   The Director of Culture in Isla Mujeres, Ruben Perez Martin, said they are beginning preparations for the celebration of Carnaval in 2017, taking into account the amount of time that is required for the participants. He said later this month, they will announce information about the contest to chose the Kings and Queens, and now they are determining the best method to chose them. Options include having a contest between the troupes, or having those seeking the position to gather votes. Once they make the announcement, those who are interested can sign up at the Casa de la Cultura during office hours.
   It is noted that in previous years, some Dance Academies and other schools began activities and troupe rehearsals in December, well before the Carnaval festivities, and these activities should intensify in early January, 2017. In regard to these activities, the Cultural Director said they will issue an announcement for the contests of the comprasas (troupes) and of the costumes, among other activities, after the contest for the Kings and Queens.

   Residents in the downtown area are concerned about cracks have appeared in recent weeks in the pillars of the retaining wall which protects the downtown area from hurricanes.

  For the benefit of islander taxpayers, the City of Isla Mujeres will offer payment plans of three, six, or nine months without interest for property tax payments made with bank cards during Buen Fin, on Nov. 18-21. The City Treasurer, Adriana Martinez Galue, said the administration of Mayor Juan Carrillo Soberanis is aware of the need to streamline the procedures and services available from the Municipal Treasury, and has implemented various alternatives to help people catch up on tax payments. 
    The official reviewed the discounts being offered this month on fines and surcharges for property taxes and garbage collection services (the latter are only charged to businesses). He also invited residents to take advantage of the 50% reduction on Traffic fines, except those from the breathalyzer, and 30% discount on fines and procedures from the Department of Civil Protection, as well as documents from the office of Urban Development, all of which can be paid to the cashiers at the governmental offices in the Town Hall, and at Punta Sam and the Rancho Viejo Community Center.

  Citizen Forums will be held to discuss the Muncipal Development Plan for 2016-2018, with the first of ten forums being held at the dome of Colegio Bachilleres at 11am. Issues of concern revitalizing the tourism industry on the island as well as in the area of Punta Sam and Isla Blanca, addressing the need to follow up on infrastructure for water, sewage, and light services in the Continental Zone. And obviously the need to improve security and the image of this vacation destination.
   Citizens may submit their proposals for good governance in writing, in which they include aspects from the five guiding principles of government.

On Nov. 2, hundreds of residents have been invited to participate the silent parade, who will dress in traditional clothing or white, with Catrina makeup  as Catrinas vivientes..living Catrinas for the "Festival of the Living for the Dead". It starts at 6p from the Cemetery (Hidalgo and Lopez Mateos) to the Casa Cultura where there will be a display of altars in the style of different regions of Mexico.   Batik artist Sergio is a usual participant, along with Isla Brewery. Amar Peruvian restaurant set up tables at the last two fairs.
