(The 1st Quarter moon always sets ~midnight.) The radiant will be beyond the tip of the Big Dipper's handle, high in the NE sky, according to Space.com.
MONDAY is King's Day/Dia de los Reyes & there will be a toy give-away at Ruben's restaurant, by the Post Office & Mercado on Guerrero in the morning.
Yesterday was the first day to get your 2020 license plates & here's the fees. (Last time we exchanged, there were delays in the local office receiving plates. I don't know the current status.)

Municipal government closes the year with advances in security and crime prevention
During the year 2019, the Isla Mujeres municipal government, headed by Mayor Juan Carrillo Soberanis, maintained various actions to strengthen security, and to maintain tranquility and low crime rates in the municipality via the Department of Public Safety and Traffic (DGSPyTM ) directed by police chief Jaime Ongay Ortiz.
The Crime Prevention Division of DGSPyTM, directed by Tania Galera Gómez, reached 14,350 people with 428 actions ranging from talks, visits, conferences, courses, meetings and training. These included 196 activities with 5,900 students on the island and in the Continental Zone on various issues such as the good use of social networks, the rights of young people, and the prevention of 'grooming'.
There were 128 activities conducted with islander families that included 3200 people to raise awareness and provide education on topics including theft prevention, home security, domestic violence, and the prevention of sexual abuse of children.
There were 104 activities and courses conducted with various companies that reached 5250 people on topics including prevention of extortion, petty theft, telephone fraud, workplace harassment, and addiction, as well as measures of security among workers. These companies were Hotel Isla Mujeres Palace, Zama Beach Club, Hotel Izla, Hotel Zoetry, Plaza San Agustín, Plaza Perla Negra, Hotel Casa de los Sueños, Residencial La Diosa, Restaurante Kin-Ha and the beach club Club El Pescador.

"Saldo Blanco" (no serious incidents) at New Year's holidays

It is noted that rain fell before 10pm, which caused many people not to go downtown, but the weather didn't spoil the party on the Town Square, and the rainfall had stopped before the arrival of the new year.There were some minor incidents such as a collision on the Caribbean coastal road near colonia La Gloria, when a motorcycle receive minor damage from Taxi #114, and an agreement was reached between those involved, assisted by Traffic police. The cabbie, known as "Chelo" was unable to stop in time when he was driving from south to north, where Lizeta street intersects with the coastal road, and his vehicle skidded into the motorcycle of Javier Perez, who was taking his wife to the party.
Civil Protection placed caution tape to prevent the passage of pedestrians thru the rocky area on North Beach near ChiChi's, after a tourist had an accident on the rocks. Law enforcement officers carried out special patrols in all areas before, during, and after the celebration, concluding with a Saldo Blanco as of Wednesday afternoon.

Visiting Punta Sur for the first sunrise of the year has been a tradition since 2000, which is enjoyed by many tourists, as well as islanders. A mass was performed by Catholic priest Raúl Sánchez Alonso, who also offered blessing to believers. Like last year, the sunrise was slightly delayed by clouds.There is a plaque at Punta Sur that says: “Cliff of the Dawn, this is the extreme southeast end of the Mexican Republic. Located at latitude 21º 12´05.2´´ north and longitude 86º 42´39´´ west, every morning the Cliff of the Dawn receives the first rays of the sun in our country ”.
Many people enjoy watching sunrises and sunsets at this site, and find it to be an inspirational location that is well suited for meditation and reflection, including the retired priest Jesús Martínez, who visits two or three times weekly and says it is his favorite place.
Concern among massage providers and mobile vendors at the beach

Beach vendors & massage providers are reporting that sales are not as good as they hoped. The vendors say although many people are visiting, they are being very careful about spending money. Some of the massage providers from Cancun have stopped coming to the island because they are not getting enough clients. Those who are working say they sometimes only have one client daily, which is unlike the previous years of 2017 and 2018. Some have lowered their prices in response to decreased demand.Rescues and first aid at the beaches

Lifeguards with the Department of Civil Protection report a "Saldo Blanco" (no serious incidents) over the holidays, when they performed two rescues, 10 cases of first aid, and 10 preventative actions. They worked in coordination with personnel with the Navy, Red Cross, municipal police, and Harbor Master's office to provide security for the thousands of visitors to the isle during this season, especially on Dec. 25 and Jan. 1st, when the largest numbers were present.The first rescue involved a minor on Dec. 21st and the last was a foreigner who was injured on Monday, Dec. 30 in the rocky area of North Beach by ChiChi's restaurant. Afterwords, caution tape was installed to prevent visitors from passing thru that area to avoid another occurrence.
The ten cases of first aid were for abrasions from the breakwaters and for cuts or small punctures in feet from rocks or small objects on the ground. This was fewer minor accidents than previous years. The ten preventative actions involved advising people against going outside the buoys, since there have been accidents and even a fatality, which occurred outside the perimeter, outside the hours of surveillance.
The boats who bring their clients to North Beach and moor outside the buoys are reminded to refrain from tying to the lines, and efforts to control this are done with support from the Harbor Master's office, to prevent deterioration and damage of the buoy line, for the safety of the swimmers.

Friday, Jan. 3 First quarter moon. After the moon has completed the first quarter of its orbit around Earth, the relative positions of the Earth, sun, and moon cause us to see it half-illuminated — on its eastern side. At first quarter, the moon always rises around noon and sets around midnight local time, so it is conveniently positioned for observing before youngsters' bedtimes. The evenings around first quarter are excellent for looking at the lunar terrain while it is dramatically lit by low-angled sunlight. (Source-Space.com)

Monday, Jan. 6, On the first Monday of each month, there is usually a civic ceremony in the morning, often on the Town Square around 8am.
Monday, Jan. 6 Dia de Reyes/Kings Day At Ruben's Restaurant, in front of the Post Office & Mercado on the back street Guerrero, volunteers will be giving away 1000's of toys that have been donated, and a snack & drink, usually starting around 10am. They also provide hampers of food for families in need of them. The DIF social service agency usually has an event at the baseball field in front of Chedraui or at the Bicentennial with entertainment and raffles, starting around 4p or 5p, but it's not always held on the 6th. Jan 6 is also Nurses Day in Mexico.
Friday, Jan 10 Full moon rises at sunset & sets at sunrise. There will be an eclipse as the moon passes thru the earth's shadow, but only the beginning and final stages will be visible here, .
The Thor Heyerdahl traveling school-sailboat visits in late January-early February with about three dozen high school students on board. Under the tutelage of the experienced crew, the students learn to work together, sailing and navigating, as well as receiving their normal lessons. They sail from Germany to the Caribbean, departing in October and returning home in May.
The ship is named for the man who sailed a hand made raft "Kon Tiki" from South America 5000 miles across the Pacific to the Tuamotu Islands in 1947, to demonstrate that ancient people could have made long sea voyages, creating contacts between apparently separate cultures. LINK
