The Carnival is in town...over along the Caribbean Coastal Road, just south of the village (Salina Chica-Meteorologico).There's meteor showers going on between midnight & dawn that peak July 29th, but the almost full moon, a blue moon, is interfering. It's not really blue, that just means it's the second one this month. The turtles continue to be busy nesting on our beaches & still 'gettin busy' in the currents offshore from Punta Sur. The full moon will be rising over the Carribean at sunset on Friday, and about 45 mins later each night thereafter. Link to meteor info.

A Cuban boat landed Tuesday morning on the east coast near the FOVISSSTE apartments, and all of the occupants disappeared and authorities have not located them. Some residents of colonia La Gloria said they witnessed the landfall of the balseros around 10am, and estimated there were between seven and ten Cubans, who were helped by local fishermen when they were about 500 meters from shore, and then slipped away between the houses without being apprehended.
Personnel from the Navy and the municipal Police arrived at the scene, but only found the small ~20 foot long boat with containers that had been used to store diesel fuel, and clothing and food that had been left behind, since the approximately ten Cubans had escaped. The Harbor Master of Isla Mujeres, Ismael González Gil,was notified, but the Naval personnel were unable to find evidence of where the balseros had gone. The Harbor Master will begin the preparatory work to have the remains of the boat removed to prevent the fuel from being discharged into the Caribbean Sea.

On Tuesday morning the City of Isla Mujeres and the Universidad Politécnica of Quintana Roo, signed a collaboration agreement to provide higher education in the municipality. This took place at the Isla Mujeres governmental facility in Punta Sam where the document was signed by Mayor Agapito Magana Sanchez and the rector of the Polytechnic University, Jose Luis Pech Galera.
The agreement establishes the obligations and details for the collaboration between the City and the University to provide higher education within the municipality of Isla Mujeres. It is noted that the residents of Isla Mujeres requested that the Mayor provide a University to meet the needs of students who want to continue their education.
The University agreed to provide computers and office equipment, as well as personnel, while the City will be responsible for providing and setting up a space for the branch of the University, as well as paying for the water and electricity.
The Mayor gave assurances that there are students who need this, both on the island and the mainland. He said they will install an information booth in the Town Hall or at the Maritime Terminal.
Witnesses at the signing included: Local legislator for Distrito XIV Juan Luis Carrillo Soberanis; director general of the Colegio de Estudios Científicos & Tecnológicos, professor Eduardo José Patrón Azueta; el síndico municipal & secretario de la Comisión de Educación del Ayuntamiento, Fidel Villanueva Madrid and la directora municipal de educación, profesora Rocío Rodríguez, as well as other local officials.

Remember to take the necessary precautions during these hot days in order to avoid heat stress. The first poster says:Symptoms include headache, thirst, confusion, nausea, muscle cramps and lethargy.
The second poster says: Recommendations include avoiding strong sunlight and strenuous activity between the hours of 11a and 3p; to wear lightweight, light colored clothing with long sleeves, to wear sunscreen that is at least 30SPF, to drink abundant amounts of liquids such as juices, water, and ades; avoid street food, disinfect produce, and drink water that has been purified or clorinated.
The third poster recommends doing outdoor activities between 7am and 10am and limiting them when possible after that, and taking precautions, until 6pm and it explains the three degrees of burns.

The Fifth Naval Region, which is based in Isla Mujeres, is receiving a new Coastal Patrol ship "Uxmal" (PC-335), which was launched at a ceremony by the President, Enrique Pena Nieto, on Mach 19th. The welcoming ceremony will be held Friday, July 31, at 10am at the Naval dock in Isla Mujeres. -

The boat was about four meter long and about two meters wide, and was immediately abandoned, with clothing and drums that were presumably used for fuel and water. Officers of the municipal police arrived minutes later after they were alerted, but the Cubans had already escaped.
As of press time, the police confirmed that they did not know the whereabouts of the crew and did not know if any were women or minors. The boat, like most of its kind, was equipped with an old car engine, which was adapted to provide propulsion.

This has the same information as the other articles, noting that the landing area is in front of Julio Espinosa Sauri primary school, which was investigated by a patrol. Patrols searched the nearby rocky areas, green areas, streets, village of La Gloria, as well as watching the roads and the ferries, looking for people who may appear dehydrated or affected from spending many days at sea, and were continuing their efforts, with no results yet.

Throughout the month of July, overall average hotel occupancy did not exceed 59 percent. On Saturday occupancy was reported at 73 percent and on Sunday it dropped seven point to 66 percent.
Although occupancy did not increase as much as expected, during the days Isla Mujeres is a busy destination, with the full ferries, and sold out golf cart rental agencies, because of the strong demand created by the beaches which are free of seaweed, to the delight of swimmers. Visitors departing the boats are systematically harassed by the comisionistas of the tourism cooperatives who are eager to sell them a boat tour or a golf cart rental, or any other services the tourists may require. The streets are busy with shoppers and people heading to the beaches. (It says both Playa Norte and Playa Centro have been awarded the Blue Flag, but that international designation has been earned by the latter, while North Beach earned the national designation of the White Flag.)
The port was open for all types of navigation, with mild winds under 15kph, and a perfect day to enjoy the sun, sea, and sand. Most of the tourists are Mexicans, who enjoyed the lack of seaweed, as well as the general beauty, conversation, refreshing drinks, swimming, reading, and relaxing.

The report will soon be released from CONAPESCA, the National Fishing Commission, with the list of fishermen who will receive assistance for the purchase of boats or motors. The President of the Regional Federation of Fishing Cooperatives in the State, Baltazar Gomez Catzin, reminded them to begin gathering their 30% contribution.
He said that between the various cooperatives, there were 80 requests for engines, whose total cost is between 55,000 and 60,000 pesos; and there were 45 requests for boats, of 25 feet, which cost between 12,000 and 15,000 pesos. By law, those who are beneficiaries of a boat or a motor, can also have it equipped with satellite equipment or a telephone, and all can have a cooler.
These items also have a cost to the fishermen, with the government paying four thousand pesos, and the beneficiary paying the remainder. He said there are fishermen who need the satellite equipment to identify fishing grounds, while others are more interested in having a good radio for any situation that may arise.
He said it is important that they begin to gather their contributions so they have the money ready, because it would be a shame to wait so long for nothing. In response to a direct question, he said it is unknown whether all the fishermen who submitted applications will be approved, and they are waiting to see the list.
