JUAN CARRILLO SOBERANIS CONTINUES TO WORK TO IMPROVE PUBLIC SPACES
The City of Isla Mujeres initiated the rehabilitation of the rapid soccer field "Cancha Comex" in colonia Salina Chica with federal financial assistance. The Mayor, Juan Carrillo Soberanis, thanked the federal government for the funds and spoke about his commitment to improving the public spaces and sports facilities for the benefit of islanders.
This work, which is being done with an investment of 1.3 million pesos from FORTAMUN (Contribution Fund for Strengthening Municipalities), began on May 16 and is expected to be completed by the end of June.
ISLA MUJERES FISHING TOURNAMENT POSTPONED
The Municipality of Isla Mujeres, headed by the municipal president, Juan Carrillo Soberanis, following the recommendations provided by the Harbor Master, and postponed the International Fishing Tournament "Cosme Alberto Martinez Magaña".
The Municipal Fishing Committee reported that due to poor weather conditions caused by strong winds of up to 40 kilometers per hour from the southeast, and in consideration of the safety of the captains, crews and boats, the decision was made to reschedule the tournament.
The port was closed for navigation by small boats on Friday, May 19 at 8pm, and this restriction continues today, Sunday, May 21. Therefore, the municipal government issued instructions to tentatively change the date of the tournament to June 3 and 4.
The Director General of Economic Development, Leonel Povedano Castillo, announced that the change of date will depend on the opening of other tournaments scheduled for those days, as they are scheduled and would have to be rescheduled.
The City of Isla Mujeres made this decision to prevent any type of accident that could put the participants of the tournament at risk. Therefore you are invited to contact with the Municipal Fishing Committee or to visit the web page http://islamujeres.gob.mx/torneo-de-pesca for more information about the date on which this important sporting event will take place.

- The organizing committee of the XIV International Fishing Tournament, "Cosme Alberto Martínez Magaña" decided to reschedule this competition for June 3 and 4. Due to the weather, it was impossible to lift the restriction on minor navigation which has existed since Friday night.
The news was confirmed this morning, shortly after seven in the morning by the organizing committee and although several of the registered boats are over 40 feet in length, other boats are not.
A group of captains from Cozumel who traveled to Isla Mujeres for the big competition, requested the return of their registrations, explaining that for the scheduled dates (June 3 and 4) would conflict with the Majahual tournament.
The organizing committee agreed to refund their registration payments, even though the cancellation of the tournament was due to weather conditions. The issue became controversial because even though the rules were very clear, the decision was made to refund the registration payments.
According to the rules of the tournament, in the section of Complaints and Clarifications, number 32 states:Weather conditions: In case the weather conditions are not adequate and Harbor Master decides to close the port, for safety of the participants, the tournament is postponed until further notice, including that the Port Captaincy may cancel the event and order all the boats that have left to return, if the conditions warrant it. (Entries will not be refundable and tournament will be postponed for other dates).

Friends and relatives of the recently deceased Carlos García Castilla "“Válvula”, discoverer of the Cave of the Sleeping Sharks, announced a plan to erect a statue in his honor in front of the Rueda Medina waterfront, overlooking the beach of the cooperative "Caribe". The project is expected to take shape over the next few months, said the diver's son, Leonel Garcia Povedano.
"Valvula" passed away May 6th, after having a heart condition for a long time. He celebrated his 68th birthday on May 2, at his mother's house in Cancun where he was staying due to his illness. He was born on the island in 1949, and contributed to the protection of its environment with his friend Ramon Bravo, including shooting several short films about marine species and scenes for other films.
He was buried in the downtown cemetery, near his close friend, former Mayor "Picho" Magana, who died four years ago.
In the early 1960's, Valvula discovered the caves where grouper and sharks sought refuge, three miles from the island, and told people about the sharks "sleeping". Ramon Bravo heard this, who was already frequenting the island and writing about the Regattas. He made this known and scientists became interested, who investigated the cause and found there was an underground stream of fresh water flowing into this area.
There is a statue of Ramon Bravo Prieto near his home, at the entrance to Sac Bajo. Every February 21st, the date of his death in 1998, wreaths of roses are placed on it. If the project of erecting a statue to Carlos Garcia Castilla is realized, it would be the same height as the diver, like Mr. Bravo's statue.
Valvula was the champion of free divers, with an ability to dive to depths of over 15 meters, and harpoon a grouper, with a rubber-band speargun. He met the French commander Jacques Yves Cousteau, was aboard his oceanographic vessel Calypso, as well as many personalities from Mexican and foreign cinema.

May 21 The organizing committee of the 9th (sic 14th) International Fishering Tournament "Cosme Alberto Martínez Magaña" are considering rescheduling the event for June 3 and 4,after strong winds from the east-southeast caused the port to be closed for small boats and the event had to be cancelled.
There is a schedule of tournaments in the Quintana Roo ports, and the Isla Mujeres tournament is the most important. However the schedule is full for spring and summer and there is no space available immediately, according to the website “Pescando en el Caribe” (Fishing in the Caribbean).
Two events are being held that weekend, with the "Dorado de Plata" Tournament on June 3 & 4 in Mahahual, and the "Bernardo Alonso Canto" Tournament in Cozumel on Sunday the 4th. This upcoming weekend, on May 26 & May 28, the “Internacional Riviera Maya" and “Profesor Augusto R. Sosa Centeno” tournaments are scheduled.
The first annual tournament in Quintana Roo this year was the Isla Mujeres Island Time Fishing Tournament, whose eighth edition was held February 6-11. The next fishing tournament on the island with be on June 23 & 24, the women's tournament "La Dorada del Caribe", in its fourth edition. Scheduled for July 1 & 2 is the ninth edition of "Barracuda of Isla Mujeres".
Playa del Carmen and Majahual have 4 tournaments; Puerto Morelos, three; Cozumel and Punta Allen, two; and Holbox, Cancun, Tulum, and Punta Herrero each have one.

May 21 The MORENA party held a seminar in Isla Mujeres about Women's Rights this morning at the party's office. Throughout the state, MORENA has distributed 8000 copies of a booklet titled "Women with Freedom and Human Rights", providing information about women's participation in the national and state political arenas, and the challenges they face in order to continue in this area. MORENA incorporates 50 percent women and 50 percent men, and to meet this mandate, they say women need to be trained to use their human rights, raise their voices, and take action. The workshop was attended by a dozen women who pledged to join the MORENA cause.

May 21 On Friday, more than 200 couples from Chiapas, Tabasco, Campeche, Yucatan, Quintana Roo, Tlaxcala and Mexico City came to Isla Mujeres to attend a workshop to strengthen their marriages. They attended the opening by the bishop of Quintana Roo, Monsignor Pedro Pablo Elizondo, of the two day Festival which was organized by the Isla Mujeres Catholic Church, Our Lady of Immaculate Conception.
This two day festival was held in honor of the 500th anniversary of the arrival of the faith to Isla Mujeres and Mexico, with the arrival of Francisco Hernández de Córdoba in March 1517. That European encounter with the Mayan population took place in Ekab, near Cape Catoche , where the first two Mayan children, Melchor and Julián, were baptized by Fray Alonso González, according to the historical account by Bernal Díaz del Castillo.
Many couples stayed to enjoy Isla Mujeres and its surroundings, as part of fostering a healthy relationship. (Other information about the religious events and workshop is given).

week, CONANP (National Commission for Protected Natural Areas) issued a
press release announcing the start of the whale shark season &
here's my translation:
The whale shark (Rhincodon typus) season has begun in Quintana Roo in the Flora & Fauna Protected Area of Yum Balam, and Whale Shark Biosphere Reserve, east of Isla Contoy and Isla Mujeres.
Mexico is a country which is privileged to have the presence of this highly migratory species, capable of traveling up to 13,000 kilometers. They visit near the peninsula from May to September, approximately, with the main part of the season occurring in July and August.
The whale shark is considered as the largest fish that exists on the planet, with a length of up to 12 meters and a weight of 21 tons.
Due to their harmless nature, for more than two decades, providers of tourism services in the region, have carried out whale shark watching activities.
Other Protected Natural Areas, where sighting activities of this species can be carried out, are in the Peninsula of Baja California (Bahía de Los Ángeles, Bahía de la Paz) and the coast of Nayarit (San Blas, Boca de Camichín).
This marine species is internationally listed as vulnerable within the International Union for Conservation of Nature's (IUCN) Red List. At the national level is listed as a threatened species under NOM-059-SEMARNAT-2010.
Among the main threats to this species are being accidentally caught during fishing with driftnets and longlines, and inappropriate tourism practices during observation and swimming with the whale sharks.
Since 2008, during the 2nd International Whale Shark Conference, which was attended by representatives of more than 40 countries, it was established that August 30 is International Whale Shark Day, in order to promote knowledge and conservation of this species.
CONANP's Program for Conservation of Endangered Species (PROCER): Whale Shark, works on the analysis of the ecology and habitat of this species, as well as the elaboration of strategies for their conservation and sustainable use near the Mexican coasts.
CONANP, in addition to supervising the sighting activities of this species, empowers tourism service providers to care for and protect their habitat, thus improving the service offered to visitors to the region. Toward this end, guides and captains have been trained on the legal framework, biology and ecology of the species, group management, customer satisfaction and first aid.
Snorkel guides have also been certified by the Mexican Federation of Underwater Activities.
Staff of the Commission coordinates with the Harbor Master to continue with the supervision of the compliance of the regulations of the boats in terms of number of authorized tourists, with the bracelets that verify their payment for the right,in accordance with the Federal Laws on this subject.
Some of the recommendations for whale watching and swimming activities are:
· Activities that include the use of drones, fishing, water skiing, parachute flying, jet-skis, jet skis, kayaks, canoes and inflatables, submersibles, propulsion engines in the WS observation area are prohibited.
· It is prohibited to harass or to damage the animals in any way or to get in the path of the moving WS.
· It is forbidden to drink alcoholic beverages or any mind altering or psychotropic substances before or during the journey.
· It is forbidden to mount on the WS.
· It is forbidden to touch their caudal fin or tail.
· It is prohibited to restrict the normal movement of a WS.
· Keep a minimum distance of 5m from the head and 6m from the WS tail.
· Do not feed or make loud noises that alter the natural behavior of WS.
· It is prohibited to extract wild flora and fauna, and is federal crime.
· It is forbidden to introduce any specimens of flora or fauna, native or exotic / invasive.
· Only biodegradable suntan lotion is allowed.
· It is forbidden to take pictures with a flash.
· It is forbidden to use propulsion engines to swim near the WS.
· The observer or tourist should slide cautiously from the boat, avoiding making noise when entering the water.
· Do not use jet-skis in the area.
