     Personnel with the Naval Base (of the Fifth Region) located in Isla Mujeres, in coordination with Naval personnel (of the Ninth Region) based in Yucalpeten, Yucatan, carried out the transfer of three foreigners where were in a boat drifting 339 kilometers northeast of Puerto Progreso, Yucatan. Their boat, "Ocean III" was spotted without propulsion by the freighter "Caribe Mary", and the Naval coastal patrol boat "Democrata" was dispatched, which is attached to the Ninth Naval Region.They navigated to a meeting point and rescued the three men, of whom two were from Colombia and one was from Costa Rica. Extra personnel were available to provide medical care, offering nutrition and rehydration. When they arrived to the premises of the Ninth Naval Region, the three foreigners were handed over to authorities of the National Immigration Institute for the required legal procedures. The Navy conducted this rescue in compliance with its responsibilities to safeguard human lives at sea.

   A workshop was held by the CROC union as part of a national program, Cultura de la Prevención a las Adicciones, titled "Conflict Management in the Workplace". It was held yesterday afternoon as part of the "Eighth National Day for the Prevention of Addictions" and was attended by 120 union members who work at hotels and restaurants on the island. It took place at the CROC facility, starting at 6pm.
    Other topics were presented earlier in the year, and more are planned. The union also awarded scholarships and school supplies to children of the workers, which were provided by the companies which employ them.

Forming soccer teams for the 2016-2017 season
LANZAN CONVOCATORIA PARA FORMAR NUEVOS EQUIPOS DE FÚTBOL REPRESENTATIVOS DE ISLA MUJERES
  This is an invitation to citizen children who were born between 2001 and 2004 who would like try out to join a soccer team. They are invited to go to the soccer field in La Gloria between 4pm and 6pm. Pre-season practice began on Monday, Aug. 22 at the Posada Beach between 4:45 and 6:45pm.
       One team will be made up of athletes born in the years 2001 and 2002, and the other will consist of those born in  2003 and 2004. With support from the Mayor and the City Council, the Futbol Club Tiburoneros of Isla Mujeres is offering this opportunity to the young soccer players of the municipality.

We share the following notice of general interest.  Garrafon Park will be closed to the general public on Sunday, Sept. 4, due to a private use by a national agency. On Saturday, Sept. 3 it will be open as usual for the general public, and entrance will be free for islanders.

Verification of boundaries in Federal Zone dispute

   On Tuesday, personnel with SEMARNAT (Ministry of the Environment and Natural Resources) conducted verification work concerning boundaries of an area of the Federal Zone on North Beach, as part of a legal requirement for a criminal case over this disputed area.
        Concession DGZF-448102 was issued by SEMARNAT in 2002 regarding 2690 square meters of beach, to Carlos Raul Cervera Peraza, and was claimed by a company in partnership with former Mayor Jorge Cardenas Bazan. A year and a half ago, there was a violent occupation of the lot at night, causing destruction and burning of two palapas. This resulted in a loss of at least 650,000 pesos, which was reported by Sr. Cervera Peraza last June, following the arrest of one of those involved. Afew months later Sr. Cardenas was arrested at the International Airport in Cancun.
    There has been erosion in this area of beach, and the boundaries are being verified and corrected. Specialists with SEMARNAT and staff with PROFEPA (Federal Attorney for the Protection of the Environment) determined that the fence installed within the 20 meters of the Federal Zone must allow free passage of people.

 August 24   This article concerns the weather report for Wednesday evening and Thursday morning. At midday Thursday, the whale shark boats went out this morn, and some are returning now. There are no white caps and the blue skies are partly cloudy, with bright sunshine.
   It is noted that tourism has decreased, yet more than 50 boats arrived from various marinas and piers in the Cancun Hotel Zone, Puerto Juarez, and Punta Sam. Small boats were operating tours and taking visitors to swim with the whale sharks, and to visit Isla Contoy. On land, there were a good number of golf carts on the streets, and people in the streets and on the beaches, without incidents.

  A list of names is given of 30 citizens who have not claimed their voter registration cards, which is also being circulated on social media. If the cards are not claimed, they will be destroyed.
    The State Vectors Department is fumigating all the schools with the return of the students, in order to prevent the spread of mosquito borne diseases. It is recommended that teachers should help coordinate efforts to remove weeds and debris.
