ISLA MUJERES, 22 de septiembre.-
The Navy issued a statement that 12 Cubans were rescued at sea, although it had been reported in the news that the number was 20 or 22 refugees. The twelve Cuban nationals were rescued by the Navy when they were about 75 nautical miles, or 139 kilometers, from Isla Mujeres.
The rescue operation began at 10:40 yesterday (on Wednesday) when the Navy received a report and deployed a Search and Rescue team. The homemade vessel was located, with 10 men and two women aboard, between the ages of 18 and 48, of Cuban nationality.
They were taken to the Naval dock and then to the Naval hospital where they were provided with medical evaluation, nutrition, and hydration. They were eventually taken to Cancun and turned over to the Immigration authorities, who will determine their legal status in Mexico. This activity was carried out as part of the Navy's duties to safeguard lives at sea.

No need for official help
This information was already translated about recovery of the cash (~10,000 pesos) and items (value ~5000 pesos) stolen from a store owned by former City Councilwoman Irma Moguel and caught on security video. The 'loot' was located and returned, with assistance from the boy's mother, after Ms. Moguel sought help from her neighbors and conducted her own investigation. The young man, who has left the island, lived with his uncle, where the merchandise and cash were found.
New case of dog abuse
Nuevo caso de maltrato canino.. [+] Ver masPhoto & full article at this link
Residents and neighbors participated in the rescue of an injured dog, saying the dog is frequently left without food and water, which they often supply. The dog received a serious chest wound from a being left tied up with a electrical cord at its home in colonia La Gloria. The dog was taken to the veterinary clinic of Delfino Guevara, where he was given medical treatment several days ago, and the animal is doing well. The veterinarian said the Director of the Department of Ecology, Carlos Barranco was notified four months ago about this dog, and was notified again following the injury.
The neighbors call the female dog "Negra" and say her owner goes away for several days at a time, leaving the dog locked in the yard with nothing to eat or drink. They live in colonia La Gloria, near the Telmex tower. This case has been discussed on social networks, where volunteers give credit to the ved Delfino Guevara for saving the animals life. There is criticism concerning official indifference and it is noted that this municipal administration is in its final days. The vet thanked the residents for participating in the rescue and care of this animal.

The Isla Mujeres Cockteleros will play the Cozumel team Pineros at the El Pescador stadium in Isla Mujeres on Sunday, at 1pm. The Isla Mujeres team beat them last Sunday with a score of 5-4. This is the final part of the regular season tournament of the Liga Tecnologica league. There are four games remaining against the Marlins of Cozumel and the Tucanes of Tecnologico, after this game against the Pineros.
In the previous tournament, the winner was the other Isla Mujeres team, Los Pescadores, of Martin Trejo Manzano. The Cockteleros are the team of Fernando de la O Pino aka "Escopeta". The Cockteleros have had eight wins and three losses, placing them firmly in second place within group B, as they seek to lead the pack and find a better position in the semi final, regional series.
Although the Cozumel team features Venezuelan reinforcements, their pitchers are local players, whose names are given.

SEMARNAT gives the "green light' to a bungalows project in Isla Mujeres
SEMARNAT da 'luz verde' al proyecto de búngalos en Isla Mujeres: http://bit.ly/2d7tLe0 Full article and photo at this link
This article says that the federal agency SEMARNAT (Secretary of the
Environment & Natural Resources) published in their Ecological
Gazette (La Gaceta Ecologica) that they have given the green light to a
project "Bungalos Reef Club" which will be located in the Federal Zone
(Zofemat) and marine area adjoining Isla Mujeres known as "Playa Norte"
in the hotel zone. The work will be done by CIrculo Creativo Villahermosa SA de CV, with an investment of 18,001,025 pesos, with an estimated useful life of 20 years, according to the plan of scheduled maintenance to keep the constructed buildings in optimal condition.
It will consist of a main bungalow of 200 square meters containing three bedrooms, a hallway, a bathroom with Jacuzzi, wading pool, sun deck, ladder, and docking ramp. They will construct 32 secondary bungalows of 72 square meters each, consisting of a guest room, bathroom with Jacuzzi, wading pool, sun deck, stairs, and docking ramp.
A wooden pier will provide access to all the bungalows, which will have a surface area of 953 square meters, and all construction will be anchored in the sea. The area in the Federal Zone is totally devoid of vegetation, with only sand deposits from the sea, where currently the predominant activities are tourists enjoying the sun and sand. The marine area is in its natural state and is currently used for water activities and for nautical activities by small boats.
The presence of this work will provide an area of refuge, feeding, and rest for diverse species of aquatic life, and also offers a base for organisms such a macroalgae and species of aquatic fauna; however with implementation of measures for prevention and mitigation, the process of colonization changes rapidly, because the habitat is greatly reduced.
The site where this project is planned is located outside of any officially designated Protected Areas.
I found the Environmental Impact Statement that was recently approved by SEMARNAT (Federal Environmental Agency) to build these 33 bungalows off the islet of Yanque (by Mia). This is on the 'landward' (west) side of the long pier that sticks out northward for the lil islet. It will be in the area where the tour boats anchor & drop off daytrippers to go snorkeling. LINK The single story bungalows will be over the water, built with wooden posts and thatch roofs, with toilets that recycle sink water for flushing, as well as no AC, LED lights, and some solar lighting. The bungalows will take up 60% of the construction surface (2400+sq meters) and the pier will be ~1600 square meters, for a total of 4100+ sq meters (44,200+ sq ft). The project site is 13,800 sq mts or 3.4 acres.

We are a team of nurses, social workers, EMT's and paramedics with a doctor for consultation of patients who need to be seen immediately. Please consider donating $50 which would buy 200 test strips, enough for one patient for a year. We also need donations of reading glasses, particularly the higher numbers.
