    City employees from two municipal departments have commented that the Navy previously offered more assistance and they would like to have more help with catching poachers at sea and during fishing tournaments when boats have problems.  It is alleged that the Navy didn't respond to a request for assistance near Isla Contoy National Park to evict poachers. It is also alleged that in the last fishing tournament there were two boats who had breakdowns at sea, who received assistance from nearby boats, while it is noted that at tournaments and yacht races in previous years the Navy offered more support.

  This information has been translated regarding restrictions on small boats affecting about 520 boats, including 320 tourism boats and about 200 fishing boats which must remain in port due to weather.  This includes the whale shark tours, and is causing heavy economic losses. The Harbor Master said the weather may not improve until Sunday, and when conditions return to normal, the port will be reopened for all types of boats.

Setbacks for proposed project

   The proposed plan to develop the airfield for executive flights from the southeastern United States could suffer a setback since private construction has resumed near the runway. The plan has been promoted by Enrique Lima Zuno, who hopes to reach an agreement with municipal authorities for the proposal.
   It has been more than five years since the proposal to rescue the airport was formally submitted to the federal government, who ordered a study which said there were concerns about the many houses that are beside the airfield, especially at the southern part. Private construction continues in that area, despite objections by some business organizations.
       This proposal by some of the entrepreneurs has apparently not received support from the municipal government, which has granted permission for two private construction projects near the airfield. The first was a year ago at the edge of the gas station, which was accused of alleged environmental damage, and the second was for construction north of the station, which began last week.
       The proposal involves extending the southern part of the runaway another 300 meters, so that the total runway would be 1500 meters long, which would allow it to accommodate planes with fifty seats. It would also allow promotion of flights from the southeastern United States,  to accompany the participants who come from Florida for the two regattas “Al Sol” and “Del Sol al Sol”.  Enrique Lima said the airfield has potential to benefit the local economy if it were renovated and modernized.
      There are less than 50 meters between the runway and the new construction, which would present an considerable obstacle to obtaining permission from Civil Aviation, since it would involve a great deal of risk. The Civil Aviation agency has reported that because of the presence of many homes beside the airfield, it fails to comply with international safety standards.

  The evening weather report by the SCT said they do not recommend boats go out to sea because of a high pressure system in combination with the entry of moist air from the Caribbean Sea. This increased the chance of cloudiness and lightning, with southeastern winds of 28 to 37 kph, and stronger gusts, with waves up to 2.1 meters. CONAGUA published satellite photos of the progress of the tropical wave in the central Caribbean, whose effects are expected to be felt in the state on Sunday.
      There were no tours to the whale shark areas, and the small boats were unable to take passengers out fishing, diving, and other activities, while the boats over 40 feet were able to go to Isla Contoy. Tourists on land were visiting the various attractions of the island, and the two main beaches. As of Monday, the fishermen will have been inactive for a week.

    Unofficial reports indicate that there have been two meetings since 2015 between executives of Telmex and directors of the Association of Small Hotels Fascinantes of Isla Mujeres (AHFIM) to discuss the problems of slow internet speeds. There were reports of saturation of the signal last summer, and although Telmex offered improvements at the end of last winter, there has been no significant improvement.
         At different times, Telmex company executives have said they will schedule the installation of a fiber optic network to resolve this problem. As things stand, the hoteliers are concerned that this winter there will be slow speeds and problems with the signal. Last month another meeting was scheduled between the Telmex executives and members of AHFIM to evaluate the issue and new announcements are expected regarding options to increase internet speed.

FNF plans protests against federal initiative

   Representatives of the FNF (National Front for Families) are planning to participate in a national march on Saturday, Sept. 10th at 5pm, down Rueda Medina, from the Fishermen's Monument and ending at the Town Hall. They are protesting a package of initiatives proposed by President Enrique Pena Nieto which they feel are harmful to families. They are a secular organization, who are inviting religious organizations to participate. They want hundreds of people to join in, and to wear white clothing.
      They object to  the bill before Congress which they say prohibits the definition of marriage as only being a union between a man and woman for the purpose of procreation. The bill also allows children to be adopted by same-sex couples, which they say violates the child's right to have a father and a mother. They also object to changing the Civil Code to make it easier to change personal identities on birth certificates, ID's, and passports.

Contaminated meat     
     Staff of a restaurant on Rueda Medina complained of alleged contamination of pork purchased at the supermercado, when they became sick after eating in the evening. A secretary at the CANACO office complained of the same problem. The reporter contacted the Community Hospital Director at 2pm who said they had not had any patients complaining of symptoms from eating pork. The allegedly contaminated meat supposedly came from a supplier in Yucatan, and COFEPRIS must confirm this with an investigation of the regional franchise of San Francisco de Asis.

Request for security cameras  
     Residents want Chedraui to install security cameras in the parking areas because there have been several cases of theft of belongings from vehicles. This could have a negative effect on the image of the island for tourism, if foreigners suffer this experience. Recently a resident had their belongings stolen and in the discussion on social networks there are requests for surveillance cameras at the main locations of the island, as was proposed several years ago by the municipal police. Hundreds expected to join religious procession

  More than 1300 Catholics are expected to join the procession of Our Lady of Charity from Isla Mujeres to Isla Contoy National Park on next Saturday, Sept. 10, departing at about 8am. This will be the 17th annual procession of the wooden icon donated by Cuba, which will remain in the fishing camp throughout lobster season.
      The Ultramar company will transport up to 200 people, and the Aldo boat company will take about 150 passengers, Javier Ayala will take 22, the Senors Jorge & Marcello will take 35 and 32 respectively, while Martin Trejo will transport 25 passengers, and there will be about 100 small boats of fishermen and lancheros participating.
      The estimate of over 1300 participants is based on last year, when 117 small and medium boats made the trip, according to an official. This tradition began in 1990, and involves enthusiastic participation by the families of the fishermen. The municipal department of Civil Protection provides safety and security, in coordination with the Catholic church and fishermen who organize the event.

     The victory of Mayor-elect Juan Carrillo on June 5th was confirmed unanimously by the federal court of the Sala Regional Xalapa del Tribunal Electoral del Poder Judicial de la Federación. He made a speech reaffirming his commitment to working in an honest and transparent manner for the residents of the municipality. He said, "We will continue to walk the streets and listen to the citizens. Together the residents and authorities will build the future of Isla Mujeres. Together we will make the municipality stronger, with a clean, renovated island, health services, and a better quality of life for the inhabitants."  
       He said the new municipal administration will begin on September 30 with a strong foundation in all areas of government; having analyzed the various projections to create an integrated municipal plan for the island and the Continental Zone. He said the transitional team continues to work in an atmosphere of respect and friendliness. He said he will continue to collect input from the citizens, with which they are building a project of inclusive government, whose focus will be on the welfare of both the island and the mainland.

   With less than one month remaining for his administration, the Mayor of Isla Mujeres, Agapito Magana Sanchez, said he will leave the City government in a good financial state, with no debt. He is ready to turn over the reins to the next administration and arrangements have been made to pay the debts for the first half of the month on the designated date and those for the second half of the month will be paid a few days earlier than the end of the month, to assure that all commitments to City employees are met.
          He said there is some income that will be received by the next administration, who will be responsible to provide continuity. This includes the provision of tap water and the registration of deeds in the Continental Zone, on the mainland at Rancho Viejo, where development is making important progress and there are several proposed settlements.
          He said the City has met its obligations and it is now up to the state and federal governments to provide titles to the properties. He said this will give a strong economic boost to the municipality, since the titled properties will double the number in the Deed Registry, which will mean the collection of more property taxes, and legal certainty for those mainland properties.

Our Lady of Charity Festival has begun

   On Wednesday night, the Festival for Our Lady of Charity began in the chapel of the same name (Virgen de la Caridad del Cobre), and the boat procession to Isla Contoy will take place on Saturday,  Sept. 10.  She is the patron saint of the fishermen and the wooden icon donated by Cuba in 1998 will be taken the 30 kilometers across the sea to be placed in the chapel at the fishermen's camp, where there will be a Mass.
        She will remain there throughout the lobster season and return to Isla Mujeres in early March. This will be the 17th annual procession and about 500 boats are expected to participate, departing at 8am and returning shortly after noon. The municipal authorities held a meeting to ensure there is adequate security, coordinated by Civil Protection.
     The icon was taken down from her niche on Tuesday, and a large number of Catholics formed procession in the streets of Miraflores, Canotal, and the colonias on Wednesday evening, including many men of the sea, both the fishermen and the tour operators, and their families. For this opening event, there was a Mass in the packed church, which included youth groups and women in colorful Mayan costumes, who sang to the Virgin, to Jesus Christ, and the Heavenly Father asking them to protect the men who earn their daily bread at sea.
           There will be activities every day, until her festival day on September 8th, and the festival is extended to Saturday, the 10th for the boat procession. There will be a Mass each evening at 7pm at the Caridad del Cobre chapel, and the celebration of Las Mañanitas will be held on the evening of September 7th, when there will be a Mass at 10pm. (Las Mañanitas is a birthday song, and the faithful traditionally sing it at Midnight as the Saint's Day begins.)


Small boats restricted to port by effects of "Hermine"

   The port remained closed for small boats due to effects of hurricane "Hermine" heading toward the coast of Florida on Thursday afternoon; therefore the SCT advised that small boats should not go out to sea along the coastal areas of Quintana Roo nor the Yucatan Channel. There were no tours to visit the whale shark viewing area, nor diving, nor sports fishing. The commercial fishermen could not go out to catch lobster or other seafood, however tours were allowed within the Bay to visit El Farito and the Sac Bajo area.
      There were some tourists brought over in medium sized boats from the Cancun Hotel Zone, Puerto Juarez, and Punta Sam, which added some economic activity to a day of slow sales, and a week of slow economic activity. The restrictions are expected to continue on Friday, according to the forecasts of the SCT and CONAGUA (National Water Commission)

   Now that low season has begun in Isla Mujeres, the occupancy rate is not bad, according to the municipal Department of Tourism, who report it is at 50 percent. The hotels are receiving reservations for the winter months, with positive expectations for that season, when large numbers of tourists visit from the United States, Canada, and Mexico. It is estimated that 80 percent of the clients come from the US and Canada, and the rest are mostly domestic tourists.
           Some hotels report that 60 to 70 percent of their rooms are reserved for high season, and they even have reservations for 10 to 20 percent of their rooms during September, October, and November, so these months are not expected to be as slow as previous years.However, those hotels who do not have an online presence expect lower occupancy during these three months, with their occupancy levels now averaging around 20 percent.
   There is a plan among the small hotels to standardize their quality of service and rate their rooms in categories, to be sold at good prices. This initiative began two years ago with the Association of Small Hotels Fascinantes of Isla Mujeres, who want to include about twenty properties in this plan.

The 9th annual Diabetes Clinic is November 3 in La Gloria. We are a team of nurses, social workers, EMT's and paramedics with a doctor for consultation of patients who need to be seen immediately. Please consider donating $50 which would buy 200 test strips, enough for one patient for a year. We also need donations of reading glasses, particularly the higher numbers. Many diabetics have vision problems too. We have a drop off location at Marina Paraiso Hotel or will pick up wherever you are!      The Mayor-elect of Isla Mujeres, Juan Carrillo Soberanis, met with the Commissioner of the Federal Police in Quintana Roo, Edith Araceli Navarro Rodriguez. They agreed upon issues enabling them to work together to maintain peace within the community once he becomes mayor. His election was confirmed by the federal election authorities of the Sala Xapala del Tribunal Electoral del Poder Judicial de la Federación.  
      The Mayor-elect and the Police Commissioner discussed topics including strategies to work together with the Division of Regional Security and Gendarmerie Intelligence  for the safety and security of tourists and island families.

CON EL LEMA “POR UNA ISLA SEGURA” SE REALIZÓ UNA JORNADA DE CAMBIO DE TANQUES DE GAS

  As a result of cooperation between the municipal Department of Civil Protection and the Z Gas Company, on Wednesday morning more than 170 families benefited from the Propane Gas Tank exchange, whose slogan is "For a Safe Island". This is an ongoing problem to exchange tanks that are damaged for tanks in optimal condition, and the next exchange is scheduled for November. The program aims to reduce the number of gas leaks in homes.

Investigation of "Mar Bella" boat

    Authorities with the three levels of government are investigating the case of the "Marbella" boat which has been selling food and alcohol at Playa Norte. Local entrepreneurs are questioning the legality of this business and alderman Victor Osorio reported that letters have been written to the Regional Harbor Master and the Department of Licensing and Liquor of Quintana Roo reporting this activity and requesting investigations regarding permits. The Councilman said they need precise information from the Harbor Master, and they want a prompt response. He showed a copy of the letter, which was dated Tuesday, to the office which is based in Puerto Juarez.
      The reply on Wednesday, from the Director of the Department of Licensing and Liquor of Quintana Roo, Alberto Rodriguez Mendez, stated: "I am reporting that I have been approached by entrepreneurs from Isla Mujeres to inform me that a boat named Marbella, registration number 2301586714-6,has been carrying out acts of commerce at sea in the water of the Bay of Isla Mujeres, in the area known as Playa Norte, as well as elsewhere in the Bay, usually while anchored, selling beer, wine, liquor, and food."  He said this activity strongly affects the entrepreneurs; therefore investigations will be carried to see if the boat has permissions to perform the activities that it is conducting. It is noted that this request is based on Article 8 of the Mexican Constitution.
    The alderman said the Harbor Master told them that letters had already been sent to other officials regarding this issue, including the Secretary of the Navy, COFEPRIS, and PROFEPA, regarding an investigation of the facts which were brought to attention of the Port Authorities by a group of businessman. The alderman said he will continue to insist that authorities act to stop this boat from providing food and beverage service at sea, and he alleges that it has a negative effect on the environment and endangers the health of people eating the food, which allegedly  is not prepared in hygienic conditions.

    The port remained closed for navigation by small boats on Wednesday and the afternoon weather forecast by the SCT predicted adverse conditions due to south-southeast winds at 30-40kph, with stronger gusts, affecting the coastal areas of Quintana Roo,, with stronger winds in the Yucatan Channel, due to effects of Tropical Storm "Hermine".
     Therefore whale shark licensees would not be offering tours on Thursday. TS Hermine is heading toward Florida, and topical storm warnings and a hurricane watch advisory have been issued for the western side of that state.
     In Isla Mujeres, the storm caused cloudy weather on Wednesday, for the second day, and there was some rain in the morning. (and more last night and this morning.) The rain did not affect traffic on Wednesday, and there was some puddling in the usual places. The three salina lakes have no problems with accumulation of water.

     The propane gas company, "Z Gas" are planning to resume the project to install a propane gas station near Punta Sur in 2017, to guarantee a constant supply for businesses and the general public. It will be located where their vehicles are currently kept on their property, and it is expected that the new state and local governments will present a proposal to install a new stationary pipe (or pipe station?  nueva pipa estacionaria) with a capacity of dozens of cubic meters, to meet the demand.
      It is noted that the old facility was closed more than a decade ago for failure to comply with safety standards, and the remains of the steel structure were removed due to corrosion. Currently the company delivers fuel to homes and businesses with same day requests, using three vehicles.
   More than 170 families benefited from the propane tank exchange, and the next one is planned for November. This was the fourth exchange event, and took place at the Blue Dome in La Gloria, where Z-Gas company representative, Laura Castillo was interviewed.
