheduled with the Governor and Mayor of Cancun Julian Ricalde Magana to discuss when the project will be ready. Isla Mujeres is asking Benito Juarez to comply with the terms of agreement about this facility which was built on land in the township of Isla Mujeres.

It is currently the season for swimming with the whale sharks, and turtles are mating offshore & nesting on the eastern beaches. The mating is visible by day, especially off Punta Sur, the South Point. The nesting happens in the wee hours, and there are Tortugranja personnel, volunteers, and Naval staff monitoring the beaches to prevent people from disrupting them, and to gather and transport the eggs for incubation.
       By far, most of the turtles nesting in Isla Mujeres are Green turtles (called Blancas in Spanish), and the second most common are the huge Loggerheads, and there are some Hawksbills.  The Green turtles take ~60 days to hatch and the hatchlings are released by the public at events at dusk on Media Luna or Guadalupana beaches. The releases usually start around the end of July & are held periodically until early October.
    Lately the water has been very calm and there have been many manta rays, with many swimming upside down, in addition to many whale sharks. Offshore from MVC, we have been seeing dolphins & turtles from the balcony, and lotsa big fish while snorkeling. 

 There are small red crabs that migrate to & from the sea in July, watch out for them at night on the coastal road at the southeastern part of the isle.
  Lobster season began July 1 and continues until the end of February.

Corría el día 13 de aquel Septiembre triste de 1988, cuando a mis 5 años viví el Huracán GILBERTO que destrozo aquellas humildes casas de paga y de cartón de la ya olvidada colonia INVASIÓN, recuerdo que mi Padre, llego antes del trabajo y le dijo a mi madre: Agarra las cosas necesarias, porque viene el Huracán, y nos encaminamos hacia el REFUGIO(Cerca de Indios), allí estuvimos encerrados por 3 largos días, con estallidos de vidrio y un viento que era tan fuerte, solo alcanzaba a mirar por la puerta que estaban dos soldados parados, ya cesado el viento y un sol muy brillante salimos, solo recuerdo que el camino a casa, pasamos por MUNDACA y allí estaba el agua alto, recuerdo que mi padre me cargo en sus hombros y mis hermanos pasaron nadando, ya al llegar a mi casa(su casa) solo encontramos restos de paja, el viento se había llevado todo, incluso la vieja maquina de cocer de mi madre, también recuerdo que llego Raul Velazco en un Helicóptero, al igual que otros helicópteros con víveres.

It was the 13th of that sad September 1988, when at 5 years of age  I lived throught the destruction of Hurricane GILBERTO who destroyed some of  our  humble homes of 'carton' in the long forgotten colonia called la INVASION. I remember that my Father came before work and told my mother: Grab necessary items, because a hurricane is coming, and we headed towards the Refuge (Near Playa Indios). We were locked inside for 3 long days, hearing bursts of glass and the wind was so strong, but all we could see was at the door were two soldiers standing, when the wind stopped  and a very bright sun went out, I just remember that on the way home, we passed MUNDACA and there was high water, I remember my father carried me on his shoulders and my brothers swam, and when we got to our house, we only found traces of thatch, the wind had taken everything, even my mother's old sewing machine, I also remember Raul Velazco came in a Helicopter, like other helicopters with food

Special thanks to Louie Frias and his novia for helping out, also Terri Ferrero Tywan for chaperoning and coming up with a great idea for our next project of painting and donating garbage cans to the municipio for the andador, and DIF Isla Mujeres for donating their bus and chofer to get our kids there and back safely. And of course I have to save the best for last, thank you to my two wonderful supervisors Heather Jones and Helen Sullivan as well as my assistants Claudia and Toni for all your dedication and hard work. Success!
