  A lack of ballast was probably what caused the sinking of shrimp boat, BP-Fipesco 137, which resulted in the death of one crew member. The ballast should consist of about 50,000 liters of fuel for the engine, but at the time it only had about 100 liters. The Harbor Master reported this information, after statements were taken from the surviving four members of the crew. They said the boat was taken out to test the new engine, when the boat "se escoró” (heeled?), went on its side or sideways (se fue de lado), and within minutes, it sank. Four of the crew members made it out, and it is unknown why Rafael Ramírez Poot did not. His body was found in the bunk area of one of the cabins by the rescue crew of the Navy. A report was also made to the Head of the Merchant Marines, Dirección General de Marina Mercante.Añadió, and further investigations may be made by the Harbor Masters of Isla Mujeres or Puerto Juarez. (I am wondering if maybe 50,000 liters is a typo...that is a lot of fuel, but I know nothing about shrimp boats. Condolences to his family and friends. )

Municipal police officers were preventing vehicles from parking on Rueda Medina Avenue downtown, and did not allow a truck to unload to supply a customer. When an officer was questioned, he replied that they were complying with orders they had received. At the same time, other officers began to move scooters that were parked on the sidewalk, which angered some of the moto drivers.

 The business “Transportes Marítimos Magaña” has suspended ferry service since Wednesday between Isla Mujeres and Puerto Juarez, while Ultramar continues to provide crossings. According to information obtained, the boats began having intermittent failures on Monday, and on Wednesday the company notified the Port Authority that they were suspending service, which continued until tomorrow (today..this is dated the 23rd). According to representatives of the Magana company, they have suspended service while they do maintenance on the boats. According to the Port Authorities, the company did not give a date when it planned to resume service, but since they are only doing maintenance on the boats, it is expected that the suspension of service will only last a few days.
   However, according to the Dirección General de Marina Mercante, if they were to go six months without providing passenger service, they could lose their permit. It is noted that this company crosses between Isla Mujeres and Puerto Juarez every hour, when they are operating, while Ultramar ferries continue to provide service between Isla Mujeres and Gran Puerto every half hour from 5am until 8:30 and then hourly until midnight.

The City Council approved an amendment, which will go into effect following official publication.  They are encouraging islanders to apply for a position on the police force. For applicants in the area of prevention, they must have completed secondary school (middle school) or have a certificate of equivalency.concluido al menos su estudios de enseñanza media superior o equivalente  For the candidates in the area of recreation, they must have a basic education (which usually means primary school and middle school.)concluido sus estudios correspondientes a la enseñanza media básica.
  It seems that part of this amendment or reform is a change in the requirements to become a candidate for the municipal police force. 
   Later in the article the Police Chief explains they have not been successful in attracting candidates who have completed high school (bachiller), and that with this reform it will be easier to obtain a larger number of applicants for the examinations  which are done by the agency Control y Confianza, and to fill the 60 positions. (I think that is a background check, and perhaps a financial disclosure.)
    He stressed that this will not affect the performance of the police, because they can be trained and have a career within the force to be well prepared and to provide adequate service to the community, and at the same time, they can pursue their higher education.  Once approved, candidates can take courses at the State Police Academy, such as  “Conducción de Detenidos”, “Actualización Policial”, “Cadena y Custodia”, (Handling Detainees, Police Work, Chain of Custody) and all that is required to serve the municipality.
   Currently there are 96 members of the Dirección General de Seguridad Pública y Tránsito (Public Security Police and Traffic Police) who have had the exámenes de confianza and periodically they receive courses in police work to maintain an effective performance. The Police Chief invited islanders to come to the police station where information will be provided about the requirements and opportunities to obtain a position and develop a career.

The Mayor, Agapito Magana Sanchez, was accompanied by other municipal officials when he presented uniforms and sports equipment to representatives of the team members who will be competing in the state baseball league, “Lic. Roberto Borge Angulo”. Under the guidance of the manager, Obed Vega, ex pitcher with the Liga Mexicana, and with help from Raúl Sánchez and Carlos Piste, the Pescadores de Isla Mujeres will begin their participation in the league with a game against the team Bonfil on Sunday, May 25th. This is the opening of the league and during the season the Pescadores of Isla Mujeres will face teams of the Northern division, from the municipalities of  Lázaro Cárdenas, Bonfil, Solidaridad and Cozumel, and there is one game scheduled against Chetumal, who are part of the Southern division of the league.

TVIM reports that the captain of the capsized shrimp boat is José Enrique Domínguez,47, (and shows his picture) and that the seaman who died was Rafael Rodríguez Poot, 50, originally from the state of Yucatan. It is said he was in the engine room when the boat capsized. The Navy received the distress call and immediately mounted a search and rescue operation with the Interceptor boats. Despite efforts, they were only able to rescue four of the five crew members, who were taken to Isla Mujeres to give statements to the Harbor Master. The body of the deceased sailor was taken to Cancun for an autopsy. At this time, details are unknown, except that the vessel was heading out of Puerto Juarez, where it was based.

    The hoteliers fo the Hotel Association of Isla Mujeres applauded the efforts of the municipal government to seek sources for better promotion of the island, such as the agreement that has been made with Expedia. The City Council asked the hoteliers of Isla Mujeres to discuss important issues concerning the best way to promote this exclusive sale, which is scheduled for the second week of June, at this tourist destination.
      Martínez Márquez explained that this leading agency on the Internet has always been prominent in promoting the most important destinations in the world,  and at the end of  Mexico's Tourism Tianguis convention, an agreement was reached with them to promote Isla Mujeres as a destination,  thanks to the efforts of Mayor Agapito Magaña  Sanchez.
      He said Expedia has already determined certain promotional packages and will consider including what each hotel submits. He said the company does not charge anything, because their modis operandi involves commissions from the sales of products through electronic means, as is defined in the contractual agreement. He said although there are special arrangements, the commissions are paid after the sale is concluded, and until then, there is nothing to pay.

Juan Carrillo Figueroa, leader of the business owners organization, CANACO, la Cámara Nacional de Comercio en Isla Mujeres, said he is unhappy about the Federal Government's failure to issue the permits of the Whale Shark Tour providers in a timely fashion. He said this causes losses to the tour providers, and also to the hotels. He notes that the vast majority of the Holbox tour providers are already able to take advantage of the season, while most from Isla Mujeres are still awaiting their permits. He estimates that the losses will be millions of pesos, not only for the tour providers, but also for the businesses that provide accommodations, who have already received reservations for this activity, and now there are cancellations.

Destruction of coastal dunes allowed

The parent of a high school student called the reporter to complain about the cutting of plants adjoining construction sites near the high school campus, and about the construction trucks which at times are in the same area as the students when they are arriving, near the entrance to the Colegio Bachilleres. The reporter went to the location and found construction workers, but did not talk to the manager. He noted these houses are being built by foreigners, and gave the opinion that this type of damage is increasing and irreparable and they are closing the windows to the sea. He adds that to top it off, these buildings are 'burying or killing off' (con estas construcciones, se “entierra” la posibilidad) the possibility of reopening an airport for this location.  (There has been ongoing construction along this stretch of coast for the past decade, and getting a permit includes a survey about plants on the property, and approval regarding this environmental document. In my informal observations, these lots get cleared of plants periodically by hurricanes, and of course by construction,and then the native plants return to the areas not occupied by buildings. It is fairly usual for the owner of the adjoining lot to be tolerant about some spillover effect of your neighbor's construction, in my experience. )

The Harbor Master said the reasons for the capsizing of the shrimp boat  Fipesco 37 on Thursday afternoon remain unknown, and that no oil spill was detected at sea. The local Harbor Master is only responsible for the first statements of the facts, and the regional authorities are responsible to investigate the case. Additionally, the ship was registered with Puerto Juarez. In the early hours of Friday, the owner had hired people and equipment to begin the necessary maneuvers to get the vessel afloat or to leave warnings in the area for the safety of other boaters. During the rescue, no oil spill was detected. The Harbor Master, Ismael Gonzalez Gil said that according to the statements of the survivors, they left the dock in Puerto Juarez to test the equipment, and ten minutes later the boat began to "escorar de babor' to the left side, (heel to the port side), which made them lose control, and then it sank,  and  five members of the crew had been on board, but unfortunately one of them did not survive.  además de asegurar los cinco tripulantes haber estado en la cubierta en todo momento, pero lamentablemente uno de ellos no pudo sobrevivir.
   The rescue maneuvers were performed by the Mexican Navy and PROFEPA observed and viewed the scene of the accident.

 During the two days of inspections of approximately 15 jewelry stores, there were about 13 who had products impounded by PROFECO, the Consumer Protection Agency. The head of the agency said this is a 'preamble' of the return of this agency maintaining ongoing supervision, but gave no date for the reopening of a PROFECO office in Isla Mujeres. Sanctions involved failure to meet standards for quality and pricing precious metals and stones. The head of the agency, Gustavo Rodriguez, said, "We will not tolerate this, while millions of pesos are being invested in the image of Isla Mujeres, this group of bad sellers are damaging the reputation of the destination." He stressed that the return of PROFECO will truly put a stop to any more commercial abuses of tourists. He said it became evident that this problem has reached worrisome levels when on various web sites and social networks there were people who spoke badly of this location, because of the sales of objects that were plated with silver or gold, but had been represented as precious metals.
  Javier Ortiz, vice president of CANACO, agreed that these measures are healthy to recuperate the reputation/image of Isla Mujeres, and he recognized that this review process is difficult . His store was one of the few that escaped the seal of "Suspension". He said that PROFECO is applying rigorous standards, making recommendations for each piece that is displayed on their shelved. He added, "We will comply with all recommendations that are asked of us."
