It is anticipated that by mid-December, there will be about 150 students, at various academic levels from primary to university,  receiving subsidies for their travel expenses going to Cancun. Registration is taking place from November 25 to December 7th with the criteria being based upon economic need and the students grades. The list of beneficiaries will be released on Friday, December 13, and the subsidies must be renewed every four months. The amount of the benefit will depend on the number of students requiring assistance. Details about place and times to register, and the information required, are given in the article.

The boat "Hermanos (Brothers) Trujillo" traveled dozens of nautical miles after it allegedly came loose from its moorings and wound up on the east coast of Isla Mujeres. According to the Harbor Master, the boat is from Playa del Carmen, and was not reported stolen, so it is assumed that its owners did not notice it had become released from its moorings. Its owners are Prestadores de Servicios Turísticos Mar Caribe S.C.L, of Playa del Carmen, but the Harbor Master has not been able to contact them yet. The vessel does not have an outboard motor, and none was seen on it when it arrived. It remains on the east coast under the effects of Cold Front number 14, and its is anticipated that its owners will arrive, prove their ownership, and take the vessel. It's registration numbers are given in the article.

The small boat that washed up on the eastern coast of Isla Mujeres near the Health Center belongs to the cooperative "Mar Caribe" in Playa de Carmen, and the owners were unaware it had come loose from its moorings. There was no report of theft. The owners were notified  and will contact the Harbor Master regarding retrieving it. It is 26 feet long, and was at first suspected of belonging to Cuban refugees.

Por Esto reports that drains with broken covers are hazardous and the City and Aguakan should correct this problem, particularly the one that is near the Ultramar ferry terminal, where tourists are unaware of this hazard, for obvious reasons. Boat operators and merchants want the relevant authorities to intervene and make repairs.

  1. IMPORTANT INFORMATION ABOUT DISTEMPER
All newspapers which have reported on the current epidemic of distemper on Isla Mujeres where given the same information. This was then edited for brevity, impact, etc. Unfortunatelly the crucial information which was intended has not come accross in the edited version. I provide here the unabbridged original surce translated into english:
These are documented cases of the disease known as "moquillo canino" (in Spanish), "canine distemper" (in English) or "maladie de carré" (in French).
The disease is caused by a virus of the Morbillivirus genus belonging to a family called Paramyxoviridae. Clinical manifestations are gastroenteric, cutaneous, respiratory, encephalitic and immunosuppression (this is very important). There is no known cure for this disease, the only thing that prevents its occurrence is correct vaccination and we have seen an increase in incidence of cases due to failure to follow correct vaccination protocol.
The photos are of patients which presented with nervous disorders, encephalitis, at this stage, the damage is irreversible and fatal, all these dogs were euthanized to prevent unnecessary suffering, since they were brought in in a condition of full impairment. As you can see it is incomprehensible that the owners wait this long to seek medical assistance.
All these patients come from Isla Mujeres, in the area known as “the invasion” (Colonia Guadalupana) where the conditions for living ENHANCE the presentation of various diseases in both human patients and animals. In the invasion the necessary public sanitation services do not exist, so a sick patient is an infectious source of transmission. In these cases NONE of the patients were vaccinated against any of the most common diseases in dogs (distemper, parvovirus, canine hepatitis, respiratory disease) by their owners.
In “the invasion”, the owners do not have the means to keep animals in even the most basic conditions for survival, so the lack of medical attention is constant and therefore the lack of vaccination is too.
From information provided by the owners, we know that the canine patients which died from the disease, were found abandoned in the street! Hence the rapid presentation of this epidemic.
One of the main problems is that these animals living throughout the invasion are IMMUNOCOMPROMISED, due to lack of appropriate care or the effects of the disease. It is for this reason that it is not recommended to vaccinate during an epidemic, as all these animals suffer low defenses (the vaccine used is a live attenuated virus, ie, it can replicate). Vaccination during this period must be supervised by a veterinary professional to ensure that patients are clinically healthy before vaccination! If vaccination occurs without medical supervision, you run the risk of causing postvaccinal distemper, especially the development of encephalitis!
If vaccination is carried out by personnel without medical knowledge, it is high risk and falls legally into the illegal practice of medicine.
For this reason at the clinic is not in favor of mass inoculation of immunosuppressed animals during the presence of an epidemic of this disease.
Therefore, we will not be responsible for the results of any activities focused on this practice carried out by uninformed and unprepared individuals, WE DO NOT APPROVE on the basis of medical and epidemiological principles.
This text is indicated as a source of easy information, which is precise and uncomplicated, to avoid any misunderstanding on the part of the owners, who are in the end, responsible for the health of these animals. WE CAN NOT continue to make ourselves responcible for the attitude of all these owners who think that because they are animals they do not need more than food and water.
