      The discount of 25 percent will remain in force throughout the current month for payment of 2017 property tax. From January 1 to 31 it will be 15%, and from February 1 to 28 it will be 10%. The 50% discount will be available exclusively to disabled people, retirees and pensioners with an INAPAM  credential, and members of the following unions:  High School, SNTE, Mexican Postal Service, FSTSE and Telecom-Telegraph.
    The Municipal Treasurer invites taxpayers, who have not yet done so, to take advantage of December discount of 25% for the prepayment of 2017 property taxes, and to catch up on any back taxes. Payment of taxes helps the municipal government provide quality public services, to abate old lags in the collection, transportation and management of trash, to improve public spaces and keep them clean, to improve public lighting, and for the public  works of high social impact which are planned. In order to provide better services to taxpayers a  module has been set up in front of the Town Hall.

   Ten agents from the Training Trust for the staff of the National Merchant Navy (FIDENA)  are assisting with monitoring that the boat crews have proper documents, that the boats have the required safety equipment and that passengers are wearing life vests, and that capacity limits are respected..    
          They began helping the Harbor Master with these responsibilities on Saturday, for the holiday season, at Isla Mujeres, at Puerto Juarez, and in the Bay.  There area about 1000 boats registered in Isla Mujeres of which 350 are in the tourist recreational industry, about 250 are fishing boats, and the rest are privately owned. It is noted that the Harbor Master's office is closed for processing administrative procedures from December 23 to January 12.

Benefit for fishermen

       The newly created Biosphere Reserve of the Mexican Caribbean will not affect the 21 fishing cooperatives along the coast. On the contrary, it will benefit them, because there will be an opportunity to regularize all the members & to rid the area of the hundreds of poachers operating in northern Quintana Roo, according to the president of the Federation of Cooperatives, Baltazar Gómez Catzín.
    The vast majority of seafarers associated with the cooperatives accepted this proposal, with the knowledge that there will be no restriction to their areas of work. There will be nothing new for the measures that already exist regarding the current boundaries of the 14 Protected Natural Areas (ANP's) that are currently in operation, and with the large reserve that the President  has just declared involving all these sites.
      On December 5, at the Conference of the Parties to the Convention on Biological Diversity of the United Nations, President Enrique Peña Nieto signed a decree to declare four regions as Protected Natural Areas: The Biosphere Reserve of the Mexican Caribbean, the Sierra de Tamaulipas, the Deep Mexican Pacific, and the Pacific Islands.     
       According to the Mexican government, the objective of this declaration of Protected Areas, is the conservation and restoration of our natural heritage. "Protected areas are terrestrial or aquatic parts of the national territory representative of the various ecosystems, where the original environment has not been essentially altered and they produce ecological benefits that are increasingly recognized and valued."      
       The Biosphere Reserve of the Mexican Caribbean represents 50% of the Mesoamerican Reef System. The Biosphere Reserve area is located offshore of the municipalities of Lázaro Cárdenas, Isla Mujeres, Benito Juárez, Solidaridad, Puerto Morelos, Cozumel, Tulum, Felipe Carrillo Puerto, Bacalar, and Othón P. Blanco.      
     It involves 14 reserves located along the coast of Quintana Roo (6 national parks, 4 biospheres, and one area of protection for flora and fauna). The total surface area of these ​​marine and terrestrial environments is 5,662,859.1 hectares, which is nearly the same size as Quintana Roo, according to a CONANP study.

Species production
          The main production by the fishing industry includes the following species in the following amounts during the period 2004-2010:  Octopus with 4,200 tons in 10 years; Grouper with 1300 tons; Sea Cucumber with 150 tons; Lobster with 150 tons; Rubia and Villajalba with 80 tons; Rubio with 65 tons; Snapper with 29 tons; and Bib with 92 tons. This generated  more than 120 million pesos, according to the figure presented by Conanp, in its justification of this project.        

          However, annual production has been reduced, due to over-exploitation of the resources, poaching, and natural effects due to the damage of their shelters and habitat by hurricanes, as well as the human influence of destroying its habitat. such as has occurred in the northern part of Quintana Roo .    
         Baltazar Gómez Catzín estimates that there are 40 percent of fishermen are poachers in comparison to the others who are members of cooperatives throughout the state. He says these poachers are located mostly in the areas near (cays) of Isla Mujeres and along the coast of the municipality of Lázaro Cárdenas. That is why he believes that with the establishment of that large reserve. those men will soon be expelled.

      The seven candidates who opposed Eduardo Peniche Rodríguez "El Wato" in the Isla Mujeres taxi union election have confirmed that there will be an appeal regarding the fourth re-election of "Wato" in his bid to extend his term as General Secretary to 15 years.
     An interview was conducted with Miguel Chan, Julio Osorio, Manuel Valdés and Darwin García who agreed that they have become united against Wato to reverse the process by appealing to the JLCA (Local Conciliation and Arbitration Board) on the basis that he cannot continue in his position by violating the union statutes.
    In agreement, Jose Magana reported that he has all that is necessary to follow the legal processes in order to hold another election
     . Amada Hernandez was contacted by phone, expressed the same position as the others, saying that what her ex-husband did last night was not democratic, that he bought loyalty, he threatened to take away plates (taxi concessions), and he repressed others. In response to a direct question, she said that three years ago, when they were still married, she advised him to step aside, that his third reelection would be illegal, but he stubbornly ignored her. She said, "This is why we are fighting to bring democracy to the office of Secretary General, which no longer exists." Regarding Wato's alleged mismanagement, she replied "He is not transparent. He thinks he owns the union and does not roles of others in the organization." She was appointed as Secretary of the Interior, but she never exercised that responsibility, especially after they separated as spouses.

      During the statements by Wato, he would not give the microphone to Amanda Hernandez, when she wanted to respond. A written statement was presented by Miguel Chan, questioning the process. He was there only as an observer, as well as the members of his group, as they had previously announced.
     In the voting, former Mayor Jorge Martinez Pena was about to win, over the supporters of Peniche, lacking less than 30 votes, of the ~260 voters who expressed their choice, but the vast majority of those present, both inside and outside of the facility (who did not enter) remained silent.
    The opponents of Wato said they interpret this as an indication that Sr. Peniche Rodriguez, "No longer has the support of the people, he has lost mathematically and we estimate that two thirds are against him, which is why he resorts to trickery to continue for three more years, but we doubt the JCLA will allow this."
     The 'egos' of some of the candidates prevented them from having a frank dialogue before the election and coming to agreements then, but now with this scenario, it seems they may align themselves to make a legal challenge and appeal the election, which they confirmed in response to a direct question. They do not believe JCLA will allow Sr. Peniche to take office on January 5th, due to violations of the union statutes.
     According to the videos, it appears that a minority of the people raised their hands in support of Wato, in violation of the statutes, since the announcement said there would be a secret ballot with a list of candidates. No voting boxes were installed and no list was presented, and this is how he won his previous terms.

Double defeat in basketball for Cahuameros

    The basketball team Cahuameros Nueva Generación, who are coached by Larry Parra, lost to the team "Modelo" with scores of 92-95 in the first game and 74-84 in the second game. They played on the court of Merida Tecnologico, which was the scene of a tough confrontation, and these losses will complicate the aspirations of the islanders to reach the top of the Major Basketball League of Quintana Roo.
      The previous week, they won two games against Cozumel at the Isla Mujeres. Convention Center. The team will be more dangerous in upcoming competitions because they do not want to move farther away from first place.

Soccer champions: Trilanda
   In the municipal soccer league tournament, the powerful team "Trilanda" won on Saturday night against Izamar with a score of 4-0, at the field in colonia Salina. Third place  was won by the Novatos in a penalty situation with Real City, after they had tied during the regular game with each team scoring three goals.
       Now there will be a recess and the league will be ready for the beginning of 2017, when there will be a new announcement for increased and improved competitions between players, including the many young people who will join the participating teams, according to Oswaldo Pinzon, league director.

People honor her with pilgrimages and efforts of endurance, such as the annual run around the island, which will probably be held in the morning, usually from the downtown church to Punta Sur to the Guadalupe Chapel.
 There is a procession in the afternoon with children dressed up as Juan Diego, shepherds, and shepherdesses usually between the Chapel Guadalupana and the downtown church, and sometimes there are horses.  Juan Diego saw the vision of the Virgin of Guadalupe on the hill at Tepeyac, 485 years ago.

During the Posadas, there is usually a dance on the Town Square, featuring regional dances & costumes from different states of Mexico. The schools may have Posada plays, which are reenactments of Mary & Joseph being refused shelter. Posada means 'inn'.

You can drop off donations of toys at Rueben's restaurant, across from the Mercado on Guerrero. Kids in Mexico receive presents on King's Day/Dia de los Reyes on Jan. 6. Currently the DIF is collecting blankets, coats, and other warm items for residents in need in the Continental Zone on the mainland.

Usually around this time the annual Quinceaneras event and Mass are held at the Church of Immaculate Conception for young women who turned 15 during 2015 and who wear beautiful gowns. More info TBA when available

Celebrating New Year's in Isla Mujeres
   To celebrate New Year's Eve, some  Isleno families set up tables in the side streets with pinatas strung overhead, and dine on turkey stuffed with seasoned ground meat, while others crowd the Town Square for live music, dancing, and fireworks. Each neighborhood brings in the New Year with a bang, and the skies explode with color in all directions. 
     During the NYE countdown, there is a tradition of eating twelve uvas de buenas suerte (grapes of good luck), each representing a month, with a toast of champagne or cider. The party on the town square continues all night long. At the other end of the isle, people gather at Punta Sur to greet the first rays of the sun at the eastern-most point in Mexico.  
     Other customs include cleaning your house on New Year's Eve & sweeping out bad luck. Wearing red underwear could bring you love in the New Year, or  your white undies may bring you peace, while yellow represents wealth. Those who hope to travel should grab an empty suitcase and carry it around the room or the block, and set it by the door. If you drop a shoe on New Year's morn and it lands "boca arriba" (face up)  you will enjoy good luck in the upcoming year. 
 The old year is represented by a life sized character called El Viejo, The Old Man, who is later filled with fireworks and set ablaze. He may resemble a politician, and he is usually holding cigars & tequila. Fireworks are everywhere, and their names are metralletas (literally "machine guns" – but it means fire crackers), cañones (larger fire crackers), voladores (rockets in many different sizes), chifladores (whistlers), and barre pies ("foot sweepers", that spin on the ground & shoot sparks).
      Kids receive toys on Dia de los Reyes, January 6, when families, friends, and coworkers share rosca de reyes. King's cake, usually with hot chocolate. If you get the Baby Jesus,it means you'll be hosting a party & providing the tamales on Candlemas Day, Feb. 2.

The Artist's Fairs are scheduled twice a month, on the First and Third Thursdays, weekly on Thursdays at the Casa de Cultura, 4-9 thru April 20.
