  Honorary President of the State  Social Service agency (System for Integral Family Development  or DIF ) , Mariana Zorrilla de Borge , led the installation of the Municipal Committee for Monitoring and Supervision of the Implementation of the Law for the Rights of Children and Adolescents , and she signed the Pacto 10 x The Childre, which guarantees  a life of dignity and respect for the youngest citizens, through inter agency coordination. 
   This guarantees basic human rights to receive an early education, to be given a name and a nationality, with access to information and reproductive health care, with freedom from violence, and to be able to grow within a family having health care, food, clean water, and access to social assistance when required.
   The first meeting of the Committee will be held on January 14, 2014. The Mayor said this will be part of his Governmental Plan 2013-2016 which includes that everyone should live well. He spoke about support between local, state, and federal governments making significant progress for the islanders. The DIF director, Jesús Rodríguez Herrera, said the Governor implemented this because of his promise to guarantee the basic rights of children. He said this ensured they will have access to early childhood education, and it reforms and updates the laws regarding children in this  state. 
   It seeks to ensure that adolescents will have access to information about sexuality, to reduce teen pregnancy, to assure that there is quality drinking water in schools, to provide quality education, to prevent and address violence against girls, and to strengthen the mechanisms of justice for teenagers. It also ensures that children can receive a birth certificate for free before their first birthday, as well as defending and promoting children's rights.

During her first during of the island under the new municipal administration, the president of the State Social Service Agency (DIF), Mariana Zorrilla de Borge, visited the high school, Colegio de Bachilleres, personally delivering notebooks with paper to 337 students.  A total of 690 notebooks and 575 lunchboxes were distributed to preschoolers, as well as backpacks for the primary and middle school students. The Mayor expressed his gratitude. (Now the President of Mexico is PRI, the Governor of our state is PRI, and our Mayor is of the PRI political party.)

Devastation at Macax mangroves

Por Esto says authorities from SEMARNAT, ZOFEMAT and PROFEPA should intervene at the construction site of a peir in the Macax Lagoon because mangroves are being damaged during the placement of the wooden pilings, and mangroves are protected. The construction is 50 percent complete and near Oscar's restaurant and the street Boca Iglesias.

José Manuel González Velasquez , 23 , is the father of the baby born in front of a hotel in Isla Mujeres, to his wife Nitzia Xiomara Chan Cruz. She is their second daughter, and weighed 3 kilos and 100 grams, and both mother and child are healthy and stable. He suffered a great deal of worry over his daughter,  being born in the street, explaining that he works as a night watchman every night in order to support his family.  He said there are islanders who are surprised that he is not filing a complaint, but he said they have received good care at the hospital, and they did studies to insure there was no infection from the birth. They are awaiting the results, and will be planning the babies christening.
   He said their lives have returned to normal, and that he is fortunate that his wife and new child are enjoying good health, so now they can stay at home while he works at night. His mother will help with care of the baby, who is named Evelyn after her; a name that was chosen by his wife. Their first child is five years old, and a little jealous of her new sister.

Student subsidies for ferry crossings

From Monday November 25 to December 7th the department of Social Development is collecting applications for students interested in taking advantage of the benefit of subsidies to pay for their transport via ferry to the mainland. They must provide information that includes the hours and days of travel to school in Cancun, the address of their school and what grade they attend, their home information, and information about their teachers, among other data. Specifics are given in the article about where and when to apply.

   On November 28th the celebration of the taking out of the Virgin is scheduled to begin at 7pm with the Mass celebrating taking her down from her niche., Then a procession will take her through the streets downtown, and the event will end with a Kermes and dance in honor of the Patron Saint.
  On December 4th the Confirmation Mass will be at 6pm.
  On Saturday, December 7th the Paseo de Virgin will take begin at 7pm at the parish and go through the colonias and conclude with the singing of Las Manitas at the Church of Immaculate Conception downtown at ~10-10:30p 
  On December 8th at 3pm a procession will leave the parish of Immaculate Conception for the procession on the Bay, and there will be three large boats available for parishioners. There will be a grand Kermes, and then the Patron Saint will be returned to her niche. Father Jesus Martinez Penilla will celebrate the 50th anniversary of his priesthood.
