 The Mayor, Juan Carrillo Soberanis supports efforts to promote cultural events on the island, as well as providing a venue for local talent and promoting healthy recreation. Therefore, the Sunday night program on the Town Square, "Las Noches Magicas" will continue on a weekly basis, as it has during four consecutive weeks of this administration.
   It has featured the participation of about 250 artists, six local groups, seven groups invited from other places, three guests and a musical group, who have presented singing and dancing performances for the enjoyment of locals and visitors.
      The Mayor said, "With these activities we seek to encourage artistic and cultural activities, promoting local talent, and providing healthy family recreation that they can attend together." Residents are encouraged to attend the Sunday night programs on the Town Square at 8pm weekly.

   Staff with the municipal Tourism Department will be attending the major International Tourism Fairs, including those in Berlin and Madrid. During the next year they will be promoting the attractions of Isla Mujeres, including its beaches, swimming with the whale sharks, diving, and other ecotourism activities. A more aggressive approach is required to boost overnight tourism, especially in periods when many rooms are available, including August, September, and October. This plan will be endorsed by the OVC (Cancun Convention and Visitors Bureau, who manage the money collected by the 3% Hotel Tax (IAH). However, everything will depend on the budget available. The Tourism Department and many local entrepreneurs want the reinstatement of the Isla Mujeres Tourism Trust to manage the more than 10 million pesos that will be collected in 2017 (rather than the OVC).

  There have also been City Clean Up Brigades on the mainland part of the municipality at Punta Sam, to improve the urban image and reduce the risk of mosquito-borne diseases. In that area more than 1500 square meters of brush has been removed.
    During these programs the municipality has removed 22 tons of junk and trash from the streets, pruned ack more than 2000 square meters of brush, and responded to more than 40 resident requests for repairs to 20 street lights, painting curbs & sidewalks, as well as for cutting brush in various colonias. The Mayor, Juan Carrillo Soberanis, and the Director of Public Services, Jose Guadalupe Rios Chale, asked the residents to help keep the streets and neighborhoods clean, because we will be able to keep the municipality in good condition if we work together.

The Mayor, Juan Carrillo, expressed his support for the Isla Mujeres basketball team "Cahuameros" at a presentation Saturday morning, and said the Convention Center will be at their disposal for at least a week and a half. He congratulated the team and offered them the full support of the City.
Esta mañana se realizó la presentación del equipo de básquetbol de #IslaMujeres, "Cahuameros", en donde asistió el presidente municipal Juan Carrillo.
El edil reiteró su total apoyo hacia estos deportistas recalcando que el Centro de Convenciones estará disponible en por lo menos una semana y media para su disposición total.
Felicitó al equipo de básquetbol y recalcó que el Ayuntamiento de #IslaMujeres estará brindando su total apoyo.

   This is about a Navy boat, Patrol 1110, that went into the Canal (channel) at ~13-14 knots, where the speed limit is 4 knots, causing damage to various boats and to posts in different marinas. This was documented in photographs and videos, some of which can be seen at the link above.
       Normally, boats are cautious as they enter this lagoon area. The excessive speed of the Naval patrol created a large wake, which caused the damages. This occurred at 5:15 pm.  Some boats that were damaged when they slammed into the piers, and one suffered a broken hydraulic system.
     Those affected documented the damage and taking their complaints to the Harbor Master and the Navy. The witnesses said the patrol boat was not on an emergency, and after going several meters, it reduced its speed and left.

Removing trash from the Transfer Facility

  Although the larger vehicle ferry has not yet returned from receiving maintenance at the end of October as expected, progress has been made toward removing some of the backlog of trash that accumulated at the Transfer Facility. The Director of Public Services, Jose Rios Chale, said they have removed 30 percent and progress should increase next week with an evening crossing.
    He said their goal is to have the Trash Transfer Facility cleaned out before high season begins, and they plan to put a lawn at the front area of the building. The larger ferry is expected to return in upcoming days, but meanwhile they are giving space in the evening schedule for another trip by the big truck ('la gondola'), hauling over 30 tonnes of trash. With the arrival of the larger ferry, the process will accelerate and should be completed by December 15, and then the site won't have the bad odors that were an ongoing problem over the past five years.
   The last part of the article lists the new vehicles that are needed to be purchased to improve trash collection service. It also notes that attention has been given to public lighting problems, with progress of about 40 to 50 percent, as well as progress in cleaning pedestrian areas, and campaigns for trash removal.

  More tourists are visiting on the catamarans and other tour boats from the Cancun Hotel Zone, as well as more overnight tourists arriving from the US and Canada. Hotels are reporting good numbers of reservations for high season, when the daily number of passengers arriving at the Maritime terminal is expected to exceed 20,000. Of these, only about a third stay overnight on the island, and the majority are visiting for the day, according to previous data from the Port Authority and the Harbor Master.

9th Diabetic Clinic held

   About 130 patients participated in the 9th Diabetes Clinic on Wednesday morning at the Community Hospital, organized by the association “Club Pro-paciente Diabético Isla Mujeres, A. C.”, with the invaluable support of Karen Rosenberg and her husband Roy, who are social workers in the US who founded this effort, according to Geovany de la O, one of the activists for the program. Those participating included nurses, paramedics, and social workers, who are from Playa del Carmen, Isla Mujeres, Cancun, and the United States. They were assisted by administrators and staff at the Hospital.
     The volunteers administered glucose tests, provided free glucometers and supplies, as well as training in using the equipment and diabetic education. (and free reading glasses). This annual effort by this civil association is drawing attention and imitation from other groups who address the same problem, and Geovany de la O said, "We are very pleased that now some institutions are interested in following our model, because all our diabetic friends need support."
    Statistics
    According to the World Health Organization (WHO), the number of people with diabetes has increased from 108 million in 1980 to 422 million in 2014; the global prevalence of diabetes in adults (over 18 years) has increased from 4.7% to 8.5% in the same period. It has grown faster in countries of low and middle income.Diabetes is a major cause of blindness, kidney failure, myocardial infarction, stroke, and amputation of the lower limbs; it is estimated that in 2012 diabetes was the direct cause of 1.5 million deaths and 2.2 million deaths were attributable to hyperglycemia.Since 2000, diabetes mellitus in Mexico is the leading cause of death among women and the second among men. In 2010, this disease caused about 83,000 deaths in the country.


Authorities seek to raise awareness & reduce accidents

   Since the lauch of the breathalyzer program "Zero Alcohol" on October 28, the police have administered 45 tests, of which 35 were positive for alcohol. The goal of this program, which is in its second weekend, is to reduce the number of accidents and prevent situations that jeopardize people's safety, by insisting drivers do not drive under the influence of intoxicants and thereby risk their own lives and that of others. This operation will be ongoing on all weekends under this administration, since driving drunk and carelessness are the two main causes of accidents. Therefore decisive steps are being taken to reduce risk factors with the enforcement of current regulations and the use of the breathalyzer.
  The second part of this article is about the cleaning brigades, which has already been translated.


Scooter thrown in the sea

  The police rescued the red Honda scooter from the waters of the Caribbean Sea on Friday around noon, near the area of the municipal slaughterhouse. Four police officers rescued the vehicle which was presumably thrown their by thieves after they removed parts, including the headlight, the front cover of the 'faro', the battery and signals. Its front plastic fenders were broken, and there was brush in the back wheel, indicating it had fallen down the rocky slope before hitting the beach and landing in the water. After contact with the sea, its parts need to be washed  immediately, due to the risk of corrosion to its metal parts. The police took it to the impound yard to begin an investigation into finding the owner and those responsible for the alleged theft.
   This is not the first time motorcycles or scooters have been stolen while parked outside the owner's homes or in parking areas. It is said that some the thieves are specialists who know mechanics to 'activar' them or they put them inside closed vehicles to cross them over to Punta Sam, according to some who have been affected and not recovered their vehicle in recent years.
    There are about 1500 vehicles of this type on the island, and there are several dozen abandoned in the impound yard, whose owners never came to claim them, after they were impounded for irregularities or due to failure to follow traffic regulations.

It starts at 6p from the Cemetery (Hidalgo and Lopez Mateos) to the Casa Cultura where there will be a display of altars in the style of different regions of Mexico. The 9th annual Diabetes Clinic will be November 3rd in La Gloria. We are a team of nurses, social workers, EMT's and paramedics with a doctor for consultation of patients who need to be seen immediately. Please consider donating $50 which would buy 200 test strips, enough for one patient for a year. We also need donations of reading glasses, particularly the higher numbers. Many diabetics have vision problems too. We have a drop off location at Marina Paraiso Hotel or will pick up wherever you are!
