The vehicle/cargo ferry "Sergio Gracia Aguilar" was out of service today and it is expected that in five or six days it will restart operations on the Isla Mujeres-Punta Sam route. When its painting and maintenance are completed, the other vehicle/cargo ferry "Isla Mujeres" will receive the same attention. The company is taking advantage of low season to do this work and so they will be in optimal condition for the Christmas and New Year holidays.
   During the maintenance period, they will run the Saturday schedule which is as follows:

With the three levels of government working together, we will manage resources for more public works and programs that will benefit the families of Isla Mujeres in 2018.
     Mayor Juan Carrillo Soberanis attended the "Second Meeting between Municipal Presidents 2016-2018 and Federal Delegates of the State of Quintana Roo", held in the city of Cancun. The meeting was coordinated by the delegate of the Ministry of the Interior (Segob) Leopoldo Proal Bustos, and it addressed various issues such as the management of more resources to improve municipalities.
   The Mayor said, "With the support of federal agencies we have consolidated increased and improved public works for the islanders. Providing greater well-being for everyone is our priority, and we will maintain collaboration among the three levels of government to continue delivering results."

 Municipal Hanal Pixan Altar Competition 2017 Sunday Nov. 5 at 7pm on the Town Square
 Registration is now open and closes November 3. The competition is open to organizations, groups of friends, families or individuals who are residents of Isla Mujeres and governmental groups may not participate. The groups will name an adult as their representative and the documents required are listed. The contest will take place Sunday, Nov. 5 on the Town Square at 7pm. The aspects to be judged include: Assembly/MONTAJE: The Hanal Pixan Altar as a whole, and RESEARCH: The explanation of the elements and their significance, not to exceed three minutes. There is a logistical explanation and clean up is required. There are surprise prizes for the first three places and certificates for all participants. The judges will be knowledgeable about the material, impartial, and their decisions can't be appealed. Any issues not determined in these rules will be resolved by the Institute of Culture and Art.

   Oct. 26    This morning Isla Mujeres Harbor Master, Ismael Gonzalez Gil said the "Floating House" anchored in the bay of Isla Mujeres will have to be dismantled, and that he has already notified its owner. The Harbor Master said that the floating structure, which was built in 2008, does not have permits, which have been requested for years from the corresponding authorities. 
    He said the owner has been notified about the detachment (it came loose from it's mooring a month ago and drifted to a beach on Sac Bajo) and the damage caused, which has generated complaints from the nautical community, and made known in the media.
        The Harbor Master said, "The owner is aware of the damage suffered by the structure and agrees to begin dismantling it soon." He also said that the owner is aware that permits will not be issued and for this reason it needs to be dismantled before causing more damage that it already is. The Harbor Master said if the owner ignores this request, they will have to proceed with the appropriate fines or penalties.
      Councilman
Sebastián Escobedo Jiménez said this issue will be discussed during the Council meeting scheduled for tonight (Thursday evening).  He said,  "I will propose that letters (official statements) be issued on the subject. This place went from being a tourist attraction to a social problem, in addition to the complaints that exist from the neighbors."

      The alderman said there has been a lack of maintenance for this project that began as an innovation and now presents a latent risk. He added, "Fortunately, we have not had a hurricane, because if one were to hit us, all that PET plastic would end up at the bottom of the sea or in the "plastas" of the Island."

Cemeteries infested with mosquitoes

 In the two municipal cemeteries, personnel with the Vectors agency detected mosquito larvae in the vases during an inspection on Wednesday, therefore residents are asked not to put water in the containers but rather to use sand and artificial flowers or to plant ornamental plants. The Vectors department is planning to put chemicals in the vases to prevent mosquitoes which can cause diseases such as Dengue, Zika, and Chikungunya. These are part of the preparations for Dia de los Muertos to ensure the safety of the families who will be visiting the cemeteries next week.

  The Public Services Department has been cleaning up the two cemeteries on the island and the one on the mainland, to have them in good condition. They are planning to finish by Friday, in anticipation of the arrival of people starting on Tuesday, to give life to this old  Mexican tradition of visiting the tombs on the Day of the Dead and remembering those who have left this life.
     It is noted that there are some graves that aren't tended and lack paint and have weeds, and there is some undergrowth in the northeast corner, where they haven't cleaned yet. There is also some concern about a crack in the wall that could fall toward Hidalgo avenue, and it is recalled that a section fell last year onto the sidewalk at Adolfo Lopez Mateos street.

For the North Atlantic...Caribbean Sea and the Gulf of Mexico:

1. Shower and thunderstorm activity has increased and become more
concentrated in association with a trough of low pressure over the
northwestern Caribbean Sea.  Environmental conditions are expected
to be conducive for development today and Saturday, and a tropical
depression could form as the system moves northward over the
northwestern Caribbean Sea.  Increasing upper-level winds will make
conditions less favorable when the system moves north of Cuba and
merges with a cold front on Sunday.  Interests in the Cayman Islands
and central and western Cuba should monitor the progress of this
system.  Regardless of development, this disturbance is expected to
produce locally heavy rainfall over the Cayman Islands, Jamaica,
and portions of Cuba during the next day or two.  These rains are
forecast to spread northward across portions of South Florida and
the Keys on Saturday, and over the northwestern Bahamas Saturday
night and Sunday.  An Air Force Reserve reconnaissance aircraft is
scheduled to investigate this system this afternoon, if necessary.

At this time of year, Mexican families remember & celebrate their departed relatives. Hanal Pixan is the name of the Mayan celebration. Altars are made with photos of the deceased, where offerings of favorite foods and items are placed, copal incense is burned, and marigold flower petals are often used. There's usually an altar in the Town Hall, there will be a display of altars representing different of Mexico at the Casa de la Cultura, and a competition on the Town Square.
        All Saints Day & All Souls Day, Nov. 1 & 2, are the Dias de los Muertos...one for children, one for adults, when families visit graves & clean & decorate them. On the island, these are private moments in the cemeteries, not public celebrations like in many parts of Mexico.
Try some seasonal Pibi Pollo tamales & Pan de los Muertos pastry.
  
Thursday, Nov. 2 The silent procession for Dia de los Muertos "Festival de las Animas 2017" will take place at 6pm starting at Hidalgo Ave. next to the Cemetery, walking up Hidalgo to the Town Square and returning down Guerrero to the Casa de la Cultura where there will be a contest of Catrinas, examples of altars from different states in Mexico, and a Tzompantli (The internet says that is an altar built by some pre-Columbian cultures of ancient Mexico, with the base decorated with skulls carved in stone and stakes in the upper area to string the head of the sacrificed.) The altars represent the states of Querétaro, Nayarit, Michoacán, Chihuahua, and the state of Mexico. Hosted by Jean Piaget school  Photos from last year's event by Tony Garcia
