According to the PMP, Municipal Preventive Police, they received a report of a crash and found that a  Mitsubishi Eclipse convertible sports car (license plate MJW 38 08) had struck a utility pole on Rueda Medina Avenue, near the Whale Shark monument. At 6:45am, they found the car almost on the sidewalk, abandoned by its driver, and it is presumed the driver was drunk. Before departing the driver removed the stereo and sound equipment. The tow truck broke down that was brought to the scene to remove the car. The unknown driver will face a complaint from the City, for damage caused to the public utility pole.

Hurricane season begins with intense rain

La temporada de huracanes

Lanrry PARRA
The rain began around 11am, shortly after the wreath was placed to commemorate Dia de la Marina (Navy Day). The rain continued throughout most of the day, but not constantly, causing inconvenience to both locals and visitors. Despite the intermittent rain, some tourists did not stay locked in nor did they sit still in one place, and were seen going around on golf carts and scooters, while others waited for the rain to subside before continuing their travels. There was some flooding in many parts of the isle, and the beaches were completely empty.

Installation of the Anti-Hurricane Committee
Instalación del comité contra huracanes[+] Ver mas
This has the same information as the article above, noting that the Governor, in his capacity as Director General of the Coordination of State Civil Protection, listed the logistics and responsibilities of each agency and stressed the importance of coordination and participation of all areas of government. The Commander of the Fifth Naval Region, Admiral Juan Guillermo Fierro Rocha, explained the functions performed by the Navy during natural disasters. The Commander of the Military Garrison of Cancun, Raymundo Luis Larios Saiz, gave the history and operation of Plan DNIII of the Mexican Army. Both agencies have given assistance to the communities in recent decades when hurricanes have hit the coast of Quintana Roo, and in disasters in various parts of the country.
Mayor Agapito Magana Sanchez spoke and said, "The population of Isla Mujeres can be sure the authorities are working in coordination to ensure the safety and security of all the people of Quintana Roo. He said. "It should not be forgotten that security and civil protection in all circumstances and situations is also a shared responsibility of every citizen and of every family."

National Navy: Strength behind our sovereignty
Marina Nacional, baluarte en nuestra soberanía[+] Ver mas
During his speech at the ceremony commemorating the LXXIII Anniversary of Dia de la Marina, the Governor of Quintana Roo, Roberto Borge Angulo, praised the work of the Mexican Navy in the development of Quintana Roo, since the times when it was a Territory. He said the Navy has been a bulwark in the defense of national sovereignty and in the fight against drug trafficking in territorial waters to provide security for the county, as well as their contribution assisting in emergencies when natural disasters strike. The Governor recalled the work of the Navy since the last battles expelling the Spanish at San Juan de Ulua, during the fight for national independence and the defense of sovereignty against external aggressions. He said, "It is no exaggeration to say that the Navy has contributed to the development of Quintana Roo."
In the his speech, Admiral Juan Guillermo Fierro Rocha, commander of the Fifth Naval Region, read the discourse of the Naval Secretary, Francisco Sobaron Sanz, written for this occasion, expressing gratitude for the assistance of the sectors represented, especially the boaters, fishermen, and nautical service providers. The Military Chief had given a breakfast to the people representing Isla Mujeres and Quintana Roo, before the official event at the Naval Club, where they crowned Senorita Dia de la Marina,  Darcy Danae Magaña Cohuo, in the company of Mayor Agapito Magana and his wife.
The Wreath
With rain threatening, the officials went out into the Bay aboard the ship "Cochimie" at 11am to place a wreath on the sea, including Mayors of Isla Mujeres and Cancun, Agapito Magaña Sánchez and Paul Carrillo de Cáceres, as well Governor Roberto Borge and Admiral Juan Guillermo Fierro Rocha. They tried to speed up the official ceremony of placing the wreath, to avoid the showers. They returned to the Naval pier, and then the rain fell.
Several ferry companies held parties for their employees, families, and friends, to enjoy tables full of fine seafood.

Rain stops activities
Frenadas las actividades por lluviaVer mas
A persistent rain fell before noon on Monday, which arrived to 'refresh' the Naval Day celebrations, and although the precipitation stopped about an hour later, it remained cloudy all day. Roads became wet quickly, but visitors were already in their golf carts touring the island and continued this activity, while others sought protection. The beaches were empty during the rain, and then people returned to continue to go into the water, but most preferred to stay in their hotels or in restaurants. The threat of rain was present from an early hour, and clouds arrived as the official events began on land commemorating Dia de la Marina. They just finished the wreath ceremony when drops of scattered, but consistent, rain began to fall.
Crash
Hours before the rain began and before the pavement had become wet, a burgundy colored luxury car, "Eclipsse" (sic) hit a light post along south Rueda Medina boardwalk. It has license plates from the State of Mexico, MJW-38-08. After it hit the steel lamp post, it went out of control and into the opposite lane, where traffic goes from south to north.
The incident occurred a few meters south of the monument to the whale shark. The police chief, Joaquin Poot Aosta, personally attended to the removal of the vehicle with a tow truck, and confirmed that the driver had fled the scene at ~6:45am, "but not before removing his stereo and sound equipment." Damages were not determined, but the "ghost" driver will face a complaint from the City for the damages caused to the light post, said the police chief.
