Local fishermen rescues Naval personnel & their boat
Four sailors were rescued by Jose Casto Valladeres on Monday afternoon
around 3pm, after he spotted their boat sinking near "La Bandera". The
men were having difficulty staying afloat, due to weight of their boots
and clothing.
Mr. Casto said he doesn't know why he chose not to take his usual
route home. He saw a wave take the Naval crew by surprise, dunking the
stern of their boat. It filled with water and sank in a matter of
seconds.
After assisting the four men, he jumped in the water, attempting to
rescue the capsized vessel by tying it to his boat. Another Naval boat
arrived and they were able to pull the sunken boat afloat, bringing it
closer to the nearby P114 patrol.
Mr. Casto is a member of the Makax fishing coop, known as "El
Langostero Valladares", who posts many videos on social media. He said
the rescued sailors were very appreciative & the crew of the Naval patrol ship gave him a round of applause. VIDEO

Removing 100-110 tons of trash daily to remove accumulation from Transfer Facility
The Mayor said new trucks will help remove the trash more quickly, making more trips to the Continental Zone. He noted it is also important for islanders to participate by separating organic and inorganic trash. He also said there are trash receptacles all over the island and people shouldn't litter in order to help preserve the municipality in good condition. (The clock in the first photo refers to a slogan used when the new evening trash collection schedule was implements. The second photo is from a clean up that was coordinated between volunteers, NGO's and the municipal government.)
Twenty five people attended a crime prevention workshop about young people or children who are rebellious, and what to do, who to turn to, and how to transmit values that allow them to become good, productive citizens. Other workshops, conferences, and personal defense classes have been held, in addition to health brigades, which will continue this month.
Free pet sterilization on Thursdays
A ten-week sign language course will begin on August 28th at the CRIM rehabilitation facility, and a five-week Braille course will begin on August 31st. There is are basic and intermediate classes for the sign language class. Fifty-two people completed the first course. Information is given about registration and schedules, and the cost is 500 pesos for materials.
TVisla Mujeres
TV Isla Mujeres reports that two armed men took 15,000 pesos from the Six store in La Gloria last night, & there was an armed robbery at ~5am at the gas station along the Caribbean road, for the second time.
Yesterday, the Police Chief clarified about an erroneous report of a robber at two downtown convenience stores on Rueda Medina, saying there was a altercation at one of the convenience stores by a tourist who was dissatisfied with a cup of coffee and threw it on the cashier, took his money and left.
Controversy continues over "Letters of Allocation" LINK
In 2005, during former Mayor Paulino Adame's last week in office, he issued ~1800 "Letters of Allocation" for residential & commercial lots in the mainland part of the municipality. Islanders gave him payments of 2400 pesos and 4000 pesos for each lot, and he received over 5 million pesos.
The situation became more complicated during the next Mayoral administration, who lacked resources to subdivide and urbanize the lots. The City donated the 200 hectare property to INFOVIR, (Institute for the Promotion of Housing and Property Regulation), who were expected to meet the housing needs of the islanders.
In this agreement with the municipal government, the INFOVAR agency, under penalty of termination of the donation contract, was banned from the following actions: to permute, alienate, assign, grant use or exploitation, give in loan, tax, mortgage, lease, or any other way to compromise land rights, with other municipalities, state, federal or private agencies, since the donation was made free of charge as long as it is used with strict adherence to this initiative and agreement.
However, in 2010, INFOVAR ignored this restriction and sold the two properties (each about 500,000 square meters) for over 12 million pesos apiece, to two real estate development companies: SADASI-Promotora Sadasi S.A de C.V and to Promotores y Desarrolladores de Vivienda /Housing Developers & Promoters S.A de C.V..
About 100 of the ~1800 Letter holders obtained legal representation, and an injunction (amparo) was filed in federal court concerning failure by the government to deliver the property, first by INFOVAR (a discontinued governmental agency) and then by SEDUVI (Ministry of Urban Development and Housing). The lawyers demanded delivery of the lots, and cited the strong need for housing among the islanders.
This prompted a response from the state, with an "agreement" to avoid a legal settlement or class action suit. Now the property is being overseen by SEDATUS (Ministry of Sustainable Urban Territorial Development) for its urbanization. The property still lacks access.
However, at a meeting on Friday, the Director of SEDATUS said that subsidies would only be available to those document holders who own no property, and whose spouse also owns no property. This is a problem for the many Letter holders who have bought property during the past 14 years, or married someone who owns property. They are being offered nothing in return for their payments and documents, and are considering making a peaceful protest.
The Director said the files will be turned over to the real estate company Sadasi, and those interested in acquiring a lot with services will need to make a private contract with that company, and not with the state government.
Tourism service cooperatives object to new comisionistas LINK

Mainland hotels, at Punta Sam & Playa Mujeres are reporting reservation rates of up to 90% in the upcoming vacation season. Smaller hotels are reporting a shortage of reservations.
A series of talks are being carried out at various schools to promote the sport of boxing among young people, which has benefits such as learning discipline and personal defense.
Isla Mujeres al Dia
The Department of Parks & Landscaping conducted a campaign along the Caribbean coastal road by the airfield, picking up trash, weeding, and pruning. They removed a ton of trash along 2 kilometers of the street. The crew works from 5am to noon.
La Tertulia reports that the sixty year old French tourist who fell off a Punta Sur cliff while taking a selfie on Sunday is named Bernard Jean Antinieti. Although he fell more than ten meters, he landed on a sandy area and didn't appear to have any life threatening injuries. His right shoulder was dislocated and he had multiple abrasions.

The police chief explained that reports of a convenience store robbery were incorrect, and the actual incident was a 'public altercation' by a tourist who threw coffee on an employee.
Dr. Delfino injured in traffic accident
The well-known veterinarian was driving his scooter southward down the Caribbean coastal road, passing a golf cart, when the cart driver veered left & Dr. Delfino Guevara skidded on the pavement, while avoiding a collision. His right foot was injured from being under the scooter & the Red Cross ambulance took him to the Community Hospital.
However, X rays were unavailable at the facility and his girlfriend took him to the veterinary hospital to perform the X rays himself, and then to be evaluated by an orthopedic doctor.
He said the police asked his name and then took his moto to the police station, along with the golf cart and the tourist driver, to determine responsibility for damages and expenses. The accident occurred around 3pm.
Four minute response time
After the home fire in colonia la Gloria was reported, firefighters only took four minutes to arrive at the scene, according to Civil Protection personnel. They spent 30 minutes putting out the fire, protecting nearby properties, and ensuring it was completely extinguished.
The 'casa de carton' (a home made of plywood and tin sheets) and all its contents were quickly consumed. Fast action on the part of neighbors and volunteers helped prevent the fire from spreading to nearby structures. There were no serious injuries, but some volunteers sustained burns. Employees with CFE and the Cable TV company also assisted. Flames reached the cable lines and some of the 'mufas' from nearby houses.
City employees were sent to assist with the clean up and to remove the debris.

Forecasts for Tuesday predicted increasing winds, causing the Harbor Master to suspend trips to the whale shark area. The port remained open for general navigation, since the other tours don't require the boats to move as far away from the coast as the whale shark sighting area. There were concerns that those boats might be unable to return to safe harbor if the wind increased. It is noted that there are times when the port is open for all boats, yet the fishermen, who often travel up to 20 nautical miles out to sea, will stay on land because their experience tells them when the waves are likely to be unsafe.Five islanders are taking advantage of free vasectomy surgery, which is scheduled for Thursday, June 20th. It doesn't involve a scalpel or require hospitalization and only takes 20 minutes. Including the paperwork, it only takes about 40 minutes before the patient leaving, walking on his own.
Comisionistas come to an agreement

Representatives of the five tourism services cooperatives met with authorities concerning five permits that were issued to former taxistas to act as comisionistas, which was in violation of the ongoing agreement. When the taxistas began working near the Maritime Terminal, there was a verbal confrontation.A verbal agreement was reached between the authorities with the Department of Tourism and the representatives of the cooperatives on Friday, and the ex-taxistas permits were cancelled. In total, there are about 300 members of cooperatives who are allowed to work along Rueda Medina, with permits, in a rotation, to offer their services directly or to offer services for a commission. A great deal of effort was put into the agreements between the cooperatives and the authorities, which put an end to the conflicts, disputes, and confrontations that had gone on before the agreements were accomplished.

Preventative cleaning is being done on the storm drains in the colonias to avoid flooding during the upcoming rainy season. Personnel were observed removing the grates and cleaning the drainage areas near the sports fields in colonia Salina Chica. Turtle nesting season continues throughout June. The turtles nest along the eastern beaches in the wee hours of the night and Tortugranja staff and volunteers gather the eggs and incubate them in a pen outside the facility. Three species nest annually in Isla Mujeres; Greens, Loggerheads, and Hawksbills, and very rarely, a Leatherback will attempt to nest, but the sand usually isn't deep enough. The sex of the turtles is determined by the temperature of the sand, which is common in reptiles.

Whale shark tour season continues throughout June, ending in mid-September.
Saturday June 1 & Sunday June 2: "Dry Law" is in effect for 48 hours, from the first minute on Saturday (00:00, just after Friday midnight) until midnight on Sunday (24:00) when "To Go" (package) sales of alcohol is prohibited. Foreigners in tourism areas, such as Isla Mujeres, may purchase alcoholic beverages, with food, at bars & restaurants. Citizens can't buy alcohol & businesses such as convenience stores cannot sell it.

Saturday, June 1st Dia de la Marina. Events begin with a 5 kilometer race in men's and women's divisions, and another for teens and children, starting in front of Playa Centro at 7am and 8am, with more than 17,000 pesos in cash prizes. Limited to 150 runners in the 5k, and 150 in the youth and children's event.
The official ceremony for National Dia de la Marina will take place at 11am, with a procession of boats in the Bay and placing of a wreath.
On Playa Centro, a beach soccer tournament will start at 11am, with teams of eight people and prizes of 3000, 2000, and 1000 pesos. It will be followed by a beach volleyball tournament at 1pm with teams of two men & two women competing for prizes of 3000, 2000, and 1000 pesos.The festivities will come to a close at 2p, with a Palo Encebado contest.
