The municipal Director of Civil Protection, Ulysses Berman Graniel, said that they have been preparing by cleaning out of each of the rain drains, to avoid flooding now that the rains are about to start. LINK
He said that the channels in the colonias have been cleaned, and they have done maintenance on the one in the park of colonia La Gloria. Regarding the flooding by the Fishermen's Monument, he said this always occurs since the drainage is closed, and that is why they carry out pumping at that location with the portable pump. He said when the Blue Flag certification was authorized for that beach, it was decided to close that drainage to the sea.
He said the current storm's trajectory is being monitored by it is too early to talk about any possible effects, and currently it presents no risks to the coasts of Isla Mujeres, He recommended keeping an eye on the weather forecasts.

Port closed for small boats due to weather

From an early hour on Monday, the Harbor Master closed the port for navigation by small boats, due to the effects of a low pressure system over the northwestern Caribbean sea, which is expected to cause plenty of rain in the region on Monday, Tuesday, and Wednesday.
The closure affected the 240 boats with permits to observe and swim with the whale sharks, as well as about 200 visitors planning to visit Isla Contoy National Park, as well as about 200 fishermen and a dozen dive shops. As of 8pm on Sunday, the tourism services providers had been advised to refrain from making any contracts for Monday, due to the arrival of the first effects of the system with increased winds and waves. In response to the forecasts, hundreds of smaller recreational and fishing boats were secured on Monday, for the effects of weather which could continue thru Wednesday. It is noted that during storms the natural harbor of Isla Mujeres, in the Makax lagoon, has the capacity for more than 500 small to medium boats, and is a favorite harbor for many boats from marinas in Cancun, Playa del Carmen, and Cozmel.
During the preparations on Monday, it was possible to see two small semi-sunken tourism boats in the vicinity of the whale shark monument by Rueda Medina avenue, whose crews apparently didn't bail them out after the recent rains.
It is noted that there were no other incidents except the one reported below of the removals of an old sunken boat that drifted into the navigation channel near La Carbonera. On Monday, the rain began to fall around 2pm, although the rain wasn't heavy, and had been predicted in the meteorological forecasts of the Navy and the SCT (Ministry of Communications & Transport).
The NHC has forecast that this system would cause heavy rains in the region of the Yucatan Channel until Wednesday, when it would evolve into a Tropical Storm and possibly a Hurricane as it enters the Gulf of Mexico and turns toward Texas by the weekend.

Civil Protection personnel took all precautions on Monday to avoid flooding which could be caused by heavy rainfall that was forecast for Monday evening, Tuesday, and Wednesday, due to a low pressure system that could potentially become a tropical storm. (Forecasts are for it to develop into a tropical storm after it passes the Yucatan region and enters the Gulf of Mexico, when it will presumably become "Joyce". Currently it's called "Invest 95L".)
Old sunken boat rescued

Sunday morning, an old boat drifted into the navigation channel, presenting a risk to other boats, and was removed by towing. It was reported by Sergio Barros Peña, who spotted the glass that divides its prow, which was nearly above the water.
By 11am, the vessel had been towed about 300 meters from the area by islet La Carbonera to the Harbor Master's dock, by staff of that agency and volunteers. Personnel with the Harbor Master's office said it had nearly had a collision with a catamaran that was crossing thru that area.
The hull of the 18-food boat says "Jilly" and it is registered in Texas (#2848EO). It is presumed that it must have become detached from a nearby marina or pier with the winds that have been affecting the area, which caused it to enter the navigation channel, endangering the many tourism, recreation, and fishing boats who pass through
The old boat has no engine and there is a great deal of garbage inside, including old life jackets and parts that have detached from the interior structure. This scrap must be removed to prevent it from ending up on the seabed and causing a problem with navigation. The Port Authority wants to know who the owners are or who is responsible for securing the final destination of the vessel.
Gratitude was expressed to the volunteers who reported its presence, which avoided potentially serious consequences.

The storm currently over our region has been named "Invest 95L", which means the NHC is monitoring it for potential development, that may occur after it passes the Yucatan peninsula and enters the Gulf of Mexico.
Here's what the NHC says about it this morning:
Other rain showers are in the NW corner of the Caribbean Sea, and parts of western Cuba, the Yucatan Peninsula of Mexico, and Central America from Honduras to El Salvador and Guatemala. Heavy rainfall and gusty winds are likely in western Cuba and the Yucatan Peninsula today. This system is forecast to move slowly northwestward across the Yucatan Peninsula today with limited development.
Then the NHC discusses its potential development while moving across
the Gulf, where it could hit Texas (as "Joyce") on Thursday, while
Hurricane Florence is slamming the US east coast.
Meanwhile, south of the Lesser Antilles, Issac has weakened to a Tropical Storm, and while it may regain strength to become a minimal hurricane tonight, it is expected to weaken by Thursday and continue weakening on Friday & Saturday. (On the graphic, H-Hurricane & S-Storm)
