    Over half a ton of horseshoe crabs were recovered by personnel with the Navy based in Isla Mujeres, assisted by staff from the Naval base in  Yucalpeten, Yucatan, and staff from CONAPESCA (National Commission of Aquaculture and Fishing). They recovered 1206 kilograms of these crabs whose capture is permanently banned. The Naval personnel were conducting tours in the harbor of that city when the crew of a small boat, "Grissel IV" noted the patrols and fled, leaving their boat at the dock.  Personnel with the Navy and CONAPESCA investigated and found 67 sacks of approximately 18 kilos each. The horseshoe crabs were still alive, so the staff returned them to the sea. Thus, the Navy reaffirms its commitment to the preservation and conservation of protected marine species and natural resources, as well as providing security in the areas of their jurisdiction.
    Whale shark licensees have asked SEMARNAT for a 15 day extension to the season, which officially ends Saturday, September 17, because they missed nearly a week due to the weather, which caused a negative economic impact. They had to cancel reservations for a number of days due to port closures or restrictions on tours.  The Harbor Master, Miguel Ismael Gonzalez Gil, said it is unlikely that the request will be granted, because it was submitted too late, and should have been done sooner. The average number of whale sharks being seen is 20 to 50, which is less than recent weeks, but more than previous years at this time.

     In only a few minutes, there was enough rain to cause flooding in various parts of the town, without the timely intervention of staff of Public Services and of Civil Protection to activate the pumps. The most affected area was on Hidalgo, at its intersection with Abasolo avenue. The merchants said the sudden, quick shower caught everyone by surprise, including the staff in charge of the pumps. It has been said that the pumps can function automatically, but that didn't happen today (Tuesday) and several minutes passed before they were activated. Fortunately, the flooding was not bad enough to enter the stores. It is noted that this problem is common during the rainy season, and unfortunate that the pumps were not operating efficiently.

Conclusion of program to modernize the Office of Deeds: Catastral Banobras-INEGI in Isla Mujeres 
CONCLUYÓ EL PROGRAMA DE MODERNIZACIÓN CATASTRAL BANOBRAS – INEGI EN ISLA MUJERES.

   This week the Technical Report said there was a favorable performance in the implementation of the Executive BANOBRAS-INEGI Project of Modernization of the municipal Catastral Deed office of Isla Mujeres, in accordance with the established rules and guidelines.  This project promotes technological autonomy of the municipality to establish strategies for the digital transfer of information. This is intended to improve institutional capacities and enable the City to adequately manage and update information.
      The primary objectives of this project are to increase revenue through increased property tax collection, to ensure that the deed information is valid, timely, and accurate, and to provide quality public service to the citizens.  This will help the social and economic development of the municipality.
    The project included the following tasks:
Refining and updating the cadastral deed register.Implement a Catastral Management System.Update, correct and geo-reference the cartographic information base.Linking the catastral register and the cartographic information base.Organize and digitize documentary file.Acquire equipment for measuring and computing.Develop and update manuals for Catastral organization and procedures.Develop procedures for exchange of information and use of a single cartographic database.Implement a training program in different areas.         An important aspect is the establishment of connections between the databases of the cadastral register, of the tax register, and of the cartographic base. This will facilitate the comparison of the data to analyze it, to determine the degree of accuracy and completeness of the stored information.  The benefits of improved recovery of tax contributions include supporting the social and economic development of the municipality.

 September 13   The Harbor Master of Isla Mujeres, Miguel Ismael Gonzalez Gil reported that the port is open for general navigation and this is expected to continue for the next few days, unless there are squalls or rain.
       Hotel occupancy is around 40 percent, and there were an moderate number of people enjoying the beaches. The numbers of tourists visiting for the day and those who stay overnight have decreased since two weeks ago, when occupancy rates were more acceptable. There are fewer tourists arriving on boats and catamarans for recreational activity, and fewer golf carts are being rented. Restaurant staff report a drop in clientele and some businesses are closing early, due to a lack of customers.

     With the arrival of the dreaded "Septihambre" (this is a combination of the words September and hungry), there is a drop in hotel occupancy and tourism arrivals, causing some restaurants to close temporarily for remodeling or to take vacations until the situation improves.
      The head of the CROC union, Román Maldonado Euan, said the months of September and October are considered the slow season, which generally starts to recover a bit in the second half of November, then the hotels and restaurants usually increase staff in mid December. Many hotels hire employees for a certain length of time, and the expiration of the term often coincides with low season. These workers are laid off and then rehired when high season begins.

               Sat., Sept. 10-Boat procession to Isla Contoy departs at ~8am, This 17th annual procession will include hundreds of Catholics who will travel  30km, transporting the wooden icon to the chapel at the fishermen's camp.  A Mass will be held, and the people will return to Isla Mujeres afterwards, probably shortly after noon. The Virgin de la Caridad del Cobre is the patron saint of seamen and this icon from Cuba will remain in Isla Contoy throughout the lobster season, returning to Isla Mujeres in early March.

The 9th annual Diabetes Clinic will be November 3rd in La Gloria. We are a team of nurses, social workers, EMT's and paramedics with a doctor for consultation of patients who need to be seen immediately. Please consider donating $50 which would buy 200 test strips, enough for one patient for a year. We also need donations of reading glasses, particularly the higher numbers.
