In order to comply with each of the requirements to update their documents, the fishermen of Isla Mujeres must visit several institutions. They are requesting that the Harbor Master establish a single 'window' where they can take care of these procedures, which can involve considerable time and expense.  The process requires visits to the General Hospital of Isla Mujeres for the medical certification, and crossing over to the mainland. They want all the procedures to be done in Isla Mujeres. More than 300 fishermen must update their Sea Log Books, which is mandatory for all persons working aboard a vessel, so there could be over 600 documents involved.

This has the same information as the Por Esto article below, noting that there have been some accidents in which some of the vehicles did not have their documentation, which has caused problems and concerns that sometimes go beyond the local sphere. Various strategies have been used to motivate businesses and car owners to register their vehicles and update their documents, including notices in the taxis to motivate people. The traffic laws require that vehicles for lease must have insurance policies covering civil liability for damages to third parties; for their persons and for their properties.

With the premise that prevention is the most effective way to avoid further tragedies in the event of an environmental emergency, the municipal Civil Protection agency is conducting talks in the schools about preventative measures in a hurricane. On June 11th, 370 students and teachers at the Middle School participated in these talks.  The goals is for the students to understand what to do before, during, and after a hurricane, and for them to share this information with others in their homes and families. The talks will continue in other schools on the island and on the mainland area of Isla Mujeres.

Isla Mujeres: Unhappy over low occupancy
Isla Mujeres, en aprietos por baja ocupación[+] Ver mas
Businesses are reporting reduced sales, and hotel occupancy has fallen, leaving many businesses without enough of a "cushion" to make it through this slower summer season. The number of daytripper visitors has also dropped off, and few people are buying. The Tax Reforms caused business closures, and some families are thinking of closing their businesses and seeking alternative ways to support themselves.
There were about 50 boats transporting tourists from the mainland, arriving to downtown Isla Mujeres where more than 200 businesses are concentrated. The low turnout of tourists also affected the nautical tour providers (the lancheros) and the golf cart rental agencies who rented only about a third of their inventory. The beaches were not very busy.

One week to "regularize" 400 golf carts
Una semana para regularizar 400 carros de golf [+] Ver mas
More than a dozen agencies that lease golf carts were given a week to regularize all the documentation on over 400 vehicles, with the deadline being Monday, June 23rd. And it is noted that sanctions will be applied to those who do not comply. There was a meeting where the details, guidelines, regulations and rules of operation were discussed to avoid problems for the tourists when they are using the vehicles.
The Chief of Police, Joaquin Poot Acosta, said officers will be stationed at various points around the island on Monday to verify vehicle documentation. For several months golf carts without plates, insurance, or other documents have been detected on the roadways, which lead to this decision. They are urging owners of leasing agencies to comply with the statutory provisions, with the goal of avoiding mishaps of any kind.
The regulations say: Vehicles that are leased must have insurance policies that cover civil responsibility for damages to third parties, for their property or persons, in the terms given in the laws and regulations that apply to the matter and that...(The rest of the sentence is lacking). “Los vehículos de arrendamiento deberán contar con póliza de seguros que cubra la responsabilidad civil por daños a terceros, en sus bienes o personas, en los términos que marcan las leyes y reglamentos que inciden en la materia y que s

Mobile vendors deceived
Dolo y engaños contra ambulantes[+] Ver mas,

Luis Venegas, representative of the Movimiento de Regeneración Nacional (Morena), said the relocation of the mobile vendors was not done with planning and it has caused injustice that has affected dozens of poor families, who now lack money for food, rent, education, health, and transportation. He said the scope and dimensions of this decision were not considered by those who made it.  He said that customs and traditions of the country must be respected, as in the case of this type of informal trade where many Mexican families sell their products and crafts to tourists, which happens everywhere in the country. He agreed there must be order and rules to avoid problems, and this is why there are regulations.
He clarified that there is no organization seeking to challenge municipal authority, and instead they are wanting reflection and rectification to correct mistakes that have been made. He said the effects of the Constitutional Reforms in matters of economics and energy have caused a grey forecast, and businesses are closing and things could be worse in 2015.
Meanwhile, a group of beach vendors were again cleaning away seaweed on Monday, which has been a regular job for them in recent weeks, in an attempt to demonstrate their level of responsibility to the authorities who regulate them. They have sent two documents to authorities requesting that they be allowed to return to the beaches, but have received no official response.
The 200 vendors were evicted three months ago from the Rueda Medina malecon and the beaches, including Playa Norte and the Posada Beach. The municipality announced they were constructing 20 small stores of 3 square meters each next to the municipal mercado "Javier Rojo Gomez", but this has not been delivered.
