Electoral Council to be installed tomorrow: 14 candidates for 8 positions

ISLA MUJERES, 29 de marzo.-

 Eight people will be chosen tomorrow from the 14 candidates for the delegation for Isla Mujeres of the Electoral Institute of Quintana Roo (IEQRoo) for the offices of:  consejero presidente, vocal secretario, vocal de organización, vocal de capacitacion, four consejeros electorales and three alternates.
   The candidates are listed in the article. Factors taken into consideration for the appointments are level of education, knowledge of electoral law, knowledge of the statutes of political parties, ability to communicate, desenvolvimiento (personal development?), and other attributes. The appointments will be determined Wednesday evening, the municipal council will be installed on Thursday, and thereafter will be operational until completion of the electoral process. 
    According to the electoral calendar, the registration for Mayoral candidates in Isla Mujeres and other state municipalities will take place on April 5.

   The Easter holidays have brought a problem of accumulation of trash at the Transfer Facility, which cannot be resolved during this time due to the constant generation of trash and the large number of visitors arriving daily, as well as the problem of a lack of sufficient equipment to transfer it to the mainland.
       The Director of Public Services, Manuel Figueroa Cetina, said there are a little over 1000 tonnes of trash which has accumulated at the Trash Transfer Facility, but they intend to start solving this problem after next week when the vehicle fleet is improved.
       He said when the new gondola (I think the gondola is the big truck that transports the trash to the mainland) is ready, which was donated by the state government, it will be put into operation immediately, after adjustments are made to its system of enganche (lit. hitching). They have been unable to use this new gondola because it was not compatible with the vehicles currently in operation. Once it is operational, they expect to transport an average of 60 tonnes daily, while previously they could only move 40 tonnes.
    He said their goal is to double the amount of trash that is transported, if they can reach an agreement with the ferry company.

ISLA MUJERES, 28 de marzo.-

    Security operations report a "Saldo Blanco" during the Easter holidays, so far. Providers of security include the Navy, the Port Authority, the Public Security Department (police), the  Civil Protection Department (lifeguards, firemen, etc) and the Mexican Red Cross, among others.
      The Chief of Police, Joaquin Poot Acosta, reported that now that we are more that a week into the holiday period, there hasn't been a single accident or incident that 'tenga lamentar', (lit. is regrettable)  or that put the physical integrity of any visitors or residents at risk. He said there have been 25 accidents among vehicles on the island, of which the majority were rentals, and the parties managed to come to agreements about responsibility for the damages. 
      He said only 10 people were jailed for disturbing the peace, being drunk and disorderly (borrachos impertinentes) or other administrative offenses. There were seven cases of complaints filed with the local Public Ministry for charges of breaking and entering, injuries, and theft in a  casa habitación, (rental house? lit. "house bedroom"). 
  The Director of Civil Protection, Mauro Humberto Rodriguez Velazquez said the lifeguards have only had to attend to minor problems on the beaches such as scratches, cuts, and sunstroke, with no cases of drowning or near drowning, so far.   
    The staff with the Port Authority said there have been no incidents among any of the boats from Isla Mujeres and Puerto Juarez. The staff with the Navy had no comment and said an official statement would be made at a later time.

Awareness & Information campaign: Keeping Isla clean 
  The personnel with the municipal Department of Public Services will personally distribute information about collection schedules, services, and requirements,  as part of an informational campaign to raise awareness on this topic, especially among the downtown businesses. The business comunity will be informed via brochures & other methods about the schedules of the collection trucks and the proper way to dispose of trash.
     The collection schedule is Monday thru Sunday, at 6a-7a; at 11a-12p; and at 11p-12a.
   The Director of Public Services, Manuel de Jesus Figueroa Cetina, said the problems have become more acute with the increased production of trash per day during the Easter holiday season. He said the cooperation and participation by the business owners on Rueda Medina is necessary; and each of the islanders who love this place must make a commitment to keep this vacation destination, where we all live, clean and hygienic, with an orderly appearance. He said it is important for the merchants downtown to actively participate in solving these problems which concern us all, such as the accumulation of trash. 
   He said the urban image that is projected to locals and visitors is not the sole responsibility of the government; it is a shared responsibility between the business community, the residents, and the government.



On our island, which is seven kilometers long and one kilometer wide; every plant, rock, species, beach, and space have lives which are vital, and therefore we care for them and preserve them, which is why we are a Pueblo Magico.

Recommendations to prevent illnesses in hot weather  
   With winter season over and outdoor temperatures increasing, the State Health Department, in coordination with the City of Isla Mujeres, is increasing surveillance operations and making recommendations for the prevention of heat related illneses. With a week remaining to the Holy Week Holiday period, the municipal Director of Health, Dr. Tharin Vital Casique, made the following recommendations to avoid dehydration, sunstroke, and sunburn:
  •   Avoid sun exposure during peak hours 11am-3p.
  •   Carry out outdoor activities during the early hours of the day.
  •   Wear light clothing in light colors & use a parasol or hat for protection from the sun.
  •   Cover windows that receive sunlight by placing blinds, curtains, or newspapers, which can help reduce heat inside the house by up to 80 percent.
  •    Do not remain in a closed or parked vehicle.
  •    Avoid eating foods of dubious origin in the streets.
  •    Drink more fluids than usual.
  •    If you experience symptoms of dehydration, go to the nearest clinic or health center and you can obtain a packet of rehydration salts for free which should be diluted in one liter of pure water.

  From the beginning of the Easter holidays through Monday, there have been a total of 112,468 passengers arriving at the island, for an average of 12,000 visitors daily, except on Holy Saturday when there were 16,000. These statistics include travelers arriving with the two ferry companies who offer passenger service, as well as those on the nautical tourism boats, including the catamarans which arrive from various parts of Cancun, mostly in the Hotel Zone.
    Staff with the municipal Tourism Department report that as of Holy Friday, overall hotel occupancy was at 90 percent, and decreased slightly on Sunday to 80%, which was maintained thru Sunday.
  During the morning many people arrived via the ferries and on boats sailing from the Hotel Zone, including those which offer all inclusive packages. The beaches had a good number of people, but less than last week. Pleasant weather conditions caused a good demand for all types of water services, including tours to the reef areas of El Farito and la Cuevita. Visitors were strolling the streets and some were entering stores, while employees outside invited them to come in without obligation. The local restaurants were also doing a good business, especially at dinner time, when there were few empty tables.

  There have been many days when the port was closed for small boats, which has prevented the fishermen from being able to meet the demand. This has caused increases in the cost of local seafood, as well as increasing costs when restaurateurs must buy seafood in Cancun, which comes from Progreso.
       Locally, abadejo  increased from 140 pesos to 180 pesos per kilo, while boquinete increased 5 pesos per kilo, with similar increases in other popular species. The season has been closed for grouper, which is a valued species that is scarce, and the fishermen have been catching a little of everything including cojinuda, albacora, abadejo, rubia, pargo, coronado and some boquinete.

   The Harbor Master, Miguel Ismael Gonzalez Gil, said that the weather forecasts indicate that Wednesday may be the last day the boats under 40 feet may be able to work, due to southeasterly winds caused by the entry of new Surada. The small boat operators could possibly be affected until the following Wednesday. This Surada is predicted to have winds of 30-40 kph gusting to 45kph with waves of 1.8 to 2.4 meters. The forecasts say the winds are expected to shift Monday evening to the north which could cause the port to remain closed on Tuesday and Wednesday, April 5 & 6.
     He said since the official start of the holidays on March 19th, the port was closed on March 19, 21, 25, and 26,which severely affected the nautical community, among both the tourism and fishing sectors. Therefore we can say that the month of March will conclude with the port closed for small boats and that April will begin this way.

  The chairman of the Pueblo Magico Committee, Gerardo Magana, said noise pollution is affecting his small hotel located on Guerrero Avenue, because permission has recently been granted allowing music on the Eastern malecon (sea walkway), causing him to lose a dozen customers this weekend. He said municipal officials need to resolve this issue which causes complaints from hoteliers and residents of the area, and that the problem of noise in the downtown area in not new, nor are the complaints it causes.
   There was a petition signed by thirty people requesting that the "Stin Gray" establishment be required to meet regulations. This document refers to the precarious health of  María Perfecta Cardeña y Varguez, who died at the age of 78, and who had needed a great deal of peace and it says the music did not allow this.

 The Guelaguetza is a cultural festival dating back hundreds of years bringing together musicians and dancers from the eight regions of Oaxaca wearing clothing representative of their districts to dance, dine, pay homage to corn, and to share their native ceramics, textiles, etc. It typically takes place on two Mondays in July on an historical hill in Oaxaca,

The Oaxaca Exposition and Guelaguetza in Isla Mujeres is located on the Town Square, 9am-10pm thru April 3rd.
*The poster lists many of the types of items and foods for sale..."from the hands of the artisans who create them to your hands".
*There is the schedule of activities, which generally start at 6p and include music and dancing from different regions of the state of Oaxaca.
*There are learn to dance workshops 5pm-6pm thru April 1st.
*On Saturday and Sunday, April 2 & 3, there will be live music and the Guelaguetza performances from the eight regions of Oaxaca, starting at 5pm.
