 The downtown basketball court Jose del Carmen Pastrana has been renovated and will be reopened tomorrow, Wednesday, at 6 pm. The fund of 529,718 pesos came from CONADE, the National Commission for Sports and Culture. The inaugural event will include a friendly match  for the Regatta Sol al Sol whose participants will compete against a team of islanders, which begins at 7pm.

After two weeks of vacation, 4200 students in the municipality of Isla Mujeres returned to school on Monday, with a lack of absenteeism among students, teachers, or other staff. They will only be in school for three days before an extra long weekend from Thursday, May 1 through Tuesday May 6, when they return to classes.

Although the port was closed yesterday, Monday at 7am for small boats,  a diver of the Cooperativa de Producción Pesquera Caribe remained missing at the time of this article since the morning, when he was harpooning fish and the captain lost sight of him. The report  regarding the missing diver,  Fernando Mendez, 35, was made at 1pm by Leonel Celis, 47, captain of the 25 foot long boat "Sugey".  The captain had searched for a couple of hours before notifying the authorities.
     According to fishermen and their families on the beach, Sr. Celis returned at 2pm in a visible state of worry to refuel, and resumed searching. The diver was lost in an area known as "El Dormitorio", which is three or four nautical miles from the island. As of 3pm, the vessels of the Navy had joined the search, and support from Parque Marino Isla Contoy was sought, but he had not yet been located.

The port was closed at 7am for boats under 25 feet, including crossing between Puerto Juarez and Isla Mujeres, and trips to Isla Contoy, due to strong winds from the south east.  This affected dozens of boats who cross the bay, the boats devoted to sports fishing, diving, and snorkeling,  as well as those who tour to Isla Contoy, and ~200 fishing boats.  The Harbor Master said it is expected that the port will be closed tomorrow, and there are forecasts for these winds to remain for at least a couple days. They are expected to intensify over the next 24 hours,(This was written Monday afternoon) and the port could be reopened on Friday or Saturday. The winds are making the search for the missing fishermen more difficult.

As part of the commemoration of the Centenario de la Gesta Heroica de la Defensa del Puerto de Veracruz, the Navy hosted a cultural weekend in the Town Square for the islanders with the presentation from the Naval orchestra Galeón de la Secretaría Armada de México, of the quintet  “Vivaldi” with the soprano Ciara María Quintal Ya.

ISLA MUJERES, 28 de abril.- Everything is ready to celebrate “Día del Niño”  and “Día de la Madre” (Day of the Child is April 30 and Mother's Day is May 10). There will be a traveling festival, which begins on the Continental area of Isla Mujers on April 29th  On May 8, at the dome of the Community Center on the Island there will be a big festival, which is coordinated between the municipal and state  DIF agencies. They have been working for weeks and the show will include clowns, ventriloquists, magicians, souvenirs, refreshments, and toys for the children.

Authorities activated a search operation  after a young fishermen  was lost at sea while diving six miles north of the island. After swimming for several hours, the young fisherman (of the cooperative Patria & Progreso) was rescued & returned, and was healthy.

Harbor Master closed the port to navigation by small boats


Luis Mendez Gomez was with his partner, Leonel Celis, who charge of the in the 25 foot long boat "Zujey", when he disappeared around 11 am.  Sr Celis lost sight of the young man who was trying to spear fish, and when he could not find him, he returned to Isla Mujeres to make a report and seek assistance. On land, at search was being organized  shortly after 1 pm. Meanwhile at sea, the young man got rid of his ballast and began swimming to shore. This task took time and effort but he was ultimately successful. Over 15 vessels offered their assistance in the search, which was done in several areas, considering the wind and seas currents. It was after 5pm when a 'crew of his same vessel'  tripulación de su misma embarcación    found him at the edge of the coast in an area called "el ancón” (the cove).

The average hotel occupancy, which has been above 70 percent, did not drop to below 40% at many hotels, because of the arrival of families and friends of the people participating in the Regatta. This week the participants of the Regata al Sol (sic) are here and next will arrive the participants of la Regata al sol (This one is the Regatta Sol al Sol  XLVI, and next is the Regatta al Sol XXVIII. The former comes annually and the latter visits every other year.).
     The whale shark season begins May 16th and ends in September(It usually begins on the 15th, which is what some reports have said. ), but many hoteliers say most people who come for the whale shark tours do not stay in Isla Mujeres, and are brought from Cancun, and the Riviera Maya.
   The ferry companies are back to their usual schedules, and there are fewer people visible in the streets, stores, and at the beaches. A "saldo blanco" was reported by officials from the three levels of government, except for the death of a tourist at Playa Norte from a natural disorder. (Saldo blanco translates literally as a white balance and means there were not major negative incidents. The tourist from Jalisco, who was in his thirties, died in shallow water, reportedly of a heart attack.)  The small hotels are joining together to create promotions as a group, led by Leonel Povedano Castillo.

The second concert was held on Sunday evening and enjoyed by hundreds of lovers of good music. The woman's voice was broadcast to the port area and dominated the stage, which drew more people in to the event. The Navy provided this event, which was well received. (The photo probably does not belong with this article. That is Marthy, head of the DIF, wife of Agapito).

Boca Iglesia: Soon to be a historical site

The National Institute of Anthropology and History (INAH) will soon proceed to 'restrict' (restringir) an area of ~30 hectares around the first Hispanic church at Boca Iglesia. (I think this means they plan to survey & search the area for artifacts and structures. I had some difficulty translating this article.) The declaration will be published in the Official Gazette and in the Public Registry of Property of the area and in the Public Registry of Monuments. This is because the land where the building sits is private. The INAH will survey for the existence of wells, 'rehollada', 'calera', arches made of stone, military sites, and other buildings on the west side of the church. Archaeologist Luis Leira Guillermo said it is very likely that this could become reality, through a Presidential degree, with the cultural heritage of  the Franciscan convent from the sixteenth century. In less than one visible hectare, is the building in the middle of jungle brush, but more evidence of buildings were found in (within?) the perimeter, on a platform area over 300 meters in solid points,(?)  in the form of a half horseshoe over a surface, which could spread the complex over an area of 25-30 hectares, based on the body of water on the east side, where the landing (or point of disembarking?) is located.

Construction of fencing has begun around the perimeter of the 19 hectares of the Mundaca Hacienda, which some sources say is being done at a high cost to the environment, and has affected several mangrove plants. This  occurred in the area that floods during the rainy season, near the intersection of the roads to Sac Bajo and to Garrafon. It is noted that the trees that have been felled are "black or button' (negro o de botón) of the species Conocarpus erectus. It is noted that there are four types of mangrove as classified by specialsits: White, red, gray, and others. One of the workers said they were supervised by a representative from the Federal Environmental Protection agency (PROFEPA), but the worker did not provide a document to prove that to the reporter.
   There has been significant progress made on the foundation of the wall, and this week they will begin placing the blocks to complete the fence, with the entrance at the side of the former house of the deceased environmentalist Ramon Bravo, said the workers.

A massive influx of visitors was expected this weekend at the end of the Easter holidays, but there were fewer tourists than expected shopping, using the nautical services, or enjoying the beach. Although there were fewer than hoped for, there was a considerable amount of tourists enjoying this destination this weekend.

Political groups, as well as municipal authorities, are planning activities to celebrate International Children's Day on Wednesday, April 30.
    The DIF, social service agency, is planning a festival on the island, as well as in the Continental Zone, which will include gifts and refreshments.
   In addition to the DIF, the  group  “México Nuevo" plans to celebrate "Children's Day" on May 4 with a fishing tournament that will also include a raffle of gifts for all the children who participate, and possibly among the attendees. This will take place from 8am to 2pm at the pier monitored by the Port Authority, at one side of the vehicle ferry. Children between the ages of 6 and 11 may participate with adult supervision, and they must provide their own fishing gear and bait.

The Mayor toured the renovated basketball court "Jose del Carmen Pastrana" which has been remodeled and equipped with portable grandstands and an electronic scoreboard. The work began over a month ago and the court is expected to be opened tomorrow. The old paint was removed, the playing area was leveled and resurfaced, and covered with non skid paint, the game boards were changed, the landscaping was improved, and the scoreboard was installed, using allocated resources around 500,000 pesos.

There was a meeting in the City Council room regarding the certification process for North Beach, which requires compliance with the objectives of NMX 120, or more specifically NMX AA 120 SCFI 2006. These requirements include standards about the quality of the water, solid waste, coastal infrastructure, biodiversity, safety and services, environmental education, noise pollution, beach conservation, and cleanliness. Attendees at the meeting were asked to participate in the process to obtain the certificate.
  In Quintana Roo there are five certified beaches: Aventuras DIF (Riviera Maya-Akumal), Grand Velas (Riviera Maya-Playa del Carmen), Playa Real (Hotel Zone, Cancún) and the public beaches of Las Perlas and Delfines (Hotel Zone, Cancún).
   In the case of North Beach, it is important to emphasize that this is the first public beach in the state to initiate the certification process involving business owners and government in the preparation. North Beach is considered one of the 10 most beautiful beaches in the world and the Number 1 in Mexico. This certification will be of great benefit to all the residents, businesses, and visitors to the island;  economically, as well as socially and ecologically.
   The Mexican Institute of Certification and Normalization is the only agency accredited to conduct the assessment for compliance with the NMX 120 requirements.

Experts to determine responsibilities in the collision between two boats

Isla Mujeres. – The collision occurred on Thursday about 800 meters from Playa Tortugas in Cancun. This article has the same information as was previously translated, noting that the Chilean tourist was treated and released at AmeriMed hospital in Cancun without serious injuries and that the Captain of the AguaTours boat also received medical attention, and did not have a serious injury. Ultramar paid the medical expenses and is waiting for officials to determine who was at fault in the accident between one of the Ultramar vessels and a catamaran belonging to Dolphin Discovery. 





Meeting to achieve important agreements with the Whale Shark tour permittees 
At the meeting between the Whale Shark tour permit holders of Isla Mujeres & Holbox and governmental officials, it was agreed that the new regulation will not take effect on May 15th when the season begins, and instead will be delayed until next season. The regulation caused concern among the ~135 permit holders of Isla Mujeres because it limited them to holding only one permit per person. Currently more than half of them hold at least three permits, and others have (another has?) more than 10.( y quien más tiene supera los 10.)

    Carlos Gasca .- The first of the 18 sailboats that departed from St Petersburg, Florida on April 25th were expected to arrive yesterday,  but a lack of wind caused a delay. They could not use their engines, since that would disqualify them from the competition. This regatta will conclude on May 3rd and on May 7th the Regata al Sol XXVIII will depart from Pensacola, Florida for Isla Mujeres.

    Por Carlos Gasca .- The nautical tourism service  providers who provide tours of the Bay of Isla Mujeres reported that this Easter season was one of the best in years. The weather was favorable, despite predictions for Suradas, (southerly winds) which are common at this time. These fronts often are stationary, not moving for several days, but that did not occur. The tour  providers operated at 95 percent, with mostly domestic tourists as clients. In addition to those who provided nautical services, others tourism service providers also did well, including the golf cart rental agencies.

Due to the end of the vacation period, and the gradual departure of holiday tourists, the rental of golf carts dropped to 60 percent, while last weekend at an early hour there were no carts available.

Trash increased 20% during Easter holidays

The usual amount of trash when it is not high season is 35-40 tonnes daily, while during the first week of Easter holidays there was 55-60 tonnes, which is more than the 45-50 tonnes of trash collected daily last year during this vacation period. The most common articles collected were plastic, cardboard, food waste, glass, junk (mattresses, old furniture, etc.), and brush.
      There 40 street sweepers working two shifts, as well as 42 people working in three shifts to collect trash in order to keep the island clear of garbage. There were five trucks, a back hoe, and transfer vehicle, with 11 people working at the Transfer Facilty to move the waste to the mainland. The entire staff of the landscaping and street patching department was working to keep the streets and tourist areas clean, as well as the colonias.
    The staff worked in shifts, Monday to Sunday, including public holidays, and their equipment included 4 garbage trucks, a trailer-compactor, 2 ten ton compactors, a trailer with a back hoe and a 'trascavo' (I think that is the big truck that moves trash to the mainland. I think a 'gondola' is a backhoe.).

There is a post that should have a sign warning about an upcoming curve, that has not had its sign replaced, which is near Garrafon and the Caribbean Sea. There is another sign in an area where people walk that is only 1 meter above the ground. There are areas where the lighting is dim. PE says residents want the City Council to remedy these potential safely hazards.

For the first time in many years the walkways along main street, Rueda Medina, were clear during the holiday season, and traffic police monitored the area for business owners to prevent anyone from stopping for too long. The business sector is supportive of these measures, and some opposed the idea that tourists would be able to leave their golf carts for a few minutes to make purchases in stores. Some say there should be regulation like there is on Hidalgo, which is now the main thoroughfare for nightlife and a pedestrian area. There is still some chaos in nearby areas, the parallel streets, and the cross streets and their sidewalks, for example between Guerrero and Hidalgo on Madero which is obstructed by golf carts, scuba tanks, and water delivery vehicles.  Parking at the Casa de Cultura is remote, so many do not leave their vehicles there, especially the scooter owners. The police have their work cut out for them to change these habits that have existed for more than a decade, which has happened with the use of helmets today, which is fully accepted by the community of motorcycle and scooter riders.
  There is also some chaos in the streets of Juarez, Matamoros, and Abasolo. There is parking at the Port area, but there is not enough capacity, which is also a problem at the parking area for scooters near the downtown basketball court.

A food establishment whose clients are predominantly tourist was closed on Sunday night for the third time, after a child fell from the second story and was taken to Cancun for treatment, confirmed official sources. The restaurant-bar JAX had closure seals placed by the Civil Protection agency for not providing the necessary security on the edge of the second story of the building. It appears that a child of less than six years approached one of the areas between the posts, where there are three meters of ropes, and lost her balance. The incident occurred as night was falling, when the girl's parents went to dinner, and she walked to the edge. The Red Cross rushed to the scene and witness said she was responsive and could speak.
    The families appear to have temporary residency on the island, or at least the grandfather, John, stays here during the winters, as is common with many senior citizens from the United States.
   An employee named Valerio also fell from this second story at a previous time, according to information that was gathered. 
    This is not the first time the property was sanctioned. In 2006 it was closed for six months for "presunta inseguridad", and in December 2012 it was closed for 20 days, which appears to have no relation to "inseguridad", and their employees were allegedly involved in an accident on the street in front of Colegio Bachilleres, where two young men died.

Children and teens from age six an dup enjoyed this event sponsored by the DIF, which honored Don Buenaventura Delgado Díaz, who is about to turn 97 years old, on July 14th. There were 67 participants, and hundreds of families watched the event. The 40 boats left the dock at 9am and the event was completed at noon. In the children's trolling category, the winners were: Oliver Pérez Carrillo with a barracuda of 9.250 kilos; and second place went to Delio Martínez Gómez with a barracuda of 8.550 kilos; and third place was won by Raúl Santiago with a Jurel of 7.750 kilogramos. In the youth category of 13-17 years for the trolling category, Edair Figueroa won with a barracuda of 8.650 kilos and in the anchored category, Leonardo Villanueva won with a barracuda of 4.250 kilos. All winners received prizes, which are not specified in the article.

North Beach presents new risk of erosion

Por Esto says that North Beach could lose its ranking as number 10 best beach in the world, which is an important marketing tool, because of new signs of erosion in the face of losing several 'escolleras' that were installed in 2008. PE says the erosion worsened during the past seasons 'norte' winds, with a loss of at least 5 meters of beach at the southwestern tip where five bags from one of the 15 meter jetties have been lost. Local service providers want the municipal authorities to intervene, in coordination with the company Marenter who were in charge of the installation of more than a dozen jetties at North Beach after there was heavy erosion of the beach and other areas of Quintana Roo following Hurricane Wilma in 2005. This business has a dozen companies in the state who address the ongoing problems of sand retention. The levees were working at holding the sand when the structures were undamaged. In this case they were damaged by the neglect of putting umbrellas and loungers on them, which caused an opening, and allowed the sand to flow out, causing a loss of their dimensions, and a failure to function.   There is a remedy for this, with a repair by specialists, and to avoid the complete 'deflation' of the giant bags, as has happened to at least five of them, and now beach is being lost again. In this regard, there are several volunteers who are willing to provide this prevention, and even to participate in the rescue of the bags that are buried in the sand, for reuse if that is deemed necessary. One of these volunteers is Juan Campos, diving instructor at Playa Norte, and a volunteer lifesaver in this area,  for the Civil Protection agency. Two images were presented showing a "Before" photo where almost all of North Beach was lost and water was reaching the foundations of the businesses such as "Chimbos" and an "After" photo which showed a good recovery of this part of the famous beach.
