As you can see from the North Beach webcam at sunrise, it's another sunny morning, with blue skies here, and the satellite picture is looking good too.
Tropical Storm Kirk is forecast to weaken to a tropical depression later today or Saturday, and then degenerate into a low pressure trough. It is currently by the Lesser Antilles, moving west at ~12 mph, which is expected to continue for the next day or two.
On the forecast track, Kirk's center, or its remnants, will move across the eastern and central Caribbean Sea during the next 2 or 3 days. Although the NHC forecast keeps the cyclone for another 24 hours, dissipation could occur much earlier. (Excerpted from the NHC this morning.)

At this time of year, the blue crabs move between the mangroves & the sea to spawn, especially during the full moon. New Beach Club at Velasquez site
      A renovation project is taking place along the main street Rueda Medina at the two piers in the federal zone of what was previously known as the Velasquez family palapa and the area of the "Caribe" cooperative, creating a Beach Club that should be ready by the end of the year.
        Representative of the group, "By Hoka", Ricardo Guadarrama, explained that this will present a new image that will offer an important attraction for both the pedestrian zone and the interior of the bay. He said the idea behind this remodeling and Beach Club is to organize the catamarans and boats in general at the piers, presenting a more pleasant recreational area for the tourists and offering them a more pleasant waiting time, enjoying the facilities.
     He said they have all the necessary permits, including the Environmental Impact Statement, and he noted that the project is totally environmentally friendly. He said the construction is now in progress and expected to advance next week when materials will arrive which are environmentally friendly including typical regional wood and reforestation with more coconut palms.

The Department of the Navy issued a statement regarding the two corpses of Naval personnel who were found in Cancun, and had been stabbed to death. They had been stationed in Isla Mujeres and were participating in activities for Independence Day in Mexico City, then had traveled back to Cancun and were off-duty.

"Delta" propane gas truck detained due to lack of permits
   The Director of the municipal Civil Protection agency, Ulises Berman Graniel, said the propane gas truck from a "Delta Gas" company of Cancun was detained and could be fined in upcoming hours for operating in Isla Mujeres without a permit. The truck was described as a 'mini pipe' , and does not have permits to circulate on public roads of the island transporting LP gas, and has been supplying gas at incorrect hours. In addition, it is not registered with the municipal Civil Protection agency. The Director of the municipal Fiscalization agency said they had no knowledge of this business, but would be conducting an investigation.
    It is noted that about two weeks ago, a standard type truck (camioneta tipo estaquitas...similar to a pick up truck that hauls things)  of this company had been observed on the island, but the general perception was that it was only for the installation of storage equipment. However, the vehicle was seen on subsequent days, and on Wednesday the presence of the "mini pipe" truck was confirmed, which apparently arrived to supply some tanks already installed in Isla Mujeres.
     Now that the Delta Gas mini-pipe truck was detained, it is expected that the company will be required to carry out the necessary procedures with the corresponding municipal agencies, and their presence on the island would mean competition for the other propane company that operates here.

Seven cat were poisoned of which four died and three are in recovery.
    Veterinarian Delfino Guevara Collazo notified authorities that the seven cats had been poisoned with strychnine, which is used as to poison mice, and can be easily obtained at hardware stores on the island or in Cancun. It is suspected that the poison was put into ground meat, and it occurred only a few meters from his clinic.

     He said the project will have two docks, and the fishermen will be able to operate at the southern part of the property, with their own unloading area. The old palapas will be removed for construction of a single building of one level, which meets the specifications of the Environmental Impact regulations.
    The Beach Club and two piers will receive the catamarans and general boats, presenting a fresher more innovative image and concept, according to Mr. Guadarrama , who says it will provide a pleasant recreational area and offer more pleasant waiting time for the visitors. He said it will be constructed with regional materials that are environmentally friendly, and include reforestation with more coconut palms. The conclusion of construction is expected to occur in two months.

 The sea turtle nesting season in Isla Mujeres continues with good numbers, according to biologist Deline Garcia Canto, Director of the Tortugranja.

Loggerhead: 80 nests & 9002 eggs
Greens 365 nests & 42,699 eggs

That is a total of  455 nests and 53,167 eggs so far this year.
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Below are some stats from previous years that I've assembled. The season began in May and ends in mid-October.
The Loggerheads are the largest, the Greens are the most abundant, and the Hawksbills are the least common, whose shells were once internationally popular for accessories & trinkets. Very occasionally, a Leatherback mama will try to nest on the isle without laying, presumably because the sand isn't deep enough. They are even larger than loggerheads.
SINTRA agency: Hands tied for now
Sintra, atada de manosVer masFull article at this link
   Under the new state Mobility Law, the Mobility Institute will be created and its Director appointed by October 12, at the latest, but until that occurs, the local agency of SINTRA (Ministry of Infrastructure and Transportation) is unable to carry out procedures, according to its local director, Isis Morales.
   She said that in accordance to instructions from the head of SINTRA, William Conrado Alarcon, no new golf cart concessions will go into operation until the Mobility Institute becomes operational, which leaves three new concessions on the "waiting list". They have not been activated and are not included in the registry of the SINTRA agency. She said it is not guaranteed that they are or will be legal, noting that there are currently about 900 rental carts.
   She didn't release the names of the holders of the three reserved concessions and Por Esto notes that if they are authorized, this would further increase the traffic disorder and vehicular oversaturation by this type of vehicle, which are considered disruptive to other drivers, in addition to increasing the problem of limited available parking.
    Regarding fines that have been imposed during SINTRA operations, she said they range from 10 to 400 Daily Minimum Wages, with the former being imposed on (public transport) vehicles (taxis) that are polarized (have overly tinted windows) and the highest fines are charged to private golf carts that are rented to tourists without any type of permit. (The DMW is 88 pesos / nearly $5 usd, so the maximum fine is nearly $2000 usd)
In the middle of low season
    At this time there are fewer tourists, and tourists with lower purchasing power take advantage of the reduced rates for hotel and transportation to enjoy a vacation, which helps support the economy of hotels and restaurants who feature affordable prices. September and October are considered the slowest months of the year for tourism, which routinely increases in November when visitors from the US and Canada begin arriving, fleeing the cold weather that is starting in their homelands.
    The weekends are busier than the weekdays. Some businesses close temporarily to save money or to do maintenance or renovations, and may re-open in mid-October, others will wait until November. This may leave some workers on vacation or between contracts, to be rehired in the upcoming season.
Electric company is trimming trees
  Pruning of the trees by the CFE (Federal Electrical Commission) is done routinely, but with more regularity during hurricane season. The work began last week and will include the entire island, along the streets and even over private properties in the colonias where the branches grow enough to touch the lines, which can cause risks of short circuiting to the occupants. The vegetation is taken to the Trash Transfer Facility where it is deposited in a special area, without being mixed in with other garbage.
There are no surveillance cameras at nearby businesses and the investigation continues.
      Regarding the allegations of hearing shots fired on Bravo street in the wee hours of Sunday morning, no casings were found, and after the initial investigation found no evidence, no case was opened.
Whale shark tour licensees propose June 1 - October 1 season
Náuticos proponen cambios. [+] Ver masFull article at this link
  Most of the information in this article has already been published. This season went from May 15-Sept. 17, and the change would be considered beneficial to the whale sharks, since there can be crowding by the boats in the early days of the season when there are fewer of the animals, as well as being beneficial to the local tourism industry in general.
     According to the objectives of the 2018  Management Plan, the goal is to limit the number of smaller boats with permits to a maximum of 120 at a time. The timeline for achieving this goal is 70% short term, 90% medium term, and 100% long term. This means allowing half of the 240 boats currently registered. Rather than reducing the number of permits by half, the capacity was limited by  imposing a day of rest alternating between half the boats, which will apply for 2019.
      This article also notes the construction of a banking branch of Banjercito, which began on Monday Sept. 17, within the Naval base facilities. It will be the third bank in town, with HSBC and Banamex.
 There are watches & warnings for Tropical Storm Kirk as it approaches the Windward Isles with winds of 45-50mph,  but it is expected to decrease into a remnant low pressure system by Friday or Saturday, as it moves north into the Caribbean sea to be rapidly weakened by shear conditions.
Here in the Yucatan, as you can see by the satellite picture, the rain is mostly to our south. Skies are currently getting bluer after a smattering of rain, and some thunder, just as many kids were getting to school around 7am. The photo is at ~8:30a from the North Beach webcam.
 Yesterday...
The remnants of Kirk have a medium chance for redevelopment into a tropical cyclone in the next 48 hours, so the Windward & Leeward islands are monitoring that, and then the system will move into an area of upper-level winds that are highly unfavorable for development, as it approaches the Caribbean sea.
