     The Mayor-elect of Isla Mujeres, Juan Carrillo Soberanis, met with the Commissioner of the Federal Police in Quintana Roo, Edith Araceli Navarro Rodriguez. They agreed upon issues enabling them to work together to maintain peace within the community once he becomes mayor. His election was confirmed by the federal election authorities of the Sala Xapala del Tribunal Electoral del Poder Judicial de la Federación.  
      The Mayor-elect and the Police Commissioner discussed topics including strategies to work together with the Division of Regional Security and Gendarmerie Intelligence  for the safety and security of tourists and island families.

CON EL LEMA “POR UNA ISLA SEGURA” SE REALIZÓ UNA JORNADA DE CAMBIO DE TANQUES DE GAS

  As a result of cooperation between the municipal Department of Civil Protection and the Z Gas Company, on Wednesday morning more than 170 families benefited from the Propane Gas Tank exchange, whose slogan is "For a Safe Island". This is an ongoing problem to exchange tanks that are damaged for tanks in optimal condition, and the next exchange is scheduled for November. The program aims to reduce the number of gas leaks in homes.

Investigation of "Mar Bella" boat

    Authorities with the three levels of government are investigating the case of the "Marbella" boat which has been selling food and alcohol at Playa Norte. Local entrepreneurs are questioning the legality of this business and alderman Victor Osorio reported that letters have been written to the Regional Harbor Master and the Department of Licensing and Liquor of Quintana Roo reporting this activity and requesting investigations regarding permits. The Councilman said they need precise information from the Harbor Master, and they want a prompt response. He showed a copy of the letter, which was dated Tuesday, to the office which is based in Puerto Juarez.
      The reply on Wednesday, from the Director of the Department of Licensing and Liquor of Quintana Roo, Alberto Rodriguez Mendez, stated: "I am reporting that I have been approached by entrepreneurs from Isla Mujeres to inform me that a boat named Marbella, registration number 2301586714-6,has been carrying out acts of commerce at sea in the water of the Bay of Isla Mujeres, in the area known as Playa Norte, as well as elsewhere in the Bay, usually while anchored, selling beer, wine, liquor, and food."  He said this activity strongly affects the entrepreneurs; therefore investigations will be carried to see if the boat has permissions to perform the activities that it is conducting. It is noted that this request is based on Article 8 of the Mexican Constitution.
    The alderman said the Harbor Master told them that letters had already been sent to other officials regarding this issue, including the Secretary of the Navy, COFEPRIS, and PROFEPA, regarding an investigation of the facts which were brought to attention of the Port Authorities by a group of businessman. The alderman said he will continue to insist that authorities act to stop this boat from providing food and beverage service at sea, and he alleges that it has a negative effect on the environment and endangers the health of people eating the food, which allegedly  is not prepared in hygienic conditions.

    The port remained closed for navigation by small boats on Wednesday and the afternoon weather forecast by the SCT predicted adverse conditions due to south-southeast winds at 30-40kph, with stronger gusts, affecting the coastal areas of Quintana Roo,, with stronger winds in the Yucatan Channel, due to effects of Tropical Storm "Hermine".
     Therefore whale shark licensees would not be offering tours on Thursday. TS Hermine is heading toward Florida, and topical storm warnings and a hurricane watch advisory have been issued for the western side of that state.
     In Isla Mujeres, the storm caused cloudy weather on Wednesday, for the second day, and there was some rain in the morning. (and more last night and this morning.) The rain did not affect traffic on Wednesday, and there was some puddling in the usual places. The three salina lakes have no problems with accumulation of water.

     The propane gas company, "Z Gas" are planning to resume the project to install a propane gas station near Punta Sur in 2017, to guarantee a constant supply for businesses and the general public. It will be located where their vehicles are currently kept on their property, and it is expected that the new state and local governments will present a proposal to install a new stationary pipe (or pipe station?  nueva pipa estacionaria) with a capacity of dozens of cubic meters, to meet the demand.
      It is noted that the old facility was closed more than a decade ago for failure to comply with safety standards, and the remains of the steel structure were removed due to corrosion. Currently the company delivers fuel to homes and businesses with same day requests, using three vehicles.
   More than 170 families benefited from the propane tank exchange, and the next one is planned for November. This was the fourth exchange event, and took place at the Blue Dome in La Gloria, where Z-Gas company representative, Laura Castillo was interviewed.

The 9th annual Diabetes Clinic is November 3 in La Gloria. We are a team of nurses, social workers, EMT's and paramedics with a doctor for consultation of patients who need to be seen immediately. Please consider donating $50 which would buy 200 test strips, enough for one patient for a year. We also need donations of reading glasses, particularly the higher numbers.
