Unfortunately, yesterday Isla Mujeres reported another death for a total of 23, and three
more cases of C-19 for a total of 246, and continues to report 200
recovered. The state geoportal still had the data for 1/11 which reports
8 active cases by colonia as: Meteorolotico-5, Salina Grande-1, Caridad
del Cobre-1, and La Gloria-1. On the national map for 1/12, Isla
Mujeres reports 177 suspicious and 149 negative

Yesterday, January 12, 2021, the CDC issued an Order: Effective Tuesday, January 26, to board a plane to the US from a foreign country, passengers are required to: "(1) have a negative pre-departure test result for SARS-CoV-2, the virus that causes COVID-19 (Qualifying Test); or (2) written or electronic documentation of recovery from COVID-19 after previous SARS-CoV-2 infection in the form of a positive viral test result and a letter from a licensed health care provider or public health official stating that the passenger has been cleared for travel (Documentation of Recovery). The negative pre-departure test must be a viral test that was conducted on a specimen collected during the 3 calendar days preceding the flight’s departure from a foreign country (Qualifying Test). Alternatively, if the passenger has recovered from COVID-19, the passenger may instead travel with written or electronic documentation of a positive viral test result that confirms previous SARS-CoV-2 infection and a letter from a licensed health care provider or public health official stating that the passenger has been cleared for travel (Documentation of Recovery)". ...
"VIRAL TEST-- means a viral detection test for current infection (i.e., a nucleic acid amplification test or a viral antigen test) approved or authorized by the relevant national authority for the detection of SARS-CoV-2."

In the FAQ's it says..
."Make sure to be tested with a viral test (NAAT or antigen test)".
Regarding vaccinated travelers, the CDC's FAQ says...
"Q-What if I have had a COVID-19 vaccine? Do I
still need a negative COVID-19 test or documentation of recovery from
COVID-19?
A-Yes,
all air passengers traveling to the US, regardless of vaccination
status, are required to provide a negative COVID-19 test result or
documentation of recovery."

There are 3 different kind of tests:
1st the PCR, this is usually the most expensive one, this test read part of the genome of the virus. And in Mexico results can come back between 24 to 72 hours; deepens of the lab. This test is ver specific and also very sensitive for the SARS-CoV-2; the accuracy it’s close to the 99%; it’s been using for diagnosis of the actual infection of CORONAVIRUS.
2nd the antigen, the is not as expensive at the PCR test, it’s a “rapid” test and it detects some proteins of the virus, it’s been used for rapid diagnosis of COVID-19 infection. This test accuracy it’s around 93% and results can come in very short time, between 15 minutes to 24 hours depending of the test.
Both are swab test from the nose, and throat; the difference between them is that the first has a certainty over a 99% and the second 93%. One detect GENOME and the other some proteins. The price and the time of the results.
And the last:
3rd The antibodies IgG and IgM test, this is a blood test and can tell if you had COVID-19 or been exposed to the virus before; readying the antibodies you have in your blood for COVID-19, this test need to be performed at less 12 days after the exposure.
Anyone is useful for what travel purposes, but some places only accept the PCR or Antigen test which are the only ones who determine if you have the actual virus in the throat.

The
Director of the Isla Mujeres Community Hospital, Leily Osorio Mares,
announced the formal installation of the Vaccination Brigade against
Covid-19. She expressed her appreciation for the staff from the agencies
with whom they will be working to begin the application of the vaccine
against the SARS-CoV-2 virus in upcoming days, in Phase 1, to Health
Care Personnel. The coordinating agencies are: Institute of Health for
Well-being (INSABI), the Secretary of National Defense (SEDENA) and the
Secretary of the Navy (SEMAR).
Stages
of the vaccination strategy. The plan is to achieve national coverage
before the end of 2021. The operation will be completed in the first
trimester of 2022.
Stage 1--Dec. 2020-Feb 2021: Front line health personnel against Covid-19
Stage 2--Feb-April 2021: The rest of the health personnel and people age 60 and older
Stage 3--April-May 2021: People age 50-59
Stage 4--May-June 2021: People age 40-49
Stage 5--June 2021-March 2022: Rest of the population

FOREIGN RESIDENTS INCLUDED IN NATIONAL VACCINATION PLAN
President
Andrés Manuel López Obrador announced the start of the vaccination
program against SARS-CoV-2 to the entire population of the country, as
well as those people from other nations who reside here. He said, "We
have already started the vaccination program against Covid. In general
terms, it is about vaccinating all Mexicans and also residents of
foreign countries in Mexico, all of them."
Last
night, the Governor of Quintana Roo met the Mexican Air Force plane
delivering the first vaccines to our state. During this first stage, the
vaccines will be administered to personnel working in the C-19 areas of
hospitals, including doctors, nursing staff, respiratory therapists,
laboratory personnel, chemists, radiology techs, transport personnel,
cleaning staff, ambulance workers, food handlers, medical assistants and
social workers. These are workers in the 20 hospitals in Quintana Roo
in the IRAG (Serious Acute Respiratory Infection) network, in accordance
with federal guidelines.
This
is the Pfizer vaccine, that Mexico began administering in late December
in Mexico City and Coahuila, providing nearly 43,000 doses. Yesterday,
the federal Secretary of Foreign Relations, Marcelo Ebrard, announced
the arrival of 439,725 Pfizer/BioNTech vaccines against C-19.
On Jan. 4th, he announced that COFEPRIS had approved the AstraZeneca
vaccine. Dr Gatell, Undersecretary of Health, said the AstraZeneca
vaccine will be available in March, and that the first batches have
arrived from Argentina for finishing and packaging. He said production
of this vaccine in Mexico will begin very soon.
COFEPRIS reported that to optimize the production times of this
C-19 vaccine, a cross-sectional working group has been created. In the
initial phase, they hope to produce 150 to 250 million doses in
Argentina, and the packaging will be done in Mexico at the vaccine
division of the Liomont plant. Mexico is working on accelerating the
manufacturing process, which is expected to provide 250 million doses in
Latin America.
Dr Gatell said approval of the CanSino vaccine is still pending,
awaiting more documentation. Mexico is in line to receive this vaccine,
after participating in its Phase 3 clinical trials. Mexico is also in
line to receive the Johnson & Johnson/Janssen single-dose vaccine,
after volunteering to participate in Phase 3 trials. Mexico also
participated in Phase 3 trials for the Novavax vaccine.
Mr. Ebrard said COFEPRIS has approved Phase 3 clinical trials of
Germany's CureVac vaccine. The CureVac request to begin Phase 3 trials
was received on Dec. 11 and vaccine deliveries are expected to begin in
April.
The
third stage of state governments program of applying rapid tests for
C-19 will take place in Othon P Blanco (Chetumal), where there will be
two modules, and Benito Juarez (Cancun), where there will be three.
There were14,334 rapid tests administered during the first two stages,
with 8000 tests administered from December 12th to 24th in OPB,
Solidaridad (PDC), & Benito Juarez during the first stage. A total
of 6,334 tests were administered in the second stage. Neither stage
included the smaller municipalities of Isla Mujeres, Puerto Morelos, or
Lazaro Cardenas/Holbox.
Regarding
new requirements for tourists to be tested before returning to their
home countries, El Economista reports that Cancun hoteliers are
negotiating with laboratories to reduce costs and establish contact
centers at the airport or in various hotels in the city to facilitate
testing for visitors. The article's headline says rapid tests in Cancun
cost about $100 usd, and the text claims that's also the price for PCR
tests.
On Isla Mujeres, at least one doctor will come to your rental to administer C-19 tests. Xhanat Tze Mora
says "The results of our PCR or Antigen tests come back in 24 hours.
Our prices currently are PCR: $3200.00 Mx pesos, and Antigen: $1550.00

Constitution of the Free and Sovereign State of Quintana Roo. They Mayor wrote: We are

The municipal Department of Urban Development and the Environment says the residents can apply via email at doc.duim@gmail.com for information about obtaining documents such as their "Uso de Suelo"/land use information or construction permit, work completion document, ecology permits, permits to clear land, and other documentation from their office, including commercial permits. Residents can also obtain this service in person at the Town Hall, respecting healthy distance, wearing face masks, and using hand gel.

The Thor Heyerdahl traveling school-sailboat normally visits in late
January-early February with about three dozen high school students on
board. Under
the tutelage of the experienced crew, the students learn to work
together, sailing and navigating, as well as receiving their normal
lessons. They sail from Germany to the Caribbean, but it's very possibly suspended this year.
