Rain affected tourism
Lluvias estropearon la jornada[+] Ver masFull article at this link
The beaches lacked tourists, except a couple who were feeding the seagulls. Although the weather improved around two in the afternoon, providers of tourism services lacked business, generally. Passengers on the ferry who lacked raincoats or umbrellas hurried thru the section from the boat to the terminal when it was raining, trying to avoid getting wet. The restaurants did a little better with moderate numbers of diners, who were waiting out the morning rain with a meal or a hot drink. There was some puddling on Hidalgo avenue, but the water subsided very quickly, which pleased the merchants. The Civil Protection personnel cleared the drains near the Casa de Cultura, where water often accumulates, and they removed litter and leaves. Flooding occurred near the Fishermen's Monument, causing waves to lap onto the sidewalk when vehicles passed by. (Another article noted that this drainage was blocked when the City was seeking Blue Flag status for the Playa Centro beach).
Port closed for small boats
Puerto cerrado para embarcaciones menores [+] Ver masFull article at this link
The port was closed for small boats and remained open for the ferries, but on Monday some crossings of the cargo ferries were suspended by the ferry captains due to the force of the winds. Increased swell can make docking maneuvers complicated, especially at Punta Sam.
The port was closed for all kinds of nautical tourism, commercial fishing and small boats in general, due to heavy rain with reduced visibility, as well as the waves. The adverse weather conditions affected about 600 tourist, fishing, and private vessels, who were unable to go to sea due to the restrictions.
Verification of calibration at the downtown gas station

PROFECO (Federal Consumer Protection Agency) carried out a calibration of the downtown gas pumps. On Tuesday and Wednesday, in relation to the upcoming patriotic holidays, they will review businesses selling alcoholic products, products related to the holidays, and restaurants.
Merchants on Hidalgo are complaining about a concrete cover that was broken by staff with the local cable company and left in that condition, which creates a risk to pedestrians. They have advised the Civil Protection agency, who took photos. It has been in this condition for more than two weeks, and there are concerns about the image it presents as well as the potential for an accident. A couple small plants have been placed on it, to act as a warning, which seems to help.
Little demand for handicrafts
Escasa demanda de artesanías[+] Ver masFull article at this link
Due to the rain and it being low season, vendors of souvenirs and handicrafts did little business. Although the catamarans were unable to come to the island, merchants complained about the tour guides on those boats who direct customers to certain shops and who tell the tourist to avoid businesses along the beach claiming they sell fake silver, give low exchange rates, and other accusations to try and discredit the businesses who don't have an agreement with the tourist guides.

Good news this morning from the NHC, who are forecasting that TS Issac will dissipate this weekend in the central Caribbean sea. And here's today's forecast & an update on "Invest 95L":
The NHC says (excerpts):
Isaac is a poorly organized tropical storm. The satellite intensity estimates have been decreasing and gradual weakening is forecast during the next few days. The NOAA Hurricane Hunters are scheduled to investigate Isaac later this morning, and that data should provide a better assessment of the storm's intensity and structure.
Isaac continues to move due westward at about 13 kt (15mph). A fairly
strong mid-level ridge to the north of Isaac should steer the system
westward at about the same forward speed during the next several days.
Isaac is feeling the effects of wind shear, and the global models
suggest that the shear will likely remain moderate to strong during the
next couple of days. These hostile winds combined with nearby dry air
will likely cause Isaac to gradually weaken during the next several
days.
Isaac is anticipated to move near or over the central Lesser Antilles on Thursday, into the eastern Caribbean Sea Thursday night, and into the central Caribbean Sea by Friday or Saturday. Here's the forecast for the next 5 days/120 Hours, tracking West, with decreasing winds:
FORECAST POSITIONS AND MAX WINDS

Meanwhile, "Invest 95L" is moving into the south-central Gulf of Mexico. The NHC says (excerpts):
Showers and thunderstorms have not become any better organized during the past several hours in association with a trough of low pressure located over the south-central Gulf of Mexico. In addition, satellite data and surface observations indicate that there is still no sign of a surface circulation. An Air Force reconnaissance plane is scheduled to investigate the system later today, if necessary. (It is expected to develop into a TD tomorrow or Friday, before hitting the US Gulf coasts).
Today's forecast for Isla Mujeres from the state Civil Protection Agency: Cloudy, moderate rain with squalls (chubascos) accompanied by electrical activity, hot. Winds from the east and southeast at 15 to 25 kph (10-15mph) with occasional stronger gusts.

The Tren Maya/Mayan Train route will begin in Cancun and end in Palenque, covering 1500 kilometers (932mi) over two routes. It is expected to be completed in 2022, at a cost of 120 to 150 billion pesos, with both private & public investment.
In the first graphic, the solid lines represent track that already exists and the broken lines are track that will need to be constructed. There are concerns about potential damage to the natural reserve areas and the archeological zones.
The dots represent the 17 stations. The green line is the Jungle Route, orange is the Gulf Route, and blue is the Caribbean Route.
There will be 324 miles of track in Q. Roo, 198 mi. in Yucatan, 337 in Campeche, 63 in Tabasco, and 26 in Chiapas. The President-elect plans to begin work on December 1st.
