Transparency: Priority of Agapito with urban development plan for Chacmuchuch Peninsula

ISLA MUJERES, 3 de febrero.-

   On Wednesday morning, the mayor Agapito Magana Sanchez chaired the Second Regular session of the Municipal Committee for Urban Development and Housing of Isla Mujeres, whose agenda is updating the Plan for Urban Development of the Chacmuchuch Peninsula, which was initiated on January 13th. The meeting was held at the municipal governmental building in Punta Sam to discuss the process of evaluation and legislation to facilitate the plan. 
     The director of Urban Development and Planning, Josué Villanueva Vargas, said each of the subsequent sessions will discuss each section of the plan, with the goal of having all the members of the committee participating, and therefore making amendments to the plan based on their opinions and observations. The Mayor said, "This is for the benefit of Isla Mujeres and the state, and it is important to have the participation of the members, and in this manner, have total transparency. Sr. Villanueva Vargas said there are five meetings scheduled and following those, public meetings in accordance with the legal requirements.
      Officials attending included  Raúl Omar González Castilla,  SEDATUR delegate in Quintana Roo; Sergio Vázquez, director of Estudios Urbanos Turísticos de SEDATUR; José Manuel Torres Muñoz,  CAPA delegate, and City Council members José Magaña Gaulé and Adriana Trejo González.  The third meeting is planned for February 17.

ISLA MUJERES, 3 de febrero.-
   The President of the Federation of Fishing Cooperatives of Quintana Roo, Baltazar Gomez Catzin, was visibly indignant when speaking about the need for increased surveillance after the recent thefts of motors from three boats. The most recent theft on Sunday also included the transmission, navigation system and other items.  
      Sr. Gomez Catzin said the fishermen are becoming outraged, and unfortunately nothing is known about the progress of the investigations, or if there are any suspects. He said the thefts will continue if nothing is done, and they should monitor the progress of the investigation by the Public Ministry. If a boat and motor are stolen, replacement would cost around 200,000 pesos, and to prevent such thefts may require the fishing and tourism cooperatives to hire security.

ISLA MUJERES, 3 de febrero.-
   
   Last year, the ship-school Classroom Under Sail arrived to the island on the morning of February 4th, and this year it arrived around noon on Wednesday, Feb. 3rd. The Harbor Master said it is expected to remain for about two weeks, before setting sail again. During that time, maintenance work is planned such as painting and sanitizing, trimming the sails, and going over the engines.  The crew said the ship has been coming to the isle for 52 consecutive years, or since 1964. The ship has young students on board, aged 14 to 18, who are high achievers in school. While sailing on the ship for several months, they learn basic sailing skills. 
   They sailed from Germany, then to Tenerife, before coming to the Caribbean, Panama, Cuba, and Isla Mujeres. When they depart from Isla Mujeres, they will go to the Bermudas before returning to Germany.  As in previous years, the ship is moored at the concrete pier of the Port Authority, next to the (car) ferry terminal.
 The ship is the "Thor Heyerdahl".

Second Regular Session of the Municipal Urban Development Committee held  

At this time, the municipal Department of Ecology is conducting a Campaign to Clean up the Wetlands as part of the commemoration of World Wetlands Day, with help from students, business groups, fishing cooperatives, and other volunteers.

Second meeting for analysis of the Urban Development Plan for Chacmuchuch Peninsula

   This article about an urban development planning meeting for the mainland part of the municipality has more information, in addition to that translated above, including input from the Isla Blanca Homeowners Association, and background about previous urban development planning documents and official designations, including being a PNA (Protected Natural Area) and wildlife refuge.

Port remains closed for small boats

   For the second day, southeastern winds caused the closure of the port for navigation by boats under 40 feet, with forecasts from SCT and SEMARNAT predicting the arrival of cold front #35, the ninth winter storm, on Thursday. In the morning, the winds were 25-28 kph on the island, the Harbor Master said the weather was much stronger out on the open water, and boats larger than 40 feet were advised to be cautious.
    Activities on the beach were not affected and a normal amount of visitors were observed. While the wind didn't affect Playa Norte, it had some effect on Playa Centro (Posada Beach), but with the arrival of cold front #35, expected on Thursday, this would be reversed. Both areas are experiencing erosion, and there are vast sandy areas shown on the Internet which don't currently exist, and could be recovered if the "whales/geotubes" were renovated, as has been requested by those in the tourism industry.
   Many people enjoyed the island in golf carts and visited sites where they could experience activities including: turtles at the Tortugranja, history at the Mundaca Hacienda, and touring around at Punta Sur and Sac Bajo. For those who came for two hours on the recreational boats, they had time to go shopping, before returning to Cancun.


Three cats died at veterinary facility

   Three cats died and three are under observation at a cat sanctuary located at a veterinary hospital, which appears to have been a result of bad cat food. At first it was thought someone had thrown contaminated food to the animals, whose sanctuary is located at the back of the veterinary hospital property, but the data and autopsies indicate that the cause appears to be contamination of the food that was given to them by the institution on the previous day. Personnel who opened the facility, which houses more than 60 stray cats, found the bodies of two female cats and one male cat. This was immediately reported to the Director of Ecology, Carlos Barranco.
     The sanctuary is enclosed by a two meter high fence, and was built with donations to rescue street cats. In the first two years of its operation, the hospital has received countless animals that were mistreated, and its staff has found and reported cases of violence against dogs and cats. Dr. Delfino Guevara's position has always been straightforward about the need to protect animals through education of every person who comes in for a consultation and information. He has used all means at his disposal toward this purpose, especially now that there are laws and regulations in this area. He advocates for enforcement by authorities. When he served temporarily on the staff at the high school, Colegio Bachilleres, he taught the students about the issues of animal abuse. He has made great efforts for fifteen years on this plan, with the support of many volunteers, over these many years. 


Consumer complaint over bills

     The son of César Peniche Escalante paid for two bills of the family for services of cable television and internet, but the cashier mistakenly applied both payments to one receipt, and in the end, the customer was charged a late payment fee. He says there were two errors, one on the part of his son and the other on the part of the cashier, and he showed the receipts to the reporter. He plans to bring the issue to the attention of the Human Rights Commission and the Consumer Protection Agency (PROFECO). He is seriously considering changing companies, and his family does not consider this service inexpensive.
Options
    Cablemas, which is now Izzi, has not improved their services, and there have been frequent complaints and service interruptions with the strong winds in recent weeks. There is also a problem with employees who receive low pay.
    Meanwhile, more "dishes" are seen on the roofs of houses around the island, especially red colored ones, whose clients say offer the best service and customer service. The hoteliers have complaints against Telmex because the company had promised to have high speed internet available via a fiber optic network in early 2016, for this high season, but that has not occurred.
