On Sunday, hotel occupancy rates began exceeding 54%, according to reports from the municipal tourism agency. It may increase another ten percent, and was 49% on Monday, 50% on Tuesday, 53% Wednesday, and 54% on Thursday, which was maintained on Friday. It was expected to reach 60 or 70% on Sunday. Boat tours reported a 40% increase in demand, with their services costing 250 to 300 pesos per person with the tour activities lasing about five hours.

The renovation of the main street concluded about two years ago, but the poles and overhead lines were not removed, as planned, because there was a lack of funds for the transformers and other equipment for the underground lines. CFE engineer Orlando Roque Flores explained that his agency's role is supervisory in this state project which had advanced 30%, but has been set back to zero because the work that was done has been ruined by salt and other environmental factors.The new 'bases' that were installed for the transformers are unusable due to corrosion, so the entire infrastructure must be changed before the CFE can approve the work & authorize its operation.
There is 800 meters of work to be completed, from the Monument to Fishermen to the end of the Naval Base. It had only advanced as far as the cooperative Social Justicia before it was abandoned, and that work is now obsolete.The renovation of Reuda Medina began in October 2010 with an investment of 30.5 million pesos. The project was terminated over two years ago, and the unfinished work includes the placement of lines underground for electricity, cable, and telephone, which was a main part of the goal to improve the image of the downtown avenue.

The mayor acknowledged that due to the current economic crisis, the City may not be able to pay the over 2 million pesos owed to the fishermen for assistance during the ban on lobster fishing. He said there are important payments such as payroll, utilities, security, and other expenses, that must take a priority over this social work. Assistance offered by the City to hospital physicians and to some teachers was also cancelled. He said they must prioritize spending to avoid causing problems for the next administration.

Por Carlos Gasca-Quequi.- In November, 2011, The Ministry of Communications and Transport (SCT / Secretaríade Comunicaciones y Transportes ) evicted the fishermen of the Isla Blanca cooperative from 600 meters of land in the federal zone. The cooperative had held a legal right to use the land, and then the contract was renewed in favor of an individual. The fishermen report there has been little progress in their lawsuit and they have heard nothing, except that the individual has not come to the negotiating table. They are hoping the new government can offer help in this issue before it has been two years since their eviction.

The fishermen are hoping the next administration will cover the 2.2 million pesos in support payments that they did not receive during the 2013 season of the lobster fishing ban. Cancellation of these payments was announced at the 49th Regular Session of the City Council. Lobster fishing is not allowed from March 1 until the beginning of July. This administration initiated an assistance program that was paying them each 10,000 pesos, divided into four payments. This year only one payment was made.

The beaches look busy and the boat tour cooperatives report they are operating at 80 percent, with families seeking services beginning at 7am. Restaurants are doing a good business for dining in and carry out, while hotel occupancy exceeded 70 percent and is expected to rise.
Day Camp “Baaxlo’ob Paalalo’ob” begins today

This summer program begins on July 22 and continues until the 9th of August, offering activities to the children of Isla Mujeres during the summer holiday. It is administered by the municipal Department of Sports and Recreation and is called Programa Recreativo Deportivo Vacacional Baaxlo’ob Paalalo’ob (juego de niños) 2013. It is free and the registration procedure is explained. The activities take place from 9:15 to 2:15 at various locations including sports domes of the island, and excursions made possible with the support of the various organizations, companies, and the Navy. There are 15 young people providing assistance and information is given to apply for that job.

Sunrise was behind the clouds & not really visible. The ocean was very calm & remains calm this afternoon under sunny skies. Bright full moon last night, with some thunder, lightening, and brief rain around 2:30am.
Saturday when we were downtown, sweating in the heat tho we were just walking, we were impressed with this group of dancers in front of the Catholic church, who I think are senior citizens. Photo by Bruce. There were three fellows also. When we walked by the second time, they were holding up bands of fabric, sort of like a May pole.

Critter events...
It is currently the season for swimming with the whale sharks, and turtles are mating offshore & nesting on the eastern beaches. The mating is visible by day, especially off Punta Sur, the South Point. The nesting happens in the wee hours, and there are Tortugranja personnel, volunteers, and Naval staff monitoring the beaches to prevent people from disrupting them, and to gather and transport the eggs for incubation.
By far, most of the turtles nesting in Isla Mujeres are Green turtles (called Blancas in Spanish), and the second most common are the huge Loggerheads, and there are some Hawksbills. The Green turtles take ~60 days to hatch and the hatchlings are released by the public at events at dusk on Media Luna or Guadalupana beaches. The releases usually start around the end of July & are held periodically until early October.
Lately the water has been often been very calm and there have been many rays, in addition to many whale sharks. Offshore from MVC, we have been seeing dolphins from the balcony, and lotsa fish while snorkeling. Mama turtles have been digging nests on our beach & they are having a busy season. By July 10th the tortugranja already had 52,000 eggs, nearly twice as many as last year at that date.
There are small red crabs that migrate to & from the sea in July, watch out for them at night on the coastal road at the southeastern part of the isle.
Lobster season began July 1 and continues until the end of February.

HERE is a blog written this week about about swimming with Manta Rays & Whale Sharks near Isla Mujeres & how the Rays leap out of the sea. In July a few years ago, there were rays (probably Mobula) leaping up out of the Caribbean sea by the hundreds on a couple of afternoons, just offshore. Vehicles were stopping along the Aeropuerto-Caribbean coastal road to watch.
