Residents want City to clean it up

Hundreds of visitors visit the Eastern malecon (seaside walkway) near Amplification La Gloria because of the spectacular views of the Caribbean sea, but there have been irresponsible, apathetic tourists and residents who litter there. This garbage, which includes beers and soft drink bottles, cans, cardboard, and other objects, makes a bad impression on tourists who visit the area. Hotel employees who work in the area explained that garbage accumulates because the trash containers (los botes) are in bad shape, now that three years have passed since this area was constructed, in addition to the problem of the inconsistency of the City workers who don't collect the trash every day. 
      One hotel employee said, "However, this does not relieve the people of their responsibilities, who come to enjoy this spectacular place to look at the view or to exercise, because if the trash cans are full or there are none, they can take their trash with them and put it in another trash can, and avoid creating a bad image for visitors and the general public."

ISLA MUJERES, 21 de julio.-
      The Municipal President, Magaña Agapito Sanchez chaired an event for the inauguration of the Temporary Employment Program 2015, with Mario Fortiz Duarte, SEMARNAT representative. The event took place at the Community Center in Rancho Viejo, and the employees began working on Monday. The goal of this program is to clean the main beaches of the municipality, with the emphasis on removal of seaweed.
       In recent days, the personnel hired under this program have been intensely cleaning the Eastern Malecon sea walkway, which is one of the busiest areas of the island. This program is benefiting 180 workers in Rancho Viejo of the Continental Zone of the municipality and 200 on the island.
   During June and July, the coast of Quintana Roo was affected by a massive presence of seaweed on its shores, affecting free access to the sea and recreation in the Federal Zone area, as well as the image for tourism. Realizing the gravity of the situation, the state government has taken on the task of seeking management of resources from SEMARNAT to address this atypical phenomenon with the Temporary Employment Program.
    On the island, the workers are focusing on North Beach and Playa Centro (aka the Posada beach); the Eastern Malecon, which they have already cleaned; and Poniente (? lit. west), among other crowded places. On the mainland, they will clean up at Punta Sam and la angostura (? lit. the narrow area). 
   At this event the Mayor was accompanied by Mario Fortiz Duarte, SEMARNAT representative, the ZOFEMAT directors (unnamed), Carmen Nahuat of the municipal Ecology department, Carlos Barranco (whose title is not given), and Edgar Gasca of the municipal Economic Development department, and others.

        Although the Casa de Cultura "Josefa Adame Solis" is fully operational and was in use for activities that were part of the 165th anniversary of the founding of the town, its new transformer has just arrived.  The capacity and cost of the new transformer were not given.
          All the air conditioners are working normally, and it is functioning to reduce the current for other services. There is another transformer, which provides power to the other classrooms. This was explained by the municipal Director of Culture, Ruben Perez Martin.

           Guarded by Naval personnel, the first electronic tables arrived yesterday, which will be distributed to all the students in fifth grade. Of the more than 27,000 tablets being distributed in Quintana Roo, there are 237 being delivered in the municipality of Isla Mujeres. They will be given out on Monday, when the students begin the new school year. 
           It is the intention of the federal government that all students in fifth grade should have this digital tool, as part of the PIAD program (Digital Inclusion Program and Literacy). The tablets have a code that allows them to be located in the event they are lost or stolen, and they can only be used for educational purposes, due to the configuration and installed software. 
           They were delivered to each of the primary schools in the municipality, and it is expected that this includes private schools. Importantly, training has been provided for the teachers who are working with the preloaded programs which are part of the curriculum for fifth grade.

Medical assistance for Cuban fisherman aboard Lambda 330

        A crew member needed assistance for an inflamed open wound to his right foot, which was given by personnel of the Navy from the Search and Rescue unit, whose job it is to safeguard human lives at sea. They located the Cuban fishing boat Lambda 330, which had requested assistance for the crew member,  south of Isla Mujeres and transported him to the Naval station at Puerto Juarez, where he was accompanied by personnel from INM (Immigration) to a hospital in Cancun for specialized medical attention, in coordination with the Consulate of Cuba in Cancun.
Inauguration of a Plant for Separation of Trash in Cancun and Isla Mujeres 

    Governor Roberto Borge Angulo inaugurated this plant which is the largest of its kind in Latin America, with a capacity to receive the 1200 tonnes of trash that are generated daily by the municipalities of Isla Mujeres and Benito Juarez (Cancun) and separate out 600 tonnes of recyclable materials. Over 300 million pesos were invested.
      The plant can recycle enough paper and cardboard daily to prevent the cutting down of 720 trees, and 950,000 plastic bottles per day, which is the equivalent of 160 kilometers, if they were laid in a line. It will not affect the recharge zone of the aquifer.
     The three levels of government worked together for this project which puts Cancun on the forefront of solid waste management. The plant includes access for heavy vehicles, and it has administrative offices and an electrical plant. 
   The Governor explained that the operations of this plant and of the compactor will extend the life of the landfill, whose first section is already closed and the second section is in use. It has a capacity of two more sections at this site (Parque Intermunicipal), and in the future, with assistance from SEMARNAT, a biodigestor will be installed to generate more renewable energy.
     In addition to the benefits for the environment, this plant also generates more than 400 direct, official jobs, with proper wages and benefits.

New vehicles rejected

    The Ministry of Infrastructure and Transport (SINTRA), through the Department of Communications and Transport, has not authorized the use of motocarros for rental to tourists, said the local representative for that agency, Guillermo Garcia Padilla.
        The rental agency Joaquin had acquired four colorful three wheeled vehicles to replace motorcycles, under the motorcycle permits, but the official said those permits cannot be used for three wheeled vehicles, and are only for motorcycles with a capacity for two people.
        There was an immediate response on social networks, questioning this official decision, and the debate continues with some in favor of the rental agency, while others claim it would add to traffic congestion. Those who didn't take a side said there is a need to study the issue regarding  all of the businesses with concessions, which are concentrated in the hands of some twenty  "PRIistas" and certain "opposition".
   On the TV Isla Mujeres website, Sr Garcia Padilla acknowledged that authorization was given in July to Julian Ricalde Magana regarding his vehicles, but he said the authorization did not include this type of vehicle and was for vehicles with two wheels not three, and that are open, not enclosed. He said there was an attempt to license them, but they failed the physical inspection at the office of Recaudadora de Rentas (Tax collection), in colonia La Gloria, where there was a protest by taxi drivers. The authorization is for vehicles up to 100 horsepower, which can accommodate two passengers. He said the permit is for motorcycles and not for motocarros, plain and simple, and they have been notified that it is not possible to operate these.
      The former mayor of Cancun visited Sr. Garcia Padilla himself to listen to the decision of SINTRA, who were not convinced by the argument that these types of vehicles are used in Cuba.

       Large numbers of turtles are arriving every night, with 15-20 nests are being rescued nightly, with more than 1260 nests protected so far. This trend should continue throughout August and begin to decline in September. It is estimated that by the end of the season, there will be a total of 400 nests protected, which should result in about 130,000 hatchlings. So far, 33,000 baby turtles have been released.
        The limited staff of the Tortugranja cannot keep up, and some observers say they need more volunteers or assistance from other agencies, because there are abandoned eggs on the beaches. These eggs have often been dug up by other nesting turtles, and are eaten by predators such as dogs and iguanas.
        On Thursday, the Tortugranja Director, Raciel Rivero, confirmed these events, and reported there are 15-20 nests that have been left on the beach, and are marked, because they could not be moved in time. If it is outside the parameter of the number of hours since the eggs were freshly laid, it is not recommended that they be moved, because this reduces the hatching rate from the highest level of 80% to a level below 20%, if they are moved after time has passed, according to the protocol of this program of monitoring and protection.

    The two story building on the Nicolas Bravo street, facing the basketball court "Jose del Carmen Pastrana" appears to be falling apart, with obvious cracks in the structure. On more than one occasion pieces have been blown into the street below. The small food business on the south corner of Hidalgo has put timbers up to reinforce one of the wall upstairs to prevent it from detaching while they are in operation.
       Neighbors are concerned that parts of the building could become missiles in the event of a hurricane. There have been two hurricanes which have weakened the older buildings, Gilberto in 1988 and "Roxana" (sic, Wilma) in 2005. There have been dozens of private buildings which developed cracks, but generally they receive maintenance from their owners, but this is not always true, as in this case. After three decades, their useful life ended from environmental effects and their steel structures rusting away.
   There are also unfinished hotels, such as the one located near the UMF (Family Medical Unit) of the IMSS (Mexican Social Security Institute) whose work has been interrupted for nearly a decade, and another hotel building near Garrafon, which is tall, and has been the victim of theft of materials including its copper tubing, according to information received. Beams, boards, and other objects from these abandoned buildings represent potential projectiles for the nearby homes, including those buildings full of visitors.
