Delays in mail delivery have become worse this year, affecting ~100 businesses who can be subject to fines when they do not receive official notifications in a timely manner, particularly the smaller businesses who do not use email.It is also noted that this presents a bad image to tourism.

Isla Mujeres celebrated its first year as a Pueblo Magico with a festival full of joy and color. There are currently only 111 towns in Mexico with Pueblo Magico status.

Mayor Agapito Magana Sanchez was cordially invited to attend the ceremony for the changing of command at the Fifth Naval Region, and it was also attended by Jesus Pool, representing the state government. The Naval undersecretary Marina Almirante Joaquín Zetina Angulo, turned the command over to Almirante Carlos Ortega Muñiz, who will replace Vicealmirante Luis Felipe López Castro.

Sept. 26 The SCT advised against small boats going to sea off the coast of Quintana Roo, including the Yucatan Channel, due to increasing winds in the afternoon, and expected this advisory to continue for Tuesday morning.
There is a system (Invest 97L) in the Atlantic with potential to develop into a hurricane that is being monitored. LINK.

This has similar information as the DQR article above regarding the protest. The Hospital Director, Pedro Zapata. explained that there was no negligence in the death of the child Mario M.T, who had a congenital problem with cerebral hypertension, and twice received a valve in a specialty hospital in Merida. The child was treated for a severe headache at the Community Hospital with a painkiller and returned home. Shortly thereafter he went into respiratory arrest, and the family returned to the hospital, where he was successfully resuscitated, and then transported to Cancun, where there are specialists. He was taken into surgery at the IMSS, and the medical team returned to the island, but the bad news came hours later. The official said he was given the necessary attention at the hospital and there was no negligence.

Sept 25 The number of boats at North Beach was less than usual amid cloudy skies, with no precipitation. During the day, before 5pm, there were fewer than a dozen boats anchored outside the buoys, and the number of swimmers did not exceed 300, according to estimates by the lifeguards and security personnel.
Playa Centro had a usual number of people enjoying its white sands, which was about the same number as in recent weeks, and is expected to remain the same on most Sundays until fall. There were slightly more people arriving on the car ferry from Punta Sam, compared to Saturday, and about the same number arriving from Puerto Juarez and the Hotel Zone.
The Tourist Police and Tourism Department said there were no incidents reported on Sunday. The merchants and those working on commissions reported that this is a difficult season for them and it has just begun. Taxi drivers had fewer passengers, but the golf cart rental agencies had rented out about 70 percent of their inventory. Many have intermediaries in Cancun.
The cooperatives that offer nautical tours in the Bay averaged only about two boats for each of the five cooperatives.
Feral cat population uncontrolled

While the stray dog population is under control in Isla Mujeres, this has not happened with the cats, of which 90 percent are feral. The vet Delfino Guevara has been conducting a control campaign over the past 16 years, and about 70 percent of the population has been sterilized. So far this year, his hospital has sterilized 122 cats, and there is a small group who regularly catch cats at various parts of the island and who plan to continue this sterilization work, but they are hoping for more help from the public and the government, to accelerate the process.
A level of control has been achieved downtown, but it is estimated that there are 300 feral cats in the colonias. It is estimated that for every cat that has been sterilized, there are two that have not. The hospital absorbs the full cost of the sterilization, and has dozens of cats available for adoption.
The young vet Rossely Gonzalez Gomez was interviewed on the occasion of the second anniversary of the hospital, which was financed with help from foreigners and Mexican volunteers. She is the 'right arm' and assistant Director, who ran the facility while Delfino Guevara was on vacation for the month of June. It seems he is planning to retire in two years, when she will take over full responsibility for the facility.
She said she is fascinated by the field of disease prevention in pets, and now they are given chemotherapy when they have cancer. Therefore, it is important that animals have regular check ups, which can extend their lives.
She said the biggest problems in the local dog population are experienced by the Chihuahuas, due to inbreeding which has brought about heart disease, and physical malformations. This crossing between siblings, parents, and cousins has made them prone to diseases due to impaired defenses, and they have reduced life spans. In some cases they do not survive six months. It is estimated that half the Chihuahuas on the island have this problem, therefore sterilization is important, as are controls by authorities. The vet recommended that owners take more responsibility to promote a healthy control of the problem.

The Virgin de la Caridad del Cobre is the patron saint of seamen and this icon from Cuba will remain in Isla Contoy throughout the lobster season, returning to Isla Mujeres in early March.

The 9th annual Diabetes Clinic will be November 3rd in La Gloria. We are a team of nurses, social workers, EMT's and paramedics with a doctor for consultation of patients who need to be seen immediately.
