Although the delivery of the whale shark permits was scheduled for May 15, it has been delayed. An official with the Harbor Master's office said boats caught doing this activity without the appropriate permit could be subject to severe sanctions, and personnel from the Navy are already conducting inspections and some boats have been reviewed. The permits are issued by the National Commission for Natural Protected Areas (Conanp) and the Wildlife Department (DGVS).

JUAN CARRILLO SOBERANIS CONTINUES WORKING FOR THE YOUNG PEOPLE OF ISLA MUJERES
The Mayor signed an agreement for a private initiative providing discount cards to young people under the slogen "Futuro Joven". These cards will enable young people to purchase goods and consume products from local businesses at more affordable prices. The Mayor spoke about the City's commitment to the youth of the island, noting we live in difficult times, and one of our most important tasks in changing the world is to create good citizens through a system of social support. He acknowledged the work of the municipal Institute of Youth and the Director of the that agency, Oswaldo Gonzalez Barredo, thanked the Mayor for his support.
Participants in the Futuro Joven program include the papelería “Romero”; the café “Violeta”; “Gym Tonic” gym; “Luxury Car Rental” and “Luxury Beach”; “Tonichos”; “Fitness & Nutrition Isla Mujeres” and “Wall’s Barber Shop”. Names are given of officials who attended.
CONTINUED ACTIONS AGAINST VIOLENCE TOWARD WOMEN
A conference was held titled "The Different Types of Violence against Women".
The talk was given by Ricardo Ruiz Carbonell, and names of officials who attended are given, some of whom are quoted commenting about the importance of efforts such as this to reduce and prevent violence against women and girls, and the importance of putting prevention into practice.
Second National Health Week in Isla Mujeres: "Route to Health" / Ruta de la Salud
During the Second National Health Week the municipal Health Department has administered 102 HPV vaccines and approximately 50 pap smears. Isla Mujeres Health Coordinator Ada Lara Fabián explained that this National Health week focuses on the administration of the human papillomavirus (HPV) vaccines, completing vaccination schedules, and the prevention breast and cervical cancer.
She said, "This is the first time that a campaign of this type is being carried out in the municipality, and we are very grateful for the support of the municipal president, Juan Carrillo Soberanis, to be able to carry out this campaign and help more islanders to prevent cervical cancer,"
HPV or human papillomavirus is a group of more than 150 viruses, of which approximately 35 are associated with both benign and malignant (cancer) lesions, but as a preventive measure it is recommended to administer the HPV vaccine in two doses to girls 9 to 12 years old
MAYOR JUAN CARRILLO IS COMMITTED TO SECURITY FOR ISLANDERS
Eight fully equipped patrol cars were delivered to the Public Security and Municipal Transit Authority by municipal and state officials, including Juan Carrillo Soberanis, the governor of the state, Carlos Joaquín González, and the federal legislator for Quintana Roo, Jose Luis "Chanito" Toledo Medina, in compliance with the commitment to provide greater security to the island's citizens.
The Mayor noted the crime rates in Isla Mujeres are below the national average, and said, "There is a challenge to improve security, and these patrols cars will increase surveillance of the streets, houses, parks, schools, and workplaces of the Island and the Continental Zone." The Mayor thanked the Governor for his support and the Police Chief, Jaime Ongay Ortiz, thanked the Mayor for his work to improve order and social peace in Isla Mujeres.
Thanks to the work done by the municipal government, since the beginning of the current administration the number of active officers that make up the police force has increased from 72 to 200 ─ previously trained -, the communication system has been renewed, including 15 'Matra" radios and 10 portable radios, to facilitate faster and more accurate emergency responses.
In addition, as of October 16, the Public Security and Municipal Transit Authority had 6 patrol vehicles and 8 motorcycles, and under the administration led by the mayor, Juan Carrillo Soberanis, this has beeb increased to 20 fully equipped patrol vehicles and 12 motorcycles.
Timely response from City to citizen requests
The Mayor issued instructions to provide maintenance to the Bicentennial Dome in colonia La Gloria, and a tour was made by the Directors of the municipal departments of Public Works and Civil Protection. Today city workers began removing the loose canvas, and they will continue working to dismantle all the structures that are in poor condition. The public is asked to respect the signs and stay away from the done, to avoid and accidents while it is undergoing maintenance.
MARCH AND CONFERENCE ON LUPUS TAKES PLACE IN ISLA MUJERES
As part of the commemoration of the International Day of Lupus, which was May 10, the Municipality of Isla Mujeres, headed by the municipal president, Juan Carrillo Soberanis, through the Municipal System for Integral Development of the Family (DIF) , chaired by honorary president Mrs. Paola Orrico de Carrillo, conducted a march for the occasion of the conference "What is lupus?". This conference was given by the president of the Lupus Hope Life Foundation EAS AC, of Puebla, Elizabeth Alonso Soto.
At the event, Ms. Alonso Soto spoke about the interest of municipal authorities in joining the fight against lupus, a disease that mainly affects women; for every 10 cases, only one male is affected. In addition to being a chronic autoimmune disease, it can damage any part of the body (skin, joints, organs and tissues).
The president of the aforementioned foundation explained that the conference was held with the objective of raising public awareness about this terrible disease which afflicts more people. She explained some of the warning symptoms, which include: hair loss, redness on the face that forms a butterfly, dizziness, unexplained fainting, thrush, joint pain and bruising.
Hilda Christina Gómez Ávila, Director General of the DIF Isla Mujeres, commented that this is the first time that an administration has carried out activities to commemorate this important international date, and thanked the mayor, Juan Carrillo Soberanis, and his wife, Mrs. Paola Orrico de Carrillo, for their support with carrying out the walk and the conference, which will undoubtedly provide very relevant information to the inhabitants of the island.
At the end of the conference, authorities and citizens in general witnessed the lighting of purple lights on the outside of the Municipal Palace/Town Hall, to commemorate the month of lupus awareness. Names are given of officials and others who participated.
CONFIRM DATE OF FISHING TOURNAMENT
The City of Isla Mujeres, headed by the municipal president, Juan Carrillo Soberanis, confirmed that the International Fishing Tournament "Cosme Alberto Martinez Magaña" will be held the weekend of June 3 and 4. The date change was necessary because weather caused the closure of the port for small boats on Friday evening, which continued all weekend.
The Director General of Economic Development, Leonel Povedano Castillo, said, "We are grateful for the great support that the Fishing Committees of Mahahual and Cozumel provided to us in order to be able to hold the tournament as soon as possible, because changes had to be made in the dates of their tournaments." This change affected the Mahahual tournament "Dorado de Playa" and the Cozumel tournament, "Bernardo Alonso Canto".
The municipal government of Isla Mujeres invites fishing enthusiasts and the general public to participate in the traditional International Fishing Tournament "Cosme Alberto Martínez Magaña" and said registration will remain open until the beginning of the competition.

- After an investment of just over 700,000 pesos, the Maritime Ambulance, which is under the responsibility and protection of the Integral Port Administration of Quintana Roo (Apiqroo), has returned to service. The work was concluded on Friday and the ambulance began operating on Saturday, carrying out several transfers.
The ambulance began operations with the change of administrations, however a few months later problems were detected with the two Mercury engines, which have been replaced with two new powerful Yamaha motors.
The Director of APIQRoo, Alicia Ricalde Magana, explained that while the motors were being adapted in Isla Mujeres by qualified personnel for several days, emergency transfer services were available through a private individual, to ensure the commitment was maintained that was made by the Governor. She said these transport services are coordinated at the request of the Community Hospital and the boat can sail as long as weather conditions allow.
Another ferry company is interested in the Puerto Juarez-Isla Mujeres route

On Monday, the director of the Port Authority of Quintana Roo (Apiqroo), Alicia Ricalde Magaña that there is a third ferry company that would be interested in the route between Isla Mujeres and Puerto Juarez. However, the General Directorate of Ports has not officially signed off on the work (done on the pier.). Ms Ricalde said there is a good chance for this company, who are already familiar with these ports, and have their own fleet. It is the company Naviera Integral (Navinsa), owned by the magnate Juan Pablo Vega Arriaga.
Ms. Ricalde said she is trying to expedite the official delivery of the pier so the tests can be started that are required for the interested companies. The route is currently served by 'Ultramar" and the other interested companies are "Barcos Caribe", "Marinsa" and now "Navisa".
It is hoped that the pier will be officially released next month and then the docking tests can begin, and it is probable that a second company will service the route by the upcoming vacation season of July and August.

The Governor of the State, Carlos Joaquín González said that in less than two months changes and improvements will begin within the Community Hospital of Isla Mujeres, because they will provide more equipment and medical specialists via the Seguro Popular insurance program the Popular Insurance will seek to provide more equipment and medical specialists. The Governor acknowledged this demand of the inhabitants of Isla Mujeres, who sent a letter last September requesting better services, medical care, and qualified personnel to operate the equipment that exists inside the hospital.
He said, "We started proceedings with Seguro Popular yesterday and we hope that in less than two months we can have the whole hospital equipped, and get it going!" It is noted that the issue of health care in Isla Mujeres has been an urgent concern and need for several years, because even after the new hospital was inaugurated, complaints continued due to the lack of specialists and qualified personnel to operate the new equipment.

The Moto Club Evolución Fz (formerly Community Fz), held a day of collection of bottle caps (tapitas plasticas) in support of the Aitana Foundation, who work on behalf of children with cancer.A collection table was set up for 3 consecutive weekends in the colonia La Gloria park, where there was a very good response from the island community. In addition they installed collection buckets in various schools, including kindergartens, primary schools, and private schools, as well as in private institutions.
It should be noted that this Motoclub has always been characterized by its social work and support to the community in various situations. These tapitas will be sold by the Aitana Foundation and the proceeds of the sales will be used to obtain medicines and chemotherpy treatments, which are required to fight this disease.
They thanked everyone in the community who participated in this campaign, the directors and teachers of the middle school, the various kindergartens, El Trenecito nursery school, as well as the private institutions who supported the cause, including the Union of Taxi drivers, the Paletería Tuggy, and the Tortugranja, among others. They said that with the help of all of them and the community, they have collected 31,501 tapitas.
They invited everyone to continue collecting the bottletops and said this will be an ongoing campaign with collection tables at the La Gloria park every two months.

Electrical power was restored shortly after noon in Isla Mujeres (It went out around 11am), and most of the Yucatan peninsula was also affected. In a statement, the CFE, (Federal Electrical Commission) confirmed that 1.7 million customers were affected, mainly from the states of Campeche, Tabasco and Quintana Roo, however, service has been more than 90 percent restored. Some islanders were concerned during the power interruption, recalling the outage which lasted more than 12 hours in January. However, all services were back to normal shortly after noon, including the banks and gas stations.

May 23 The rescued dolphin has been named "Paki" after a total of 80 people voted in response to an invitation issued by Dolphin Discovery, on May 18th via social networks. The invitation to vote included a video showing the work and attention that the dolphin has received at the Tortugranja since he was rescued on May 2nd. The choice for names were “Isleño”, “Itzae”, “Paal Yaax” and “Paki”.
Last week the chief veterinarian for Dolphin Discovery, Roberto Sanchez Okrucry, said the dolphin is small, and they are concerned about his weight, but he is eating on his own. He is gaining weight and recovering from an infection, which had him on the verge of death. The vet said he is recovering well and needs to gain weight in order to be released.

Increased risk of salmonella during heat wave

. - Dr. Miguel Ángel García Albarran, director of the Isla Mujeres integral hospital, explained that in order to avoid the spread of gastrointestinal diseases, it is necessary to try to practice hand washing and maintain hygiene in the preparation of food.
He said, "So far we have not had any cases of serious gastrointestinal diseases such as Salmonellosis, possibly because we are just beginning the season of hot weather, however we cannot ignore that they occur, so it is important to be insistent about taking care when handling food and with personal hygiene."
He said that the Isla Mujeres Community Hospital offers a workshop on how and when to wash hands, including the proper technique. He said the most common gastrointestinal disease during the hot season is Salmonellosis, which is why it is important to pay close attention to the quality of food, the preparation of the foods, verify where we eat, and stay hydrated. May 24 In honor of Navy day, a six-kilometer race will be held this Sunday for men and women along the Rueda Medina malecon. It will begin at 7am at the Monument to the Fishermen and they will return to the finish line by the Naval base. Winners in both categories will receive prizes including gifts and lodging packages from local businesses. Participation awards will be given to the first 100 who register for the competition.
Also in honor of Navy Day, there will be a three-way soccer competition, (un triangular de futbol), between teams from the Naval base, the Harbor Master's office, and a team of Isla Mujeres veterans, which will begin on Friday and continue on Saturday, with prizes awarded on Sunday.

The Director of Sports, Natanael Gallegos Salinas, said the Bicentennial Dome will need a complete renovation, because it is not possible to save the entire steel structure, which was not given maintenance in the past eight years. He did not know the how much the renovation will cost,but estimates it will be at least 4 to 5 million pesos. He said there is advanced deterioration from the salt, and it would not be able to withstand the winds over time, therefore they decided to throw that all away. The bidding process to completely renovate this dome has begun.
Last month, the strong winds began to tear away the canvas roof, which also had not been renewed in a timely manner, and part of it fell with the strong south-southeast winds, so the area was closed to avoid any accidents.
He said the work to demolish the entire roof structure will take place in early June, and a new one will be installed, and the structure should be back in operation in the fall, for the hundreds of young people who practice there, as well as the large events that are held there.
Sr Gallegos said that the sports areas are in need of constant maintenance,because of their proximity to the sea which destroys the steel. Currently two sports areas are undergoing renovations, the downtown basketball court "Jose del Carmen Pastrana" and the rapid soccer field in colonia Salina.

May 23 There was an interruption in electrical service for nearly two hours on Tuesday at 11am, which the CFE (Federal Electrical Commission) said was caused by a interruption in the transmission line of the "Grijalva" hydroelectric complex (Chicoasén, Peñitas, Angostura) which supplies the states of Chiapas, Tabasco, Campeche, Yucatan and Quintana Roo, causing a widespread power outage in practically all the Yucatán Peninsula and two states of the Southeast.

There are only three people to monitor the sea turtle nesting areas on more than 20 beaches and protect their eggs from predators or poachers. Fortunately, the season has barely begun and so far only four nests of eggs have been transferred to the Tortugranja. The Mayor was asked about this and said there will be more staff no later than next week because they are hiring people who are interested in participating in the Temporary Employment Program, which is focused on the rescue of the eggs of turtles who nest in Isla Mujeres during the upcoming months.
The port remained closed to boats under forty feet due to high waves at sea, and the Harbor Master allowed the cooperatives to offer their tours to El Farito, within the Bahia de Mujeres.

Hotel occupancy rates in small hotels are down to 10 to 15 percent, while the medium to large hotels have rates of up to 30 percent, while the large franchise hotels by Punta Sam have much better statistics.
As of Monday, the Hotel Berny had five occupied rooms of a total of 34, with reservations in July for ten percent, and no reservations for August. Some hotels take advantage of this time for remodeling, the the Hotel Berny is renovating eight rooms to have a total of 42, and they may have 100 ready by the winter season.
The Vistalmar on the Rueda Medina malecon has temporarily closed its 36 rooms, apparently for renovations after its sale to a foreign firms, with rumors that it could undergo demolition to be replaced by a luxurious five-star property.
Other hotels, such as the Caracol, say they expect low occupancy to continue until November, except it should improve a little during the summer vacation period. A hotel manager complained that although whale shark tour season is starting at any time now, the tourists in Cancun and the Riviera Maya are mostly targeted and he wants better and increased promotion for this destination.

- The Catholic music group "Alfareros", from the Dominican Republic, captivated the people of Isla Mujeres at the closure of the celebration of 500 years since the arrival of faith in this municipality, and the Town Square was filled with more than two thousand attendees. The concert began at 8:30pm on Saturday, and people were dancing in the Town Square, and some even cried in response to the emotional singing and prayers.

- The organizing committee of the 14th International Fisheries Tournament "Cosme Alberto Martínez Magaña" confirmed the event will take place on June 3 and 4, after weather caused a suspension of the tournament this past weekend. The port was closed for navigation by small boats on Friday, May 19, at 8pm.
The Director General of Economic Development, Leonel Povedano Castillo, thanked the Fishing Tournament Committees of Majahual, "Dorado de Playa", and and of Cozumel, "Bernardo Alonso Canto", for their support and cooperation with rescheduling their tournaments. May 22 Tourism activity is decreased with fewer visitors arriving by ferry, fewer sales in the stores, and fewer rentals at the golf cart agencies. Merchants indicate that sales have fallen by 20 percent.
There is now new information about the ferry company from Ciudad del Carmen, who expressed interest before Easter, and an executive blamed the APIQRoo director, Alicia Ricalde for putting obstacles in their way. The ferry company Barcos Caribe has also expressed interest in the route, but there are allegations about their executives being under investigation for alleged money laundering, in association with the former Governor.

Wednesday, May 3 and Thursday, May 4, the Eta Aquarid meteor shower can be seen, but it peaks in the predawn hours of Friday and Saturday. It is caused by debris from Halley's Comet. The most meteors can be seen during the hours before 5a, when dawn starts (After moonset which is 1:33a on Wed, 2:18a on Thur., 3:00a on Fri, and 3:49 on Sat).
