They responded immediately and arrived to find that angry residents had bound a teenager to a street pole. According to witnesses, the young man, who was wearing a dress, had been surprised in a house, where he allegedly tried to take a cell phone and money, but after receiving some blows he was restrained and bound to a pole until the police arrived. The police took him to the station, then turned him over to the municipal authorities of the DIF, social service agency. The DIF personnel found that the boy had no visible blows or injuries.

ISLA MUJERES, 21 de septiembre.-
In a matter of 24 hours, 15 cases of conjunctivitis were diagnosed at the Community Hospital in Isla Mujeres, according to its Director, Miguel Angel García Albarrán. He said these cases have been treated and they are working to promote information to help prevent the spread among families throughout the municipality. He said most of the cases have been recorded among students, and while there is an adequate amount of medicines available for treatment, prevention is very important.
He said, "Every patient we've had with this disease has been advised that hand washing is of vital importance. It has been scientifically proven that washing hands prevents not only conjunctivitis but other infectious diseases" ,
He said that in order to inform the community about preventive measures, the staff in charge of various programs will conduct a campaign about prevention and sanitary measures, which has already begun with visits to the schools. This effort involves staff from PROSPERA and people in charge of programs like Niño Sano/ Healthy Children, with programs in the schools that include putting up posters and providing classes about handwashing.
He reiterated that the hospital has an adequate supply of medications and noted that handwashing is a very basic action, which all people know, and is a very simple technique for preventing diseases caused by bacteria and viruses, which are associated with hot weather.

In Isla Mujeres during the "Third National Health Week for Adolescents" we will inform our young people about risks and actions to prevent various diseases. LINK
Juana Milián González, municipal director of Health, said that on instructions from President Juan Carrillo Soberanis, the City of Isla Mujeres will conduct discussion with young people in the Continental Zone and the Island, encouraging them to protect themselves and to take care of situations that risk their health.
He said, "The topics that are being given special attention in this program has to do with the issue of prevention of Sexually Transmitted Diseases (STDs), teenage pregnancies and the proper use of condoms precisely to avoid this type of situations."
The National Health Week is held from September 18 to 22 at the initiative of the State Health Department, which is joined by state and municipal governments through programs that have a positive impact on youth.

Most of this information was translated with the first annual Informe report about the municipal government's commitment to providing quality education for the students of Isla Mujeres. Quintana Roo: The 9th most peaceful state in Mexico LINK
Today marks the International Day of Peace, and Quintana Roo remains the ninth state according to the Mexico Peace Index (IPM) 2017, a study prepared by the Institute for Economy and Peace, where Yucatan is the first place; while among the most violent states are Guerrero, Colima, Sinaloa, Baja California and Baja California Sur.
According to the study, the most violent year was in 2011, when armed activites peaked and the homicide rate doubled, compared to 2006. However, in 2016, ten years after the federal government declared war on the narco cartels, peace deteriorated 4.3 percent. However, despite the deterioration in 2016, Mexico remains almost 14% more peaceful in 2016 than it was in 2011, with 21 of the 32 states reporting progress.
In this area, Nayarit, Durango, Coahuila, Quintana Roo and Chihuahua show the greatest improvements in peace in the last six years, while Colima, Baja California Sur, Zacatecas, Oaxaca and Michoacán show the greatest deterioration. The latter five states have increased homicide rates, particularly Colima, whose homicide rate in 2016 was three times higher than it was in 2011. According to the IPM 2017 study, four important areas of public policy that are crucial for achieving high levels of peace are described as: combating impunity, strengthening the police, strategies to reduce homicide rates and the role of local governments in solving problems.Corruption and low-wages for police
In 2016, the state of Quintana Roo recorded both the largest improvement overall, and the largest reduction in homicide rate: at 23% and 26%, respectively. The state had lagged behind in improvements like the rest of the country between 2011 and 2015. The state stalled in the second half of the Index until 2016, when it climbed 11 places to settle as the ninth most peaceful state. Although Quintana Roo has improved in the study of the Index of Peace Mexico, the perception of the population is contrary, especially in the Northern Zone of the State, where Cancún leads the list of executions so far this year, ~125 victims, followed by Playa del Carmen and recently the newly created municipality of Puerto Morelos, where five executions were recorded within a week. Hence the population continues to mistrust the police and considers that they are permeated by criminal groups; however, the recent study indicates that the overall perception of corruption in local police forces decreased by 6%. This means that for local governments, it is still a matter to improve development and confidence in the police.
Although the internal security IEP investigation reveals that police oversight is most effective when there is a high level of legitimacy in judicial processes and law enforcement. While the low wages of police officers have contributed to corruption and co-optation by organized crime, high wages are associated with higher levels of development and professionalization of police forces. In view of the great job-related risks and the rewards offered by organized crime, wages should be an adequate compensation for police officers.
Another important challenge for Mexico is to reduce levels of impunity. On average, only 9% of crimes committed are punished.
Finally, the findings of the IPM 2017 highlight the need to keep pace with the implementation of justice reform and improve accountability. Mexico has made progress - and will continue to do so - as the rule of law and the quality of governance and law enforcement are strengthened, but it still faces enormous challenges, including a rising homicide rate coupled with high levels of impunity .

Once again the families of Isla Mujeres join social causes. Staff with Mango Café have been conducting a campaign to collect food and basic necessities to support the earthquake victims in Oaxaca.
Polo Ávila, originally from Oaxaca and responsible for the well-known restaurant, explained that together with his staff, they started this donation campaign, with the intention of bringing aid to affected communities.
The owner said that what Oaxaca needs at the moment is: canned food, personal hygiene products, clothes, sheets and tents/tarps (pabellones) because "there are people who were homeless and sleeping in the streets."
He said, "We set up a collection center at Mango Café to receive donations until Saturday, and then the groceries will be packed up so we can deliver them personally. Many organizations have been helping and if there are more items than space, the only thing to do is seek the donation of another vehicle to go with us."
Polo Ávila said that when he arrives in the Oaxaca, he will purchase water with the help of his family, since a large number of people, both islanders and foreigners , have provided economic support. He said he is grateful that many families have joined this noble cause, with an open invitation to continue supporting the collection centers of Isla Mujeres.

Successful "Spend the weekend in Isla Mujeres" campaign LINK
With the purpose of increasing overnight tourism in Isla Mujeres, the government headed by the municipal president Juan Carrillo Soberanis launched a campaign called "Spend this weekend om Isla Mujeres" / “Lánzate este fin de semana a Isla Mujeres", according to the General Director of Municipal Tourism, José Castillo Magaña. He explained that this program includes attractive packages for tourists to spend a pleasant weekend at the destination which in turn will contribute economic benefits for the municipality .
He said throughout the month of September, different hotels are offering packages from 1,780 pesos three days and two nights. (that's 890.pesos per night or ~$55usd.) Mr. Castillo Magaña concluded that this would undoubtedly generate significant economic gains, for the benefit of different providers of tourism services, which contributes to the well-being of their families.

The DIF social service agency is seeking donations of medical supplies, clean clothing, and bottled water at the CRIM (physical rehab) facilities in La Gloria and at Chedraui., including disposable gloves, masks, gauze, bandages, surgical supplies & gloves & scrub brushes, IV equipment, syringes, hydrogen peroxide, antiseptic, and tape, as well as clean sheets, blankets, personal hygiene items and unexpired medications. 9a-4p at the DIF.
The Navy is seeking donations of non-perishable foods such as oil, sardines, tuna, easy open cans fo cans of beans, rice, lentils, milk powder, salt, pasta soup, biscuits, jam, mayonnaise, bouillon, chocolate powder or tablets.As well as: toilet paper, bar soap, feminine towels, toothbrushes, toothpaste, coffee, sugar, razors, shampoo; as well as tools and materials for debris removal and first aid.
