Lack of permits causes closure of construction along coastal road

Following a complaint, inspectors from the municipal Dirección de Desarrollo Urbano y Ecología (Department of Urban Development and Ecology) stopped construction work at two properties along the Perimetral road, due to a lack of permits. Closure signs were placed after two lots had been cleared without authorization. There was no one at the site to receive the closure notices, so they were posted on a sign and one of the few remaining trees. The closure notice contains several sections of Law, one of which says you cannot perform work on any property within the municipality without the appropriate permits.
Residents complained that the clearing removed protected species such as sea grapes and Chit plants. It is also noted that buildings on the second property must be strictly regulated so that their height does not exceed the established limit, because that lot abuts with the local runway, and could present a hazard to the aircraft who occasionally land there.
It is thought that a foreigner plans to construct a residence on this property, which is some meters from the beach along the Caribbean Sea, in an area where there is a risk of damage by hurricanes.

These solar lights along the downtown eastern malecon-sea walkway have been in operation since last weekend, and most of the information in this article was translated yesterday. It is noted that these lights offer security to hundreds of visitors and thousands of residents who come to this area for recreation, without concern that the structures could be vandalized. They require no electricity because they are solar powered.

The Mayor, Agapito Magaña Sánchez, said there will be more organizational changes before the end of the year, which suggest that more lay offs could be made in the list of city workers. Following the departure of the Director of Ecology, Cristina Medina Figueroa, because a dog was euthanized by electrocution, the mayor said it is important that each of the City employees, from the Directors down to the lowest rank, take care in their jobs and complete their work during their work hours, to prevent them from being removed from their employment. He said that codes of professional ethics must be followed and will be enforced. He reminded the workers that none of them own their jobs, and their continued employment is based on their performance.

Three city employees with the Ecology Department electrocuted a dog, and the investigation continues with full transparency, and for this reason the Director resigned. This event caused outrage on social networks and a media crisis with intense criticism and allegations from the NGO's.There are rumors regarding who will fill the position, and tho it is not confirmed, the possibility exists that the post will be covered by someone already working for this administration. One of the prospects is Humberto Moguel, who is currently the director of Pesca (Fishing). The new Director is expected to be appointed on Monday.The Mayor urged City workers to improve their job performances and to provide high quality service, so that their hard work can be recognized by the community. He made it clear that no one is guaranteed a job within this administration, and those who do not comply with the codes of ethics will be removed from their positions.

CCDA welcomes official's departure
EL CCDA SE CONGRATULA POR BAJA DE FUNCIONARIA [+] Ver mas
The Citizen's Committee for the Defense and Care of Animals (CCDA, El Comité de Cuidado y Defensa Animal ) gave recognition to the Mayor's openness and cooperation to bring clarity to the case concerning Lucky. The organization filed a criminal complaint with the Ministerio Público (public prosecutor) following the dog's electrocution. The statement said the organization welcomed the resignation of the municipal Director of Ecology, Cristina Medina Figueroa.
The civil organization said a grave error was committed, but this was wisely recognized, and efforts made for correction. In this statement the CCDA said the actions that have followed this event, with the swearing in of the Consejo de Bienestar Animal (Animal Welfare Council) and the actions taken by the City government, with the efforts made by civilian society and the authorities, have demonstrated a willingness by everyone to work toward the welfare of animals.
The statement said that while this was the first such case filed in Isla Mujeres, since the approval of the law for Animal Welfare and the modification of the criminal code of Quintana Roo, both authorities and the CCDA, as well as the citizens, "have confidence that this will be the last".
It has been demonstrated that this law will not be disregarded by this municipality, since it was one of the first entities to have regulations protecting animals. "Today the partnership with local government is determining a new history of consciousness and respect for all living beings, as well as respect for the laws and regulations created for a healthy community," said the CCDA statement.
Addressing the international community, the statement pointed out that, "Although regrettable cases occur such as Lucky's, that could discredit this location as a tourist destination; in the same manner with this we can demonstrate that we are a united community and we can work with the government to form a 'horizontal en torno' for the welfare of animals and in any situation, in order to continue offering the peace and security that characterize this location to everyone who visits.
Regarding the effect on social networks, the statement said they are grateful for the support that gave a viral spread to this case, but in the same manner, "We ask that you respect the people involved and their families. Enough with the insults! We invite you to express your opinions in a purposeful manner and be respectful of the integrity of everyone."
Within this framework, the CCDA announced new plans, saying, "We are working on a petition to present to the city government with the proposals that are needed for the enforcement and adequate follow-up of the program, within the context of the regulations and the Animal Welfare Act."
Martial Arts competition

The islanders who competed in the martial arts tournament at the Convention Center on Saturday performed well against the delegation from Cancun. Sports Director Enrique Barros Peña welcomed the 115 athletes who participated, and congratulated them on their discipline to improve their standings in each category.
There were two forms of competition in this martial arts tournament, "No gi" and competition for points, in adult and juvenile categories, with awards for first, second, and third place. There was a registration free of 200 pesos per category and 250 pesos for the two categories.
The spectators made positive comments. This type of activity promotes healthy lifestyles in young people.

There is vegetation encroaching on the park "Las Iguanas" whose playground is popular with local children and families. The plants are growing into the pathways, and are in need of pruning. This is one of the larger parks, and the palapa is used for social gatherings such as birthday parties. It is located near colonia amplification La Gloria, on the street Saturnino Arguelles, and was opened a little over a year ago. (It was inaugurated in mid December, 2013).

Nov. 15 is World Recycling Day, when there will be a training workshop about recycling and reusing.
Nov. 20th is Municipal Clean Air Day, when an ongoing campaign will begin for the certification of smoke-free spaces.
Nov. 25 is Municipal Day of No Use of Pesticides when an interesting conference will be held on the management of solid residues concerning vegetable oils: "What to do with them"
Nov. 27 is Municipal Species Conservation Day when there will be an opening of the drinking fountains and inauguration of the space for the conservation of the Striped Iguana (Iguana Rayada). Also there will be a brigade to rescue and assist the Blue Crabs during their period of reproduction. (They move between the mangroves and the sea to spawn during the full moons in the fall, which often includes crossing a road).
On Nov. 30th, Sunday, there will be a drawing contest, and a presentation of the cookbook "Lion Fish".

amigos, I'm happy to announce the first Spanish Boot Camp of the season
will be Tuesday November 18-Thursday November 20 from 1-4pm. Beginners
and intermediate students are welcome. We will focus on conversational
skills while having fun!
Students are welcome to come for 1 day, 2 days or all 3 days, depending on their schedule. The pricing is as follows:
1 day (3 hours): 650 pesos, 2 days (6 hours): 900p, 3 days (recommended -9 hours): 1200 p

Blue crabs are migrating to the sea for spawning during full moons, from the mangroves. Try to avoid running them over. Look out for them where there are mangroves...in Sac Bajo & near areas of Makax Lagoon.
