The large trash transport truck (la gondola), which has a capacity of 40 tons, has been reactivated, to achieve the goal of removing all of the accumulated garbage at the Trash Transfer Facility and having it completely clean in four weeks.
The municipal Director of Public Services, José Guadalupe Ríos Chalé, said that under instructions from Mayor Juan Carrillo Soberanis, four days ago they began a massive removal of garbage. To date, more than 300 tons have been transferred to the mainland landfill at Rancho Viejo in the Continental Zone. This represents a savings to the City treasury, since previous plans had been to rent large trucks to do this work.
The Mayor made a promise to keep the Trash Transfer facility clean, and to have it used for holding the daily garbage for a few hours before it is placed in large trucks for transfer across the sea to the mainland. The accumulated trash, whose odors upset the neighbors, is expected to be completely removed by mid December.
The Director said that clean up work is being done day and night, and meanwhile, the trash collection service has become more efficient in the colonias, and in the Hotel Zone of Punta Sam (on the mainland). He said, "Now the collection trucks pass by regularly and trash bags are no longer accumulating in the streets in front of houses or on the corners. Soon, with the addition of new vehicles, the service will be completely orderly (regularizara) on a new schedule, for the benefit of all residents."

The company Solución Integral de Residuos Sólidos (Siresol) (Solid Waste Integral Solution), which represents the Municipality of Benito Juarez (City of Cancun) should being paying Isla Mujeres approximately 2.4 million pesos yearly in 2017. This agreement has already been examined by SIRESOL, and was presented before the State Congress. There is no record of previous years payments to the City of Isla Mujeres, which indicates that it may not have been charged or collected, because the money does not appear in any municipal accounts.
The agreement is for SIRESOL to pay the island municipality 200,000 pesos monthly, for an annual total of 2.4 million pesos. The necessary procedures have been put before the authorities of the Benito Juarez municipality that this will be effective as of January, 2017, and that the SIRESOL company must make this payment, according to Isla Mujeres Mayor, Juan Carrillo Soberanis. He said if there are nay delays in payment, a retroactive payment must be made because these resources will be included in the Isla Mujeres budget (Ley de Ingresos). (This is a fee for use of the landfill by Cancun (aka Benito Juarez municipality) since the facility is located in the municipality of Isla Mujeres. As noted, it has not been successfully collected.)

This Sunday for Noches Magicas / Magical Nights there was a presentation full of color, rhythm, and entertainment by dance troupes and invited artists. Participants included the dance troupe Entorno y Mestizas de Agua Salada, the dancers of the Polynesian dance class of the Casa de la Cultura, and the singer Aldahir Davila. They received awards for participation from the Director of the Institute of Culture and Arts, Ruben Perez Martin, who presented them in lieu of Mayor Juan Carrillo.

As part of the events commemorating the CVI (106th) anniversary of the beginning of the Mexican Revolution, the Navy held a ceremony Sunday morning awarding decorations for consecutive years of active service in the Navy, for 10, 15, 20, and 25 years. Promotions were awarded to personnel based on merit, aptitude and professional competence, and were given to seven people, including officers, non coms (clases), and seamen, in accordance with the Law of Advancement of the Mexicna Navy. The traditional parade was held on Friday on the island and on Saturday on the mainland. (See yesterday's City section for photos).

Parrot Fish lacks protection under Mexican Law

Despite requests from the Central American countries of Honduras, Guatemala and Belize, who are part of the Mesoamerican Reef System (SAM), Mexico has not enacted any law to protect the parrot fish against the decline of its population by illegal capture. This species has enormous significance because they are responsible for the cleaning of corals and they "manufacture" sand. Environmentalists say SEMARNAT published a list of species at risk of extinction, but did not include this fish.
A list of 40 land and marine animals that have serious survival problems, such as the manatee, deer corals and elk horn corals, was published by the National Commission on Protected Natural Areas (Conanp) last September. It did not consider this important fish, which is eaten by coastal families and even tourists in the Mexican Caribbean, although it does not appear officially on the seafood marketing list. However, its illegal capture is the cause of the problem.
There was a study to justify the establishment of the Mexican Caribbean Biosphere Reserve, (which has generated a great deal controversy since publication about the project occurred in April 2016), which involved the 14 reserves located on the coast of Quintana Roo (6 National parks, 4 biospheres and another for the protection of flora and fauna). The total surface area of these marine and land environments is 5,662,859.1 hectares; which almost the same size as Quintana Roo, according to CONANP's study.
A study says that Mexico is has been recognized historically as one of the most important countries because of its biodiversity, since approximately 12% of the species that inhabit the planet live in Mexico. In addition to biodiversity in terms of large numbers of species, the country also has an unparalleled wealth of communities and ecosystems, ranging from sub-alpine grasslands and glacier peaks to the coral reefs of the Caribbean.
Over-exploitation, changes in land use and habitat fragmentation by productive activities, introduction of exotic species, trafficking in plants and animals, occurrence of emerging diseases, climate change and pollution have effects that may jeopardize the continuity of species and their populations.
Risk to Parrot Fish
Of the four countries that comprise the Mesoamerican Reef System, Mexico does not have a ban on the capture of parrot fish, which has given rise to concerns by environmental associations of those countries, who want Mexico to join in with this ban, in order to facilitate the recovery of this species who enable the corals to remain healthy.
Officials associated with the National Parks of Isla Mujeres-Cancun, Contoy Island, Puerto Morelos, Cozumel, and Tulum say that although the parrot fish is not a commercial species, it is sold 'under the table' and offered at restaurants. This bad practice affects the already low population of the this herbivorous fish, which in turn places the coral reefs at risk, since these fish eat the algae that cover the corals. In Guatemala, Honduras, and Belize, where guidelines are in effect to protect this species, it appears that the corals in their area are healthier.
In 2012, there were 63 sites being monitored in the Mexican Caribbean. A member of the association "Healthy Reefs" (Arrecifes Saludables) Marisol Rueda Flores, reported that over two years the decrease in the biomass of parrot fish "went from being regular to being critical". In 2008, there were 2515 parrot fish, but in 2010 the population dropped to 820 due to the invasion of lion fish, who eat all types of marine species. Last year, representatives of CONANP announced they were preparing a request to present to the Chamber of Deputies (legislature) to enact a law prohibiting fishing for this species. Meanwhile, officials of that unit have held meetings with fishing cooperatives and environmental associations to communicate the nature of the situation.
Characteristics of Parrot Fish
The varieties of the species range in length from 30 to 130 centimeters. A recent National Geographic documentary about corals said, "It is difficult to decide which of the unique characteristics of parrotfish is the most surprising." Their diet consists essentially of algae that they extract from the chunks of coral that are released from the reefs. "They grind the coral with teeth located in their throats to extract the polyps from the algae. After ingesting the coral, parrot fish defecate sand. "
There is also the unusual nature of the gender of parrot fish, which changes repeatedly throughout their lives. Meanwhile, the colors and designs on its body make its classification very difficult, since they vary enormously even among the males, the females, and the youngest parrot fish of the same species. At night, some species of parrot fish are covered with a transparent cocoon made of a mucous membrane which they secrete from an organ in their heads. Scientists believe that this covering conceals their odor, making it difficult for nocturnal predators, such as moray eels, to find them. Parrot fish are close to the labrids and are found in abundance in the tropical reefs of the oceans around the world. There are about 80 identified species.

The Isla Mujeres Cahuameros Nueva Generacion became contenders for the title in the Basketball Major League when they beat the Tulum Jaguars with a comfortable lead of 109 to 37 in the first game on Saturday night, and 105 to 47 in the second game on Sunday. This is their third win this season, with one loss. Next weekend they will play the Alphas of Cancun at the renovated Convention Center, which is expected to have a full house, as is usual with this rivalry of three decades.
