Although May 15th was the official start of the whale shark sighting season, none of the 243 concessions of Isla Mujeres could sail, due to a lack of authorization from the Federal Wildlife Department. The Harbor Master was unable to deliver the permits because they were not issued, but he said it is most likely that the whale shark sighting season will begin next week. He said he does not know what number of vessels will be allowed to sail to the designated area, which depends on the number of permits that are issued by the agency. According to the new amendment to the Management Plan for Whale Shark Sighting, only one permit will be granted to each worker, and not a half dozen or ten or a dozen, as happened last season. In this regard, there may be only about 100 vessels that are able to work this season. The concession holders want  the amendment to be applied next season, rather than this season.

On Teacher's Day the mayor, Agapito Magana Sanchez, gave an emotional speech in tribute to active, retired, and deceased teachers. The event took place at the newly repaired and remodeled monument to teachers and was attended by officials, special guests, teachers, and educational workers.  The Mayor was thankful and spoke about education as a fundamental pillar of his governmental program. The municipal trustee (and town historian) Fidel Villanueva gave a brief account of the history of the first schools on the island. Raciel Román Valerio, the island's representative for SNTE, said that although among teachers there are different ways of thinking, but they are bound together by the common desire to create a better town, state, and nation through education. The speech of the Director of Economic Development was described as 'moving',  and a former teacher spoke nostalgically. Then the program was closed with a poem dedicated to the teachers who are deceased, which was followed by a respectful moment of silence and the placing of a wreath.

NOT IN ISLA MUJERES It was found in the southern part of the state on the ejido Botes-Rovirosa, in the archeological zone at the ruins of Noh Kah (Gran Ciudad) in the municipality of Tulum. 
 
Testing was done in laboratories in Canada and the US, indicating the remains are between 12,000 and 13,000 years old, and belonged to a girl who was 15 or 16 years old, who they call "Naia" or Joven de Hoyo Negro (Youth of the Black Hole). This is not the first time remains over 10,000 years old have been found in Quintana Roo, and were previously found in a cenote near Coba and named "El Joven de Chan Hol". There were also La Mujer de Naharon, La Mujer de las Palmas, and El Hombre del Templo, found in caves. These findings support the theory that  (at least some of ) the population of the Americas migrated from Asia.

 A report was published Thursday in the journal "Science".  HERE is the story in English. Naia is Greek for water nymph. The skull was found in 2007, and an international consortium photographed the site in 2011 and collected samples for analysis. HERE is another version in English.

    The building for the Medical Examiner's office remains abandoned and has never been operational. It has suffered from a leaky roof, vandalism, and theft. Last year, the then Director General of Administration, Horacio Coral, intended to rehabilitate the property. Several months ago the Attorney General Armando Garcia Torres said that SEMEFO would be opened as soon as possible, but due to many irregularities and structural damage, the property could not be made operational, despite the considerable investment made in the purchase of equipment.

Restoring Fermin Mundaca Avenue
 Yesterday morning while employees of the City were clearing away vegetation with heavy equipment, they opened up the street "Fremin Mundaca" which had existed for 'years', but was obstructed by vegetation. Some islanders were surprised and had been unaware of its existence.  
    A fence is being constructed around the entire Mundaca estate, and the main entrance will be on this street. The project is going well and you can see that the wall already has foundations, and several meters of stone wall have been constructed.
